Minutes of the AGM held on 21[ST ] June 2021

Opening Prayers

David Leonard, Deputy Chair, read the opening prayer. At this time we held in our thoughts Mike Higlett & Julia Mosley who are currently unwell.

Welcome

David welcomed everyone to the AGM zoom meeting.

Minutes of the last AGM held on 14[th] September 2020 were circulated prior to the meeting. These were approved as a true record.

Annual Reports for 2020

Reports were received from Margaret Johnson & Ian Varnes (previous Team DC), Campsite Report from Bryan Wilson and Leader Training Report from Pat Roberts. This report was circulated just prior to the meeting

Accounts and Appointment of Auditors

Accounts for year ending 31[st] March 2021 had been circulated just prior to the AGM. Caroline Wood, Treasurer, reported an increase in monetary assets of £88401.59 for the year to 31[st] March 2021. This total included Capitation (that went out soon after in April). Caroline wished to offer her thanks to groups that made prompt capitation payment this year. There was very little movement in our Assets and Liabilities between the two financial years of 2019/20 and 2020/21. Land and Buildings figure remains the same as last financial year. Donations received included Covid 19 Business Grants claimed for Thornthwaite and Omega Street.

Caroline offered her thanks to Jill who has successfully kept the Scout shop running which subsequently generated income.

The main expenses this year have been premises costs including insurance, rates and utility bills

Overall receipts for 2020/21 were £26265.86

Budget was not set last year due to Covid and instead it was agreed to record the income and expenditure. Thanks to Tim Jones for auditing the accounts.

The accounts were approved at the AGM along with the approval of Tim Jones to remain as auditor for the coming year.

Approval of DC’s nomination of Chair

Mark Edwards nominated Jean Laight as our new District Chairperson, this was approved.

Election of District nominee for County Scout Council

Helen Westmancoat volunteered and was duly elected

Address from the Mayor of Harrogate

The Mayor, Councillor Trevor Chapman gave a short address to the meeting. He informed us that he and his wife hold a long term interest in the scouting and guiding movement albeit

not in our District but in Northamptonshire, involving a scouting guard of honour on their wedding day!

On a more serious note Councillor Chapman praised all involved in scouting throughout the pandemic, in particular the effort undertaken to ensure scouting continued to be available. He stressed that scouting was invaluable to the health care of the young people within the district and our efforts are to be commended. He was enthusiastic about seeing Thornthwaite being used and was appreciative that local groups were functioning well under present restrictions.

Councillor Chapman ended his address wishing the district all the best for the future.

David thanked Councillor Chapman for his kind words.

County Commissioner talk

Mark effectively wore ‘two hats’ for the meeting….firstly as Acting District Commissioner then as County Commissioner!

Mark ADC began by saying thank you to all in the district for keeping HANDS going. There were a few issues coming out of the pandemic with some leaders lost but on a more positive note there were others interested in filling the vacant roles. Another positive was that GSL’s have done brilliantly in getting teams up and running via zoom and their communcation was excellent.

Mark thanked David Leonard as Deputy Chair for the amazing work he has done in keeping things ticking over. Thanks were also given to Caroline our treasurer and Wendy our secretary and to Ian Varnes and Margaret Johnson as Team DC for the previous two years help in developing the district.

Mark CC commented that the main focus was to carry on building the network. To keep up with training, this will be a priority within the Scout Association. HANDS safeguarding compliance is very high and there is also a 1[st] Aid Training program now in place.

Wood beads – Leaders will be required to get their training up to date by this September.

No district events have been planned as yet, priority is to get back to face to face scouting.

Larger scale County events – Looking at 2022 as a possibility

Mark gave thanks to Hannah for her sterling work as Youth Commissioner over the last 4/5 years. Joe Sarmiento will now take the role as District Youth Commissioner with Dan Young being Deputy Youth Commssioner.

Update was provided on the launch of Squirrels into the scouting movement. This is for young people aged 4-6 years old and will launch in the Autumn term. There are a couple of groups expressing an interest.

Mark ended his talk with a thank you to the Mayor for attending our AGM
