SECTION B1: Structure, governanceand management The Group's governing documents are those of the The Scout Association. They consist of a Royal Charter, which in turn gives authority to the Bye Laws of the Association and The Policy, Organisation and Rules of The Scout Association. The Group is a trust established under its rules which are common to all Scouts. The Trustees are appointed in accordance with the Policy, Organisation and Rules of The Scout Association. The Group is managed by the Trustee Board (previously, and until! mid-2023, known as the Group Executive Committee), the members of which are the ‘Charity Trustees’ of the Scout Group which is an educational charity. As charity trustees they are responsible for complying with legislation applicable to charities. This includes the registration, keeping proper accounts and making returns to the Charity Commission as appropriate. The trustees also make sure the charity is well managed, risks are assessed and mitigated, buildings and equipment are in good working order, and everyone follows legal requirements and Policy, Organisation and Rules (POR). Their support helps other volunteers run a fantastic programme that gives young people skills for life The Trustee Board consists of 2 independent representatives, the Chair and Treasurer and together with the Lead Volunteers (ex-Group Scout Leader, Deputy Group Scout Leader) and other trustees meets every 3 months. Members of the Trustee Board complete ‘Essential Information for Executive Committee’ training within the first 5 months of joining the Board. This Group aims to support the Group Scout Leader in meeting the responsibilities of the appointments and is responsible for:

- e The maintenance of Group property; 

- e The raising of funds and the administration of Group finance; 

- e The insurance of persons, property and equipment; 

- ¢ Group public occasions; 

- e Assisting in the recruitment of leaders and other adult support; 

- © Appointing any sub committees that may be required; 

- *® Appointing Group Administrators and Advisors other than those who are elected. 

## SECTION B2: Risk and Internal Control 

The Trustee Board has identified the major risks to which they believe the Group is exposed, these have been reviewed and systems have been established to mitigate against them. The main areas of concern that have been identified are: 

Damage to the building, property and equipment - The Group would request the use of buildings, property and equipment from neighbouring organisations such as the church, community centre and other Scout Groups. Similar reciprocal arrangements exist with these organisations. The Group has sufficient buildings and contents insurance in place to mitigate against permanent loss. 

General risk of COVID-19 infection spread - Risk assessments relating to members, leaders and the general public are carried out before all activities and are approved by district before the activities are undertaken. Guidance on when scouting activities resume/take place is provided by the Scouts Framework and Covid-19 restart checklists. 

Injury to leaders, helpers, supporters and members: The Group through the capitation fees contributes to the Scout Associations national accident insurance policy. Risk Assessments are undertaken before all activities. 

Reduced income from fund raising: The Group is primarily reliant upon income from subscriptions, hall hire and fundraising. The group does hold a reserve to ensure the continuity of activities should there be a major reduction in income. The Trustee Board could decide to raise the value of subscriptions to increase the income to the group on an ongoing basis, either temporarily or permanently. 

Reduction or loss of leaders: The group is totally reliant upon volunteers to run and administer the activities of the group. if there was a reduction in the number of leaders to an unacceptable level in a particular section or the group as a whole then there would have to be a contraction, consolidation or closure of a section. In the worst case scenario the complete closure of the Group.

Improper or uncontrolled expenditure: The group has in place systems of internal controls that are designed to provide reasonable assurance against material mismanagement or loss, these include 2 signatories for all payments and a comprehensive insurance policies to ensure that insurable risks are covered. There is also a budget process that is followed and reviewed at each group executive meeting.

Scouting exists to actively engage and support young people in their personal development, empowering them to make a positive contribution to society.

## The Scout Method 

Scouting takes place when young people, in partnership with adults, work together based on the values of Scouting and: 

- ® enjoy what they are doing and have fun 

- e take part in activities indoors and outdoors e = Jearn by doing 

- e — share in spiritual reflection 

- ¢ take responsibility and make choices 

- undertake new and challenging activities 

- @ ~=make and live by their Promise. 

Progressive and stimulating programs: Progressive activities based on the interests of young people. Activities in contact with nature, a rich learning environment where simplicity, creativity, and discovery come together to provide adventure and challenge. Squirrels, Beavers, Cubs, and Scouts have weekly meetings and other events, such as weekend camps and outings. Meetings are filled with games, skills, crafts, and other activities. Adult volunteer Scouters operate the program with the help of parents and other volunteers. 

The Group meets the Charity Commission's public benefit criteria under both the advancement of education and the advancement of citizenship or community development headings. 

## SECTION D Achievements and performance 

2024/25 has been a remarkable year for the 11th Winchester Scout Group, with progress, adventure, and community spirit evident across every section. Our seven sections — Squirrels, two Beaver Colonies, two Cub Packs, and two Scout Troops — along with our two hosted Explorer Units, have offered hundreds of young people the chance to develop skills for life through fun, friendship, and challenge. 

A major achievement this year has been improving our facilities at the Log Cabin and ensuring the space supports high-quality, sustainable Scouting. After overcoming planning hurdles, we were delighted to complete our new outdoor shelter, providing a fantastic, all-weather space for outdoor activities. This, alongside the installation of solar panels and battery storage, has significantly improved our sustainability and reduced energy costs. These were largely funded by grants from Winchester City Council and the incredible success of our annual Bonfire Night. 

While the move to the new Digital Membership System in November and the rollout of updated mandatory Safety learning for all adults brought its fair share of administrative challenges, the dedication of our volunteer team shone through. Thanks to some gentle persistence, we’ve helped almost everyone through the process, a real team effort! 

We are proud to now have over 80 adult volunteers supporting nearly 150 young people each week, continuing the recovery and growth seen since the pandemic,

## Section Snapshots 

Squirrels (our youngest members) have had an energetic and hands-on year. They've explored everything from beach safety and Roman Winchester to fire safety and first aid. Their activities have included building erupting volcanoes, creating bird feeders, hiking up St Catherine’s Hill, and helping in the community through gardening and food bank donations. 

Beavers enjoyed an action-packed programme full of outdoor fun, creativity and community engagement. Highlights included District Camp, a mud run, donutting, and pond dipping, along with visits to Tegfield House, the Gurkha Museum, and Winchester Cathedral. Their artistic side came out in arts and crafts, cooking, pottery, and even filming a music video! 

Cubs had a fabulous year with strong leadership and a packed programme. From chocolate making to VE Day celebrations and air rifle shooting, to district camps and snowy adventures, the Cubs made the most of every opportunity. They also raised funds for charity, built links with Tegfield House, and 14 members achieved their Chief Scout Silver Award — a huge achievement. 

Scouts This year our young people have taken part in a wide range of activities designed to stretch, inspire and excite. Some of the highlights included: A memorable Brownsea Island camp with 44 participants where we spotted dolphins. The ever-popular Antler Night Hike and Spring Leadership & Team Challenge Camp. Crossbow and air rifle shooting, cycling adventures, hikes and navigation practice. 

## Looking Ahead 

As we move into the next year, our focus remains on offering safe, inclusive, and exciting Scouting to even more young people. We'll continue to invest in our site, develop our volunteer team, and support each other through changes to the national programme and ongoing admin systems. With the dedication of our amazing volunteers and the enthusiasm of our young people, the 11th Winchester is in a strong position to thrive. 

## SECTIONE Financial Review 

Statement of Accounts: As the charities gross income is fess that £250,000 and the POR does not require accruals accounts, we prepare an annual Receipts and Payments summary, alongside a Statement of Assets and Liabilities and this annual report. The Independent Examiners Report is also attached. 

Reserves Policy: The Group's policy on reserves is to hold sufficient resources to continue the charitable activities of the group should income and fundraising activities fall short. The Trustee Board considers that the group should hold a sum equivalent to 12 months running costs, circa £10,000. 

It was decided in 2021 to increase these reserves by £1,000/year to be used for any structural property repairs that may be required to the Log Cabin. Reserves now stand at circa £14,000. 

Investment Policy: The Group's Income and Expenditure is very small and as a consequence does not have sufficient funds to invest in longer-term investments such as stocks and shares. The Group has therefore adopted a low risk strategy to the investment of its funds. All funds are held in cash using only mainstream banks or building societies or The Scout Association's Short Term Investment Service.

The Trustee Board regularly monitors the levels of bank balances and the interest rates received to ensure the group obtains maximum value and income from its banking arrangements. Occasionally this may involve using an account that requires a period of notice before funds may be withdrawn, before doing so the Trustee Board considers the cash flow requirements.
