The Group's governing documents are th05e of the The Scout Assoclation. They con515t of a Royal Charter, whlch in
turn 8ives authority to the Bye Law5 of the Association and The Policy. Or8ani5ation and Rules of The Scout
Assoclation. The Group 15 a trust established under its rules which are common to all Scouts. The Trustees are
appointed in accordance with the Policy. Or8anisation and Rules of The Scout Association.
The Group 15 managed by the Trustee Board Ipreviously, and until mid-2023, known as the Group Executive
Committee), the members of which are the 'Charity Trustees, of the Scout Group which is an educational charity.
As charity trustees they are responsible for complying with le8is13tion applicable to charities. This includes the
re8iStr3tion, keeping proper accounts and making returns to the Charity Commission as appropriate. The trustee5
also make sure the charity is well managed, risks are assessed and mitigated, buildings and equipment are in good
working order, and everyone follows le8al requirements and Policy. Or8anisation and Rules IPORI. Their support
helps other volunteers run a fantastic pro8ramme that gives young people skills for life
The Trustee Board consists of 2 independent representatives, the Chair and Treasurer and together with the Lead
Volunteers {ex-Group Scout Leader, Deputy Group Scout Leaderl and other trustee5 meets every 3 months.
Members of the Trustee Board complete 'E55ential Information for Executive Committee, training within the first 5
months of joining the Board. This Group to 5UPPOrt the Group Scout Leader in rneeting the responsibilities of the
appointments and is responsible for..

The maintenance of Group property:
The raisin8 of funds and the administration of Group finance;
The insurance of persons, property and equipment.
Group public occasions,.
Assisting in the recruitment of leaders and other adult support.
Appointin8 any sub committees that may be required;
Appointing Group Administrators and Advisors other than those who are elected.
5EcfioN 82: Rlsk and Internal Control
The Trustee Board has identified the major risks to which they believe the Group is exposed, these have been
reviewed and systems have been established to mitigate agalnst them. The main areas of concern that have been
identified are.,
Damage to the bulldln& property and equlpment. The Group would request the use of bulldln8s, property and
equipment from neighbouring or8anlsatlons such as the church, community centre and other Scout Groups.
Slmllar reciprocal arrangements exist with these or8anlsatlons. The Group has sufficient buildings and conlents
insurance in place to mitl8ate a8ain5t permanent loss.
General r15k of COVID-19 Infectlon spread - Rlsk assessments relatin8 to members, leaders and the general public
are carried out before all activities and are approved by distrlct before the activitie5 are undertaken. Guidance on
when scouting activities resumeltake place is provided by the Scouts Framework and Covid-19 restart checklists.
Injuryto leaders, helpers, supporters and members: The Group through the capitation fees contributes to the
Scout Associations natlonal accident insurance policy. Risk Assessments are undertaken before all activities.
Reduced Income from fund ralslng: The Group is primarily reliant upon income from subscriptions, hall hire and
fundraising. The group does hold a reserve to ensure the continuity of activities should there be a major reduction
in income. The Trustee Board could decide to raise the value of 5ubscrlptions to increase the income to the group
on an on80in8 basis, either temporarily or permanently.
Reductlon or loss of leaders.. The group is totally reliant upon volunteers to run and administer the activities of the
group. If there wa5 a reduction in the number of leaders to an unacceptable level in a particular section or the
group as a whole then there would have to be a contraction. consolidation or closure of a section. In the worst
case scenario the complete closure of the Group.
Reductlon or loss of members: The Group provides activities for all young people aged 6 to 18, If there was
reduction in membership in a particular sectlon or the group as whole then there would have to be a contractlon,
consolidatlon or closure of a section, In the worst case scenario the complete closure of the Group.
Improper or uncontrolled expendlture.. The group has in place system5 of internal controls that are desl8ned to
provide rea50nable assurance a8ainst material mismanagement or1055, these include 2 signatories for all
payment5 and a comprehensive insurance policie5 to ensure that insurable risks are covered. There is also a budget
process that is followed and reviewed at each group executive meeting.

provide adventure and challen8e. Squlrrels. Beavers, Cubs, and Scouts have weekly meetin8s and other events,
such as weekend camps and outln8s. Meeting5 are filled with 8ames, ski115, crafts, and other activities. Adult
volunteer Scouters operate the program with the help of parent5 and other volunteers.
The Group meets the Charity Commlssion's public benefit criteria under both the advancement of education and
the advancement of citizenship or community development heading5.
5EcfioN D Achlevement
and erformance
2023124 has been a year of continued growth for the Ilth Winchester Group.
We have a healthy Trustee board of 6 members. We currently have 78 actlve leaders up from 63 last year,
Almost all of these leader5 have joined slnce 2020. This makes us one of the lar8est Groups in the Winchester
District currently serving 132 young people in 2 Beaver colonies. 2 Cub Packs and 2 Scout Troops and of course our
wonderful Squirrel drey which has been 80in8 for over a year now and Is continuing to go from strength to
strength.
We have 32 young people on the 'rebooted" lolnSng list ran8ing from 4 years to 12 years old.
Our policy remains to give priorlty to chlldren where the parents can volunteer and we regularly reach out to
the joinin8 list. Having built up our volunteer leader base we are now looking at opening up our 5ectlQn5 to young
people where the parent5 may not be able to help out 50 readily or to those parent5 who can help with admin,
supporting or trustee roles.
We also host 2 Explorer units. Trident and Excalibur who's 50 plus teena8ers make use of all our facilities.
Although many of our leaders are new to Scouting they have been very active in 8ettin8 UP to Speed on Scoutin8
skills. From one in 2020 we now have 5 Ni8hts Away Permit holders across the section5 which h35 enabled us to
run many camps over the year from the Cub camp on Brownsea Island last July to Beaver camps at Pinsent and

even a Squirrel camp. Sadly our annual hill walking trip for Scouts in Snowdonia at Easter had to be cancelled due
to unusually bad weather.
Having performed as duty group for the District last year we could relax a bit at this year's St. George's day parade
but managed a good turnout especially of Squirrels.
The plans to improve the outside areas around the log cabin with a new sheltered area and some landscaping were
delayed because of planning issues but are now all cleared and about to begin with materials arriving this week.
This means we can meet the terms of the Council Grant that we secured last summer. The planning application
and the Grant application have brought into sharp relief what an amazing asset this building is not lust to the
Scouts but to the wider community.
Plans to recrult some help with some of the admin tasks that come with such a large group have been going well
with Alexa Comb stepping forward to coordinate leader movements and doing DBS checks. We hope to recruit
more people to help with coordinatin8 movement of Children between the sections as well as doing DBS checks
and helping with trainlng.
The planned Natlonal overhaul of the trainln8 and membership system was sadly delayed from April but is planned
to be rolled out P055ibly in the Autumn.
We are very well p051tioned with a youn8 and enthusiastic cohort of volunteer5 who wlll, I feel, benefit greatly
from the changes that are to be implemented in Scouting over the coming year.
Lastly I would like to welcome our new Secretary Phil, but also pay tribute to our retiring Secretary Paul Llttler who
has been outstanding in the role for many year5 and has very kindly continued to help us through this last year

Statement of Accounts.. As the charities gross Income is less that £250,000 and the POR does not require accruals
accounts, we prepare an annual Receipts and Payments Summary, alongside a Statement of Assets and Liabilitie5
and thls annual report. The Independent Examiners Report is also attached.
Reservos Pollcy.. The Group'5 policy on reserves Is to hold Sufficient resources to contlnue the charitable activities
of the 8roup should Income and fundraising actlvitles fall short. The Trustee Board considers that the group should
hold a sum equivalent to 12 months running costs, clrca £IO.I))J.
It was decided In 2021 to increase these reserves by £l,OOO/year to be used for any structural property repalrs
that may be requlred to the Log Cabin, Reserves now stand at circa £13,000,
Investment Policy: The Group's Income and Expenditure is very small and as a consequence does not have
sufficient fund5 to invest in lon8er-term investments such as stocks and Shares. The Group has therefore adopted a
low risk strategy to the investment of its funds. All funds are held in cash using only mainstream banks or buildin8
societie5 or The Scout As50ciation's Short Term Investment service.
The Trustee Board re8ularly monitors the levels of bank balances and the interest rates received to ensure the
group obtains maximum value and income from its banking arrangements. Occasionally this rnay involve using an
account that require5 a period of notice before funds may be withdrawn, before doing so the Group Executive
considers the cash flow requirements.
