Anheddau is a Registered Charity and a Company Limited by Guarantee and is govemed by its Memorandum
and Articles of Association (hereafter referred to as Ihe d￿ri￿).
Any adult can apply to become a Trnslee. Thera is an application pack available which is C4Jmpleled by
applicants who are then interviewed by not less Ihan tsvo of the e￿511ng Trustees. The induction process is
carried out with Ihe existing Trustees. Trustees are encouraged to undertake relevant training such as that
offered by the Wales Council for Voluntary Adion.
The day lo day managernent of the Organisation is delegated by the Trustees to the Chief Executive.
Management. Duties are then carried out as appropriate by the other managers within Anheddau. (see
organisation chart below)-
The Chief Executive, Head of Corproale Services and Head of Services meet with the Chair of the Trustee
Board as the Executive Board. This group meet$ at least six times per year in addition lo the other Full
Trustee 808rd meetings. Al the Executtve Group meetings the Executive Managers report lo the Chair and
matters not requiring full Board approval are addressed. A report from this group is made by the Chief
Exec#Jlive and the Chair to the full Board. The Board make the final deasions and ratify Ihe polioes by which
Ihe ¢Nganisation is bound.
The fvll Trustee Board meets quarterly in addition to the Annual General Meeling.
The Board has undertaken a full assessment of the risks to whith Anheddau may be subject such as loss of
income. health and safety issues and changes in legislation. A risk management strategy is in place whieh
identifies the risk5 and sets out methcils and pr[￿edureS by which they may be minimised and dealt with
should they arise.

Anheddau provides support to adults funded by the local councils in the areag it operates bwlhin North Wales.
The servlces pmwded are within a structure which is a progresyvg m(yJel of supporting individuals to achieve
their maximum potential and independence Ihr¢JJgh using person centered. active and outcome focused
approaches. This is translated into the supportive management interventions, such as Workfor￿ development
and Health and Safety. Such inteNentions are hdentified and delemiined from the care plan of the supported
indNiduals.
Anheddau is self sufficient in teThns of its Training. Acuedited Vocational Qualifications. Health and Safety, and
Behavioural Support Planning. wth in house keypersonnel who are 0￿upatiOnallY competent in their specialist
area as well as being experienced social care professionals. These interventions are therefore embedded in
the planning of service ¢Jelivery rather than an ad hoc blanket approach ensuring an inlegraled approach to
the management of services.

Additionally, following the pinciple5 of the Social Services and Well Being Act. greater emphasis is placed on
user involvement from the onset of any services or support bèing delivered. From the Organisation's
perspective. once an individual is receiving supporL the focus is on them and the staff team tsilor their support
needs via person centered planning and outcome fcKused suP￿L This. over the years has proven to be very
successful and we look forward to reporting outcomes a5 we digitise our paper4ia5ed systems in seNice
delivery.
There has been minimum disruption lo service delivery throughout the ongoing pandemic. We have continued
to maintain safe working practices and provide the support required y￿th little interruption. This is lo the credit
and due lo the efforts of all our employees who have contributed tirelessly to ensuring continuity of service
regardless of whether they are at the point of Service delivery or administrative and rnanagement functions of

The primary objective for Anheddau forthe immediate future is to ensure ourwork continues to meet our alms,
and that deasions are made in the interests of the individuals we support. To enhance this fvrther we are
digilalising our services to monitor service delNery outc(4nes and irrfomi serrfice developmenL
We continue to develop and expand in a financially challenging dimale. whilst maintaining the high quality of
service lo e￿$ting and new individuals in a person-centred and OUt￿m&fOcUSed way.
Anheddau could be subject to contract re-tendering in all areas. This could result in significant growth or loss
of contracts. Each lender opportunity and their potential implication is considered as they arise. Anheddau's
aim is lo maintain continuity of seThice for the supported individuals Mthilst ensuring the sustainability of
rinanoal and people resourcin9.
We will continue to respond and contribute lo development in Social Care. monitoring and responding to
legi51alive, commissioning and regulatory thanges.

In meeting the objects of the chafilable company Ihe Trustees have ¢x)nsidered the Charity Commission
guidance on public benefit and are satisfied that the activtties undertaken during the year have provided
significant benefit to the section of the genef81 public. being as desciibed in the Guidance of being in need
due to ill-heallh. disabilty. age or other disadvantage. See Achievements and perforynance. b81ow for more
detail.
Flnan¢lal Review
During the yearthe charity has achieved a surplus of £236.116. Unrestricted reserves nowstand at £1,997,202
(General fund balance) after segregating funds relating to future projects of £50.000. unrestricted fixed assets
of £61.957, and restricted fixed assets of £72.500. The detsiled resulls and closing balances are shown on
the Statement of Finanaal Activities and Balan￿ Sheet respectively.
Policy on Reserves
In accordance wlh Charity Commission requirements. all charities should set a reserves target to help
ensure sustainability. having assessed the risks faciThJ the Charity (see risk management section. below).

Investment poliGy
The Trustees have a policy of depositing cash held in loThJer4erm accounts wthere a higher rate of interest can
be achieved, whilst ensuring a segregation of assets behveen various banks to prolect funds under the
Financial Services Compensation Scheme IFSCSI and ensuring cash is readily available for short-lerm
requirements, wthoul the need lo incur any operational finanang cosls.
A sum of £5.000 is also transferred onto deposit each month unless there is an agreed written dispensatton
from the Treasurer having corb5ulted with one or more members of the Council of Management.
The Trustees believe that the Charity has adequate resources io continue in operational existence for the
forseeable future. For Ihls reason. they contimie to adopt the going &)ncem basis in productn9 these accounts.

Employment Policy
The Charitys policy is to promole equalty of OPFX)rtunty to all in employment and the selection process

dass. Anheddau oppose all forms of unlawful and unfair discriminalion.
All employees arKI volunteers ￿11 ￿ treated fairly and equally. Selection for employment, promotion, training
and any other benefits will be on the basis of aptitude and abilty- All employees will be helped and

Remuneration Policy
11 is a ststed aim ofAnheddau to: 'exercise fair and consistenl employment prad[￿.. This aim sits alongside
the other aims of the Charity and is of equal importane*.
The Truslees eonslder the Board of Trustees. the Chief Execulive and the Heads of Semce and Corporate
Service as ￿mprising the key management personnel of the charity in charge of directing and controlling the
charity and running and operating the charity on a day lo day basi8. Trustees gNe of theii time freely and no
Tnjslee Temuneralion was paid in the year. Delails of Trustee expenses and related third paty transactions
are disdosed in rK)te 2 to the accounts.
Trustees are required to disclose all relevant interests arKI register thern with the Chief Executive in
a¢ts)rdarsce with tho thariWs p)licy and withdraw from deasions where a conflict of interest arises.
Remuneration is one part ofthe relationshp belween employer and employee.
Penslon payments by both employee and employer are determined by statute and are paid accordingly.
The remuneration of support woTkws is currenuy set by the National Minimum Wage legislation. It is not the
view of the Trustees that this represents adequate rernuner8tion for the vA)Tk undertaken and the Trustees
are commilled to pawng a fair wage for the posl once sufficient income can be sustainabty achieved. Since
the year end Svpport Worker wages are based on the voluntary Real LNing Wage rate, which has been
further lopped up lo a rate of al least £10 per hour in order to reflect the increased cost of INing experienced
this year.
The Anheddau payscale represents six levels from Supportworker to CEO. The levels above supportworker
have been severely compressed since 2013 due to the impael of legislation. The Trnslees are addressing
this compression and increasing more senior rates gradually as fjnanGes ￿lOw.
The pay scale showing all levels is available to all staff.
Anheddau has a Joinl Bargaining A4reementvith UNISON aThJ encourages membership amongst staff. The
ExeculNe Board meet quarterly with UNISON.
The level of pay and lemis and conditions currently available to all employees represents a challenge to the
charity in temis of meetin9 its objectives as the recruilmenl and retention of slaff is undermined by olher
opportunities existing in a tight labouf market. The Exe￿j11ve Management Team are proactively engaging
with the Commissioners of service to address this issue.

Anheddau are signed up to the Welsh Govemmenl Code of Ethical Empk)yment in Supply chains.
The code is designed to ensure that Worke￿ in public sector suppty chains are em￿oyed ethically and in
compliance with both the letter and spirit of UK. EU and inlemalional laws.
In recognition of Ihe responsibility thal it shares wlh all its suppliers. associated contraclors or any other third
parties engaged in the supply chain to operaie ethI￿lly. An Ethical Employment Group is estsblished with
commitment from the Tnjslees with the adoption ofthe Ethical EmployThent Policy in December 2020. Modem
Slavery has been identified as a key risk on the organisalic¥)al risk register.
Anheddau is committed lo ensuring that there is rK) modem slavery or human trafficking in our suppty chain or
in any part of our business. We have a range of polieies. including anti bribery. whistleblowing. disciplinary
procedures and diversity which rellecl our commitmenl lo acting ethically and wilh integrity in all our business
relationships.
Anheddau was required lo repori under the EqualityAct 2010 (Gender Pay Gap Information) Regulations 2017.
On the snapshot date Anheddau was legalty required to publish speafied inf0m￿tion relating io their gender
pay gap.
In summary. at Anheddau. wornen earn £1 for every £1 ihat men eam when comparing medi8n houdy pay.
Their median hourty pay is 0% lower than men's.
The report was calculated in accordance with Ihe Regulations and is legalty Compliant.

provide the care needed wilh litue interruption. There have been no major health issues arising for supported
individuals or staff. which we are glad lo see. Due lo our advanced and secure ICT funcb"on. with doud-based
systems. administrative staff were ea&ly able to transfer lo working at home or other suitable locations wthoLrt
disnjption. Hybrid workirrfJ arrangements are now well embedded and effectiVO.

The key risks surround tho availabilrty of svitaLqy trained staff and ensuring that Safeguarding and the reporiing
procedures which surround it are embedded in everyday practice.
The concept of safeguarding is imF4ementing measures (rKotoccAs. risk assessments, MDT) to ty and prevent
abuse and ensure the safety and wellbeing ol the Indi￿dual. The wncepl of protection is accessing inlemal and

increased legislative requirements and the dwindling resources available from Commissioners to PrOv￿￿e services

Board which reviews the finanoal viability of all seNces quarterly. This Group comprises the Treasurer. CEO,

Golng concern
The Accounts are prepared on a going concem basis. which the Trustees consider to be appropriate having
considered the foreseeable fulure. The Chariltable Company hoTds reserve5 which are sufficiently in line wth
it's reserves policy.
Fundraising
Less than 1 % of Anheddau's income is generated by fundraising. This is entirely fxmfined lo grant base¢J
donations. Anhedd8u undertakes public fundraising and there have been no complaints received
regarding its fundraising aclmties. Anhedd8u does not engage the services of fundraising consuliants.

responsible for preparing the Annual Report and the Financial sL￿ements In accordance with applicabl8 law
and United Kingdom Accounting Standards {UK GA4P).
Company law requires the Trustees to prepare financtal slatements for each financsal year which give a tfue
and fair view of the slate of affairs of the charitable company and of the incoming resources and application of

The accounts have been prepared under the historical cost convention (as modified by tho
revaluation of certain fixed assets). Financial Reporting Standard IFRS) 102. the "SORP 2015. for
charities (FRS102 version). and Companies Act 2006.
Preparatlon of consolldated financlal statements
The financi81 statements contain inforrnalion about Anheddau Cyf as an indNidual company and do
not contain consolidaled finanaal information as the parent of a group. The company is exempl
under Seciion 399(2A) of the Companies Act 2(K6 and Sub-seclion 24.13A of the Charities SORP
(Charities Statement of Rec4)mmended Pradt*) 2015 from the requirements lo prepare
consolidated financial slalements.

The Charity operates a defined c4)ntribution group slakeholder pension scheme under Auto
Enrolmenl where the cnntribubon rate is a fLxed percentage of qualfying pay. The Charity also
continues to contribute lo certain staffs private pension schemes. The total contributions payable

The view of the TnJstees is that Anheddau needs sufficient general fvnds I reserves lo cover the Ch8riVs
acbvities for a period oflhree to six months. and suffioenl liquid reserves (i.e. cash. bank balances or other
assets dose lo cash such as deposiis> to cover th8 payroll and other costs for a period ol four months. At
the year end. approximately 2.7 months, liquid reserves are available. and 3.3 months. worth of general
funds.
Restrfcted Funds
The land and buildings (und represents monies receNed to purchase specific fixed assets. released over
the terms of the restridions. A transfer is made from restrided fvnds to unrestricted funds eath year to
reflect the annual reduction in restricted assets.
