The Trustccs present their Amiual Report and the unaudtted Financial Ststements of the Charitable
Trusi for the year ended 15th March 2025.
Constitulion
The Trnst was established by a Charitable Trust Deed dated 31 July 1988 and is administered by its
Trust¢es.
The cuTht Trustees. all of whom served throughout the ycar. are shown on pase I together with other
administrative informalion. In accordance with the Charitable Trust Ded, the power of appointing or
removing a Trnslee lies with a majority for the time being of the Tn￿te¢s.
The Hartley Charitsble Trnst is a regist¢r¢d charity, numlKr 8(K)968.
Charitfdble objectives 4Dd pubU¢ benefit
Undcr the provisions of the Chantable Trust Deed, the Trustees are directed that the in¢ome and capital
of the Trust are to be applied to make donations for such charilable purposcs or to such ¢harilabl¢
institutions as the Trnstees in their absolutc discretion may think fil. The Trustees confinn that in
canying out such directions they give due consideTation to the Charity Commission's published
guidance on the Public Benefit requirement under the Charities Act 2011.
Revlew of activities
The Siatement of Financial Activities for the year 1$ detailed on page 6 of the financial statements.
The defi¢il of income over expenditure for the year of £8,035 has d¢crus¢d by £5,376 in comparison
with ihe pr¢vious year, with the investmenl incom¢ increasing by £4,733. Grdnts to charitable
institutions were reduced by £2,(N)O, whilsl thetr was an Increa￿ in administration expenses of £1.357.
Th¢ TNstees exercised their power of invcstment to continue th¢ restructuring of their investment
portfolio with thc disposal of inv¢stments having an opening book value of £664,250 and a gain on
disposal amounting to £44,135. The proceeds r¢alised on sale of £708,385 were applied in the purchase
of investmenls al a book cost of £677,880.
Plans for the future and reseryes policy
The Trusl¢¢s intend lo continue lo make grdnts to charitable institutions at a sustainable level and have a
policy of maintaining reserves at a level sufyicient for the purtK>SC.
Si8dtement of Trustees, responsibilKties
The Trustees arc responsible for preparing the Trnstees. Re￿rt and the financial statements in
a¢cordancc with the Charitsble Trust Deed. the Charities Act 2011 and the Charities SORP (FRS 102).
The finattcial statements have been prepared on the accruals basis and where the accruals basis is use
the law applicable to charities in England & Wales requires Trustees to prepare fu￿nCIal statcments for
each financial year whicll give a tN¢ and fair vÉew of thc stalc of affairs of the Charity and of its incomc

Respective re$poDsibilities of tbe Trnstees and the Examiner
The Charity's Trusl¢es are rcsponsible for the preparation of the Financtal Statements in accordance with
the Charities Act 2011 (,￿e Act")- The Charity's Trustees consider that an audit is not required for this
year under Section 14412) of the Act and that an independent examination is needed.

My examination was carried oul in accordance with general directions given by the Charities
Commission. An examination includes a review of th¢ a￿oUntIng recoTd5 kept by the charity and a
comparison of th¢ a¢¢ounts presented with those records. It also in¢lud¢s wnsideration of any unusual
items or disclosures in th¢ fmattcial ststements and seeking explanations from the Trustees concerning
any such matters. The procedures undertaken do not provide all the evidence that would b¢ required in
audit and consequently no opinion is given as to whether the financial statement8 present a 'lrn¢ and fair
view, and the report is limited to those matters set out in the stat¢m¢nt below.
Independent Examlller's Statement
In connection with my examination. no matter has come to my attention to indicate that..
accounting records have not becn kept in accordance with Section 130 of the Act.

ACCOUNTING POLICIES
The Trustees have adopted the following principal accounting polici¢$ which fom] an integral part of the
financial statements:
Basis of preparation
The fllwicial statements have been prepared under the historical cost convention, as modified by th¢
revaluation of invcstments at market value al the balance sheet date.
The financial statements have been prepared in accordance with the provisions of Statement of
Recommended Praclice: A￿ounting and Reporting by Charities preparing their accounts in accordan
with the Financial Reporting Stsndard applicablc in thc UK and the Republic of Ireland (FRS 102)
(second edilion - October 2019) ('£harities SORP (FRS 102)") and with Ftnancial Reporting Standard
102 'Yh¢ Financial Reporting Siandard applicable in the UK and Republic of Ireland" (FRS 102).
The Charity constitutes a public benefit entity as defined by FRS 102.
Fund accounting
Unrestricted funds are available for use at the discretion of the Trustees in furtherance of the genernl
objectives of the Charity.
Income recognitlo
All income, including investment income, is included in the statement of f￿￿￿la1 adivitics wh¢n thc
¢}￿ltY As entitled to the income. the ￿¢1pt of the incomc is considered probabl¢ and the amount can be
quanlifi¢d with rcasonable accuracy.
For legacies, entitlement is takcn as the earlier of the date on whtch the estate is finalised or when a
distribution is receiv¢d from the eslate.
Expenditure
Expenditure is recognised by the charity on the accruals basis I￿luSive of any VAT which cannot be
recovered or when there is a Icgal and constructive obligation to a third parly and the amount of the
liability can be measured reliably. ChaTitable expenditure represents costs Incu￿ed in the delivery of
Jwitable activities.
Flxed asset Investments
Investments are stated at fair value. In thc case of investments traded on a reeognised stock exchange.
fair value is (ktennined by r¢f¢rence to quoted bid prices.
Changes in the valuation of investments are retlected in the nK)vem¢nt in funds in the statement of
financial activities.
