SECTION B - STRUCTURE, GOVERNANCE AND MANAGEMENT

Governing document. The association is governed by its constitution; at our 2021 AGM on 24[th] May 2021, we agreed two small amendments so this is the date of our current constitution.

How the charity is constituted. The charity is an unincorporated organisation.

Organisational Management. The Trustees of the association are responsible for its management and control; they meet at least twice a year. Trustees are elected and re-elected at an AGM. All adults residing in the Parish of Dallinghoo on the preceding 1[st] March are eligible; the Electoral Roll is taken as conclusive evidence of this . There must be at least eight trustees.

SECTION C - OBJECTIVES AND ACTIVITIES

Object: To repair, preserve and maintain the fabric of Saint Mary's Church, Dallinghoo for the benefit of the public.

Charitable Activities: When planning the activities of the association, the Trustees bear in mind the Charity Commission’s guidance on public benefit. In attempting to achieve its charitable objects, the association undertakes a wide range of activities.

SECTION D - ACHIEVEMENTS & PERFORMANCE

Summary of the main achievements of the charity during the year

As our experience with the nave guttering had shown, both we and the PCC would have to raise much more money than initially thought. After review and a reduction in the repair work we could afford, we went out to tender; the best quote was £106,000 from Bakers of Danbury.

Covid restrictions meant out fund-raising programme had to stop. After trying every grant-making trust we could find, we were still some £20,000 short of the £106,000 we needed for the full repair programme. In addition, the porch roof had been declared unsafe. By omitting internal decorations, crack repairs and woodworm treatment, valued at some £19,000, we were able to proceed. Work began on 23[rd] November.

We thought we might have some difficulty funding VAT payments – these have to be paid but can be quickly reclaimed after payment. In the event, the phasing of payments meant there was no problem.

On Saturday, 24[th] October we held a ‘joint task force day’ (PCC and DCRF) to tidy the church and churchyard.

A further round of appeals to donor trusts was surprisingly successful.

A new ‘Dallinghoo Charity Bake Club’ was successfully tried in December and repeated for St Valentine’s Day; several non-Committee people assisted. We also ran a successful ‘car boot’ sale of unwanted items.

Our most successful fund-raiser in the year turned out to be our Plant & Cake Sale outside the Village Hall.

The work repairing the exterior of the church, and a few interior items, is due to complete, finally, on 24[th] May.

Gift Aid - tax refunds: Our HMRC Gift Aid number is ZD06402.

Reserves policy: We consider we should maintain a contingency fund large enough to allow us to undertake urgent fabric repairs when these are needed, without having to first to raise funds. The Quinquennial Inspection identifies the work to be done over the following five years. We should hold enough to cover repairs during that 5-year period, plus any ad hoc repairs that might arise between inspections. Our historical analysis suggests that maintenance costs about £4k a year; so the overall St Mary’s reserve policy is to hold £20k, split between our fund and that of the PCC. We should hold £10k in reserve.
