Annual Report of All Saints’, Campton Parochial Church Council for year ended 31st December 2022.

Aims and Purpose

All Saints’ Parochial Church Council (PCC) has the responsibility of co-operating with the incumbent, the Reverend Veronica Goodman (Roni), in promoting in the ecclesiastical parish, the whole mission of the Church, pastoral, evangelistic, social and ecumenical. The PCC also has the maintenance responsibilities for the Church of All Saints’, Rectory Road, Campton. The Church of All Saints’ owns the Village Hall which is rented to a Management Team who hold the responsibility for the maintenance and management of the building.

Administrative Information

All Saints’ Church is situated at the crossroads in the centre of the village. It is part of the Diocese of St. Albans within the Church of England. The correspondence address for the PCC is; The Secretary, c/o 115 Ampthill Road, Shefford, SG17 5BH.

The Parochial Church Council (PCC) is a charity excepted from registration with the Charity Commission. The PCC members who have served at any time from1st January 2022 until the 31[st] December 2022 were:

Structures, Governance and Management

The PCC is a corporate body established by the Church of England. The PCC operates under the Parochial Church Council Powers Measure. The method of appointment of PCC members is set out in the Church representation Rules. All Church attendees are encouraged to register on the Electoral Roll and stand for election to the PCC. The PCC members are responsible for making decisions on all matters of general concern and importance to the parish including how the funds of the PCC are to be spent.

The PCC has complied, to the best of its knowledge, with the duty under Section 5 of the Safeguarding and Clergy Discipline Measure 2016 (duty to have regard to House of Bishops’ guidance) on safeguarding children and vulnerable adults. All Saint’s is registered as a dementia friendly church. We have made progress in ensuring that Safeguarding training is taking place.

The PCC met 5 times during the year with an average attendance of 75%. The APCM was held in the Church on April 15[th] May 2022. Only one Churchwarden was appointed and no candidates came forward for the post of Secretary.

Objectives and Activities

The PCC is committed to enabling the Church to stand as the centre of worship in the parish and encourages members of the village community to attend services and activities held in the church which offers a warm, welcoming environment to all. Services in Church continued albeit with all Covid restrictions still in place.

2022 has been a time of consolidation of our new Benefice and it has been good to observe the progress which has been made in the acceptance and warmth shown towards the changes.

Achievements and performance

Worship and Prayer

All are welcome to attend our regular Services. There are 34 parishioners on the Church Electoral Roll.

The normal service pattern was resumed from September 2021 which is Holy Communion on 1[st] and 3[rd] Sundays conducted by the Rector and Morning Praise Services on 2[nd] and 4[th] Sundays led by the Reader, Audrey Brand or Deborah Maggs, Lay Leader of Worship. We are also fortunate to have Revd. Christopher Strong, PTO who shares some of the Communion Services. Covid restrictions meant that we continued to serve communion in one kind in the pews.

We have celebrated 3 weddings, 1 baptism and 3 funerals in church.

Easter Services were held in Church. A trial venture of ‘Pancakes and Coffee’, with the option of ‘ashing’ was held on the Tuesday 1[st] March and a Meditation with Prayer Stations on the Monday of Holy Week. Other Services were available in the Benefice.

Our good relationship with Campton Lower School continues although we can no longer hold assemblies in person. The school held their Harvest and Nativity services in the church with restricted numbers, although due to snow the Nativity was moved back to the school at the last moment.

We celebrated the Queen’s Diamond Jubilee with a church exhibition; a picnic (in Church due to the weather and a Variety Show in the evening.

The death of Queen Elizabeth 11 was marked by the tolling of the bell on 8[th] September and the Church was open and staffed for the next week so that people could light candles and pray.

On November 13[th] a full Remembrance Service was held in the presence of a deputy Lord Lieutenant and with military personnel and their families from MOD Base within our parish.

We are also fortunate to have an excellent group of Bell-Ringers under the captaincy of John Loveless. John with his wife Linda also have a group of young people learning the skill of bell-ringing, these groups have been extremely successful and it is a joy to have them within the church family.

We were delighted to be able to resume our Christmas Eve Carol Service in church with an excellent attendance, although not yet at pre Covid levels of 150 plus. The annual Advent Festival which we share with the parish community also went ahead and we are grateful to all who organized it and took part.

Finally, thanks are due to all of those who volunteer for so many jobs during the year to keep the Church and Churchyard in good order with cleaning and maintenance. The dedicated churchyard working party has also continued to work hard. We are also fortunate to have some very talented flower arrangers, who beautify the church on Sundays and on special occasions throughout the year.

The church's trustees consider that an audit is not required for this year under section 144{2) of the Charities Act 2011 {the 2011 Act)) and that an independent examination is needed. It is my responsibility to: examine the accounts under section 145 of the 2011 Art); to follow the procedures laid down in the General Directiors given by the Charity Commission (under section 145{5){bl of the 2011 Act): and to state whether particular matters have come to rny attention. Basls of Independent examinerfs report My examination was carried out in accordance with the general Directions gr4en by the Charity Commission. An examination include5 a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items ordis¢losures in the accounts, and seeking explanations from you as trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit and consequently no opinion is given as to whetherthe accounts present a 'true and fairVie￿ and the report is limited to those matters set out in the statement below.
