Objectives

As set out in the Deed of Trust (sealed 19[th] September 1989 with amendments January 2014 and January 2016) the Object of the Charity is the provision and maintenance of a village hall for the use of the inhabitants of the Parish of Rampton including use for meetings, lectures and classes and for other forms of recreation and leisure time activities, with the object of improving the conditions of life for the said inhabitants .

Governance

Custodian Trustee

Rampton Parish Council is the Custodian Trustee of the Charity.

Trustee Appointment

All members of the Management Committee are Trustees of the Charity. These may be:

Village Organisations:

One Representative Member (Trustee) can be appointed by a properly constituted organisation based within Rampton and open to village residents. Representative membership of the Management Committee to be reviewed and approved at the Annual General meeting by the Management Committee.

Elected:

Elected Trustees (up to 10) are appointed at the AGM.

Co-opted:

The Committee may appoint as they think fit no more than three co-opted Trustees during the year. Co-opted members may then stand for election at the AGM.

Trustees have had regard to the guidance issued by the Charity Commission on public benefit.

Activities

2025 has been another busy and successful year for the Village Hall, which continues as a major asset for the village. The work of the Committee includes the maintenance and day to day running of the Hall. During the last year we have welcomed a rep from the Rampton Tea Club as a Trustee; however the Committee continues to seek new Trustees. We are also currently seeking a permanent Lettings Manager; at present the Chair fulfils that role.

The Village Hall has continued to work together with other village organisations, most notably the Rampton ’77 Committee, Sustainable Rampton and the Rampton Fairies, to contribute to several events. This collaboration between the various village groups remains very positive.

The FIT money (from the solar panels) and the VH Lottery continues to help maintain income, however the Hall remains self-sufficient from hiring, being in use most days of the week.

A major concern this year has been the significant worsening of cracking in the walls of the northwest corner of the hall due to ground shrinkage as a result of increasingly dry summers. After surveys of several different types our insurers have accepted this as a subsidence claim and are working on plans to mediate the damage. We know already that it will include work to repair and in part relay drains on the west side, and the removal of the large beech tree on the northwest corner. We are yet to know whether we will need to close the hall at any time for this work, but will avoid that if at all possible.

Finance

Treasurer’s Report

The 2025 books of account and supporting vouchers have been reviewed by the independent examiner who confirms that the statement of income and expenditure and financial position has been prepared in accordance with the record (account and statement in Appendix 1).

Hall bookings are looking healthy, although that income is a little down from last year. The FIT payments and village lottery continue to supplement our income on top of hiring out the hall. The Hall's main regular expenditure is insurance, electricity and cleaning/maintenance.

Thanks to grants from SCDC and Allia we had battery storage fitted in May 2025 which showed benefits over the summer months and from November 2025 we switched to Octopus energy in order to get a cheaper overnight tariff to charge the batteries. We are also continuing to replace any remaining non-LED bulbs with LED ones in the hall, in order to further improve our energy rating and carbon footprint.

The claim for subsidence is ongoing, and will involve some drainage work as well as the upcoming removal of the large Beech tree. Once that work has been done, the situation will be assessed to see if any further work is required.
