THE PURCHASE OF INSTRUMENTS OR EQUIPMENT FOR THE GENERAL OR INDIVIDUAL USE OF YOUNG ARTISTS WHO HOME IS IN THE AREA OF BENEFIT INCLUDING PROVISIONS FOR LEASE OF PURCHASE OF SUCH INSTRUMENTS OR EQUIPMENT.
