Thame Barns Centre was estsblished as a charty by lease and Trust Deed date(121sI May 1990 made between
Thame Town Council and the Dlocesan Twslees l Oxford l Limited, The PCC ol the Parish of Thame and the
trustees appointed at that b"me.
The object of the centre was and still is to provide a community faulity for the people of Thame and district. The
original 18as8 expir8d in May 2011 and a n8w18ase of 12 y8ars duration cam8 into off•d in D8combor 2011.
A¢higv8ments and p•rforman¢•
The Bams Centre is a fiJ¢al point for the town providing faulthes for people of all ages and across all seCt￿)￿S of
the community. The Governing Body sees their responsibilities as belng lo encourage use of the centre by the
local community whilst ensuring that the facilrties at Ihe c£ntre aTe maintained lo 8 high standard . In addition the
Governing Body has a responsibility to make thg centre a commèrcial success with any Surpluses accruing Sn a
year being ￿inVested in the centre .
In Ihis ￿ntext the GoveTning Body had been mindfijl of the Charity Commission's guidance on public benefit and
ensured that the Thame Bams Centre continued to have facilities availabl8 for use by the whole o)mmunity for
meetings, parties and other recreational activities wlh speufic provision made for local groups whic* work
the disabled. elderly and disadvantaged.
The day to day running of the ￿￿tre has been undertaken by the Joint Centre Managers- Patsy Feighoney and
Karen Clark- supported by a leam of p8rt lime and c8sual staff, with the latter assisting ir¢ providing catering and
serwng duties at the many functions held at the Bams Centre. In additKJn to the functions. there are regular and
O￿aS1Onal for the hiring of the various rooms at thè centre. It is pleasing to report that during 2022. use of th8
certre has returned to pre Covid levels.
The tnjstees woukl like trj pla￿ on re￿rd thelr apprwation of the all the work undertaken by the Jolnl Centre
M8nagers and their support staff.
Flnanclal review
During 2022123, income from fvn(*ons and room hire has decreased from £150,729 in 2021122 to £149,609 in
the Current y&8r. a decrease of £1,120. Other income in the yeBr I for example from interest on investments)
totslsed £4,341 { £18,382 In 2021122 however this was mosdy from govemment grants). The nel loss for the
current year was £4.476. compared wtth net income in the prgvious year of £28,660.
During the year capMtsI expenditure was £10,269.
As at 31st March 2023. the doslng bank balanc8 was £372.538131st March 2022 £378.511).
The Ghority aims lo hol¢ at least 2 month5 of expenditure In reserves at any p)int in time. Thi$ is wual to around

Recruitment and appointment of ngw trustees
Thame Town Council and St. Mary's Church each have three trustee representstives on the Governing Body {
including tha Town Clerk and th8 Vicar of St. Mary's Chur¢h respectivèly } and in the first instance such trustee
representatives would have their appoinlment proposed and endor5e(l at ¥ fomial meeting of the TowTr Counol In
the case of a Thame Town Coun¢il member and at a P8rochial Church Counal meeting in the case of a Sl.
Ma￿S Church nomlnee.
The final member of the Goveming Body is the Treasurer who need not be a member of either of the tr40 bcxaies
and would be appointed by the Governing Body as and when a vaGan¢y arises.

I report to the trustees on my examination of the financial statements of Thame Barns Centre[(] the charity} for the year ended 31 March 2023. 

## **Responsibilities and basis of report** 

As the trustees of the chari[ty ] you are responsible for the preparation of the financial statements in accordance with the requirements of the Charities Act 2011[(] the 2011 Act}. 

I report in mspect of my examination of the charity's financial statements carried out und0r section 145 of the 2011 Act. In carrying out my examination I have followed all the applicable Directions given b[y ] the Chari[ty ] Commission under section 145(5[}(] b[) ] of the 2011 Act. 

## **Independent examiner's statement** 

Your attention is drawn to the fact that the chari[ty ] has prepared financial statements in accordance with Accounting and Reporting by Charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102[} ] in preference to the Accounting and Reporting by Charities: Statement of Recommended Practice issued on 1 April 2005 which is referred to in the extant regulations but has now been withdrawn. 

I understand that this has been done in order for financial statements to provide a true and fair view in accordance with Generally Accepted Accounting Practice effective for reporting periods beginnin[g ] on or after 1 Janua[ry ] 2015. 

I have completed my examination. I confirm that no matters have come to my attention in connection with the examination giving me cause to believe that in any material respect: 

- 1 accounting records were not kept in respect of the charit[y ] as required by section 130 of the 2011 Act[; ] or 2 the financial statements do not accord with those records[; ] or 

- 3 the financial statements do not comply with the applicable re[q] uirements concerning the form and content of accounts set out in the Charities (Accounts and Reports[} ] Regulations 2008 other than any requirement that the accounts give a true and fair view which is not a matter considered as part of an independent examination. 

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the financial statements to be reached.

Thame Bams Centre was established as a charty by Fease and Trust Deed dated 21 May 1990 made
beiween Thame Town Council and the Diocesan Trnslees (Oxford) Limited, The PCC of the Parish of Thame,
and the Trustees appoinled at that time. The prlncSpal address is Thame Bams Centre. Church Road, Thame,
Oxfordshire. OX9 3AJ.
1.1 A¢¢ountlng Convention
The financial statements have been prepared in accordan￿ wFth the tharitys Trust Deed, the Charities Act
2011 and 'Accounting and Reporting by Ch8rities.' Ststemenl of Recommended Practi￿ applicable to
chorilies preparing thèir a¢counts in accordance with the Financial Reporting Stand8rd applicablè In the UK
and Republic of Ireland {FRS 1021" 18S 8mended for accounting periods commenung from f January 20161.
The charity is a Publlc Beneftl Enllty as defined by FRS 102.
The charity has taken advantage of the provisions ill the SORP for charities apptying FRS 102 Upjate Bullet
1 not to prepar8 B StBtement of CBsh Flows.
The financtal statements have departed from the Char*lies (Accounts and Reports) Regulations 2008 only to
the extent required to provid8 8 trug and faFr wew. This departure has involved followng the Statembnt of
Recommended Practice fcK Charities applying FRS 102 rather than the version of the Statement of
Recommended Practi￿ which is referred lo in the Regulations but which has since been wlhdrawn.

Al the time of appromng the financial statem8nts, th8 trust8os have a reasonable expectation that the charity
has adequate ￿sOurceS to continue in operational e￿$tenCe for the foreseeable future. Thu5 the trustees
continue to adopt the going concern basis of accounting in preparing the financial statements.
1.3 Charltablè funds
Unr8slricted ftjnds are 8vailabl8 for us8 at th8 dlscrellon of the tr(Jstees In fvrtherance of their charitable
objectives.
Restricted funds are SLtbject to spacific conditlons by donors as to how they may be used. The purposes and
uses of the restricted fijnds are set out in the notes to the financial 5tstements.
Endowm8nt funds are subj8cl to specific conditions by don0￿ that tha c8pltal must be malntained ty the
charity.
1.4 Income
Income is recognised when the charity is legally enblFed to il after any perfomiance conditions have been mel,
the amounts can be measured raliably, and tt is probabla that income will be received.
Cash donations are recognised on receipt. Other donations are recognised once the ch8fity h8s been nolthed
of the donation, unless performance conditions require d8f8Tr81 of thè amount. Incom8 tsx recoverable In
relation to donations received under GIft￿d or deeds of wv¢nant is re¢ognise(l al the time of the donation.

charity lo that expenditure, it is probable that a tr8n5fer of economic benefits wll be reqUI￿d in settlement and
the 8mounl of the Obliga￿On can be rneasu￿d reliabty. Expenditure is accounted for on an accruals basis
indusive of VAT where this cannot be redalmed and has been dassified under headlngs Ihat aggregate all
cost relaled lo the category. Where costs can not be diredy attributed lo particular headings they have been
alkjcaled to activilies on a basis consislenl the use of resources.
1.6 Tanglble fixed assets
Tangible fixed assets are initially measured at cost and subsequently measured al eost or valuation. nel of
depreciatN)n and any impairment losses.

1.8 Cash and cash equlvalents
Cash and cash equivalents include cash in hand, deposts hold al call with banks, other short-temi liquid
investments with original maturities of three months LY less, and bank overdrafts. Bank overdrafts are shown
within borrowings in current liabilities.
1.9 Flnandal Instrurnents
The charity has elected to appty the promstons of Section 11 'B￿C Flnancial InstNments' arKf Section 12
'Other Fln8nclal Instruments l&sues' of FRS 102 to a51 of its financial instruments.
Financlal Instruments are recognised in the charivs balance sheet when Ihe charity becomeg paty lo the
rLJntractU81 provisions of the instrument.
Flnancial assets and liabi15ties are offset. the nel amounts presented in the financial ststements. when
there is a legally enforceable right to set off the Tecognised amounts and there is an intention to setde on a nel

The charity oper8tes a defined contribubon pension scheme. Conlrtbutions payable to the charitys pènsion

In the appllcatlon of the charity's accountlng policies. Ihe trustees ar8 required lo make judgements. estimates

sources. The estimates and associated assumplions are based on hlslorl¢al experience and other faclrys that
are consldered to be relevant. Actual results m8y differ from these estlmales.
