THE ADVANCEMENT OF PUBLIC EDUCATION BY THE PROVISION OF A SCHOLAR-SHIP OR SCHOLARSHIPS FOR ANY SUCH YOUNG PERSON OR PERSONS WHO IS OR ARE ATTENDING OR INTENDING TO ATTEND A COURSE OF STUDY AT A SCHOOL, COLLEGE, UNIVERSITY OR OTHER EDUCATIONL ESTABLISHMENT OR IS SERVING OR INTENDING TO SERVE AN APPRENTICESHIP.
