THE PROVISION OF FACILITIES FOR PHYSICAL RECREATION IN KENSINGTON AND CHELSEA AND THE NEIGHBOURHOOD IN ANY PART OF THE UNITED KINGDOM FOR BOYS AND GIRLS WHO ARE UNDER THE AGE OF 21 YEARS WHO BY REASON OF THEIR YOUTH OR SCHOOL AND ECONOMIC CIRCUMSTANCES HAVE NEED OF SUCH FACILITIES.
