**W C A WIRRAL CHINESE ASSOCIATION Chair’s Report 2021 to 2022** 

Wirral Chinese Association (WCA) has been serving the Chinese community as a registered charity since 1988. What a privilege and honour we have! 

The Covid 19 pandemic has brought a hugely negative impact to our community and the world. However, sustaining the passion and legacy of WCA, as a charity, we worked very hard supporting our community - especially the elderly and vulnerable families suffering loneliness and isolation. We successfully reopened our Luncheon Club (and other activities) for the elderly as soon as the lockdown was eased in 2021. In addition to providing hot and delicious meals in a comfortable environment for them to meet friends, we have been holding talks regarding health and arranged for demonstrations of chair-based exercises to help their social, physical, and mental health wellbeing. 

For our WCA Chinese School we organised a greeting card competition for Christmas and the Chinese New Year (Year of the Tiger) in December 2021 and February 2022 respectively.  The special cards designed by the children were delivered to the elderly in our community.  We also included other minority groups in Wirral.  Essentially our school children were delivering a very important message to the community after such a long period of isolation – WCA cares and we are here to help and support them. 

Since the British National Overseas (BN(O)) Special Visas have been issued in January 2021, our charity has now faced another new challenge.  Over 300 (still rising) families with BN(O) status have moved from Hong Kong to the Wirral since early 2021. It is a substantial increase of membership in our Chinese community.  Our charity has been supporting the families in settling down in a “new” country e.g. providing tailor made English language classes and access to the main-stream services of Liverpool City Region. 

Moreover, we note that most BN(O) families with young children and aged parents have started to encounter some financial stress. We will continue to support them with our peer support group sharing their concerns and problems about jobs and finances in order to promote their mental wellbeing. 

Finally, I would like to take this opportunity in thanking our committee members and the supporters. A special thanks to Lottery and Wirral Borough Council. They kindly supported our projects supporting elderly and vulnerable groups during (and after) pandemic. 

We look forward to continuing our good work supporting our community in the Wirral and the Liverpool City Region in the coming years.

## **Independent Examiner's Report to the Trustees of Wirral Chinese Association** 

I report on the accounts of the Trust for the year ended 31 March 2022, which are set out on pages 6 to 12. 

## **Respective responsibilities of trustees and examiner** 

The trustees are responsible for the preparation of the accounts. The trustees consider that an audit is not required for this year under section 144(2) of the Charities Act 2011 (the 2011 Act) and that an independent examination is needed. 

It is my responsibility to: 

- examine the accounts under section 145 of the 2011 Act; 

- follow the procedures laid down in the General Directions given by the Charity Commission under section 145 (5) (b) of the 2011 Act; and 

- state whether particular matters have come to my attention. 

## **Basis of independent examiner's report** 

My examination was carried out in accordance with the General Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from you as trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit and consequently no opinion is given as to whether the accounts present a 'true and fair view' and the report is limited to those matters set out in the statement below. 

## **Independent examiner's statement** 

In connection with my examination, no matter has come to my attention: 

- (1) which gives me reasonable cause to believe that in any material respect the requirements: 

   - to keep accounting records in accordance with section 130 of the Act; and 

   - to prepare accounts which accord with the accounting records and comply with the accounting requirements of the 2011 Act have not been met; or 

- (2) to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.

## **1 Accounting policies** 

## **Basis of preparation** 

The financial statements have been prepared under the historical cost convention and in accordance with the Statement of Recommended Practice 'Accounting and Reporting by Charities (SORP (FRS102))', issued in January 2019, applicable accounting standards and the Charities Act 2011. 

## **Fund accounting policy** 

Unrestricted income funds are general funds that are available for use at the trustees' discretion in furtherance of the objectives of the charity. 

Restricted funds are those donated for use in a particular area or for specific purposes, the use of which is restricted to that area or purpose. 

Further details of each fund are disclosed in note 11. 

## **Incoming resources** 

Income derived from events is recognised as earned (that is, as the related goods or services are provided). 

## **Resources expended** 

Liabilities are recognised as soon as there is a legal or constructive obligation committing the charity to the expenditure. All expenditure is accounted for on an accruals basis and has been classified under headings that aggregate all costs related to the category. 

Costs of generating funds comprise the costs associated with attracting voluntary income and the costs of trading for fundraising purposes. 

## **Fixed assets** 

Individual fixed assets costing £1,000 or more are initially recorded at cost. 

## **Depreciation** 

Depreciation is provided on tangible fixed assets so as to write off the cost or valuation, less any estimated residual value, over their expected useful economic life as follows:

## **Operating leases** 

Rentals payable under operating leases are charged in the statement of financial activities on a straight-line basis over the lease term.
