## Welcome from the Chair 

In April 2022 we were hoping that the Covid-19 “readiness level” for activities and events would remain at “green”. Thankfully it did which enabled Scouting to safely return to normal. The reports that follow clearly illustrate the varied programme delivered throughout Fylde District in all sections as restrictions were lifted. 

The District Trustee Board has continued to support Cath Lee our District Commissioner and her District Team throughout the year. I would like to thank the members for their continued commitment and attendance at meetings ensuring good governance. Trustee Board meetings have continued throughout the year on a regular basis. 

As in previous years I would particularly like to thank Richard Johnson for his continued commitment to the Treasurer’s role and for the clarity of his regular financial reports. The annual statement of accounts clearly indicates the continued recovery of the income we receive from our Activity Centre bookings. We were fortunate to have received the Retail, Hospitality and Leisure Grant along with other Covid-19 grants throughout the pandemic, receiving the final grant just prior to the end of the 2021/22 financial year. Prior to the 

Census in January the Trustee Board decided to continue with the freeze on the District Levy to financially support our Groups and Units following the effect of the pandemic. It was however decided to continue with the International Fund Levy as the World Jamboree was taking place in 2023 along with several other international events. 

Our site continues to be a popular destination and credit is due to the site volunteers, Explorer Scouts, Network and SASU members. Collectively they have ensured that our site has been well maintained and the main building decorated. I would like to take this 

opportunity to thank Lynn Webster for continuing in the role of Bookings Secretary and thanks also to John Swarbrick for supporting Lynn with queries along with running the tuck shop with his wife Sue. My thanks also to the team of volunteer wardens who meet and greet our visitors and to John for ensuring the warden rota is kept up to date. 

The climbing wall and indoor archery continue to be popular facilities at our site. A great deal of credit is due to the activity instructors who collectively ensure that young people from within the District and beyond have the opportunity to experience these facilities.

Unfortunately, our shooting range has been out of use for some time. However, the Trustee Board have agreed to the refurbishment of the range. Already the leaking roof has been replaced and the remainder of the work will continue during the autumn. This facility has always been popular and its restoration will be a welcome addition to the site facilities. 

The housing development by Rowland Homes Ltd to the rear of our site has certainly moved on since the pandemic. Rowland Homes Ltd are our ground landlords and it is within the terms of our lease that they have the right to lay pipes for the various utilities from their development through our site onto Heyhouses Lane. The pipe laying took place in February and March this year and prior to this several trees were removed. Thankfully the disruption to the operation of our site has been kept to a minimum. Rowland Homes have maintained regular communication regarding their pipe laying project. Regular meetings with the developer on our site have been held throughout the year and my thanks to Darren Clayton for accompanying me at these meetings, his professional knowledge has been invaluable. 

It is expected by the autumn this part of their project will be completed along with the resurfacing of our car park and tree replacement. 

The Census taken in January this year shows an increase in membership from the previous year. There has been clear evidence of this with the increased number of “want to join” enquiries. Thankfully this is also reflected in the number of bookings for our Activity Centre which continue to increase. 

I would like to take this opportunity that thank Cath Lee our District Commissioner for her commitment to the role over the last four years and wish her every success for the future. My best wishes to her successor and the District Team along with the leaders in all sections every success over the next twelve months. There are challenges ahead particularly as Scouting Nationally moves into the transition phase of the Transformation Project nevertheless the Trustee Board will continue to ensure the required support and governance.

## A year of adventure 

We started 2022 with renewed hope after the previous years of uncertainty surrounding the pandemic. We were back doing what we do best - making sure that every young person was having a Scouting experience that was full of adventure, skills, friendship and a powerful sense of belonging. 

The 2022 annual census of membership showed that Fylde District Scouts had a growth of 7%, which for a small District is fantastic. The newest Scouting section, Squirrels, for 4- and 5-yearolds, started with our first Drey at 1st Kirkham & Wesham and we’re hoping that more Groups will look to open a Drey soon. 

We are always very proud of our programme in Fylde and this year was no exception. We held many ‘nights away’ both in Groups and at District level. Our young people across all sections achieved top awards including the Duke of Edinburgh’s Award, Scouts of the World Awards and one of the last to be awarded, Queen’s Scout Awards. These along with Chief Scout Awards being presented in all sections is testament that the programmes being delivered are in a good place. 

We were back to holding District events in April when we were again able to celebrate St George’s Day, with an Activity Day at the DHQ. 

Our Activity Centre has seen a return in numbers both using the indoor facilities and camping, by Scouting and none Scouting groups. The sites’ volunteers work very hard throughout the year to keep the Centre in a fantastic condition – thank you all! 

In the Summer of 2022, we had both a District Scout unit, and a District Explorer Scout unit attend the County International Camp, Red Rose 2022, as well as a number of our volunteers staffing the event. It was a very warm and sunny week making new friends, catching up with old friends, and having lots of fun. 

All of the above, and more, would not be possible without our army of incredible volunteers. Together we have a single goal: to help more young people gain ‘Skills for Life’. We stay committed to supporting all our members and we value everything that they do. 

The coming year is opening new ways of working and supporting our adults and young people in Scouting as we move into the transition phase of the national Transformation Project – exciting times!

## Youth Shaped 

Youth shaped scouting has come on in leaps and bounds in the past year. Our Youth shaped badge was launched in October 2021, and we have over 50 young people who have completed their award and over 100 working towards it this year. By 2025 250,000 young people will have the opportunity to shape their experiences so we are supporting this goal hugely. If anyone needs any support, I will be staying in role past my 25th birthday until we find a replacement/ the new roles come in February. 

Back in March West Lancs held West Lancs Shape at Myerscough college. We had 15 of our young people join us and join in with shaping the scouting in West Lancashire. Unfortunately, not many network members attended so we will be looking for you next year. My role within this was supporting our leaders and commissioners in all things youth shaped. This was also lacking from Fylde so would love to see more people from Fylde join our journey. 

- Support young leaders to achieve their young leader awards/belts. Opportunities to express ideas at all levels at least once a term. Help people gain and work towards their Top Awards. 

I cannot do this amazing work without you so please get in touch and where you need my support. 

I would just like to finish by saying how happy I am in this role and the change I am bringing to scouting and the future. A big part of my Kings Scout Award was about this legacy I am leaving behind and Fylde is my biggest legacy so please help this continue so it can be passed on.

**Our first year of Squirrel Scouts in the District has been a huge success! We currently have  1 Drey in the District. 1st Kirkham & Wesham, with 18 Squirrels, but we hope to be opening more soon!** 

It has been a big year for our 4 and 5 year old Squirrels, the newest Section, and an even bigger year, and immense leaning experience, for the brilliant volunteers. The 

volunteers, though not all new to Scouting, are all new to a brand-new Section. There is a huge amount of practical and programme support available from HQ when a Squirrel Drey opens, but the volunteers have all had to ‘learn by doing’ as there is no historical programme template the volunteers inherit from more experienced leaders - and each and everyone had been exceptional and risen to the challenge. 

Squirrels love getting messy! Whether it is nature activities when making a bug hotel, planting sunflowers and growing cress or craft activities making some wonderful artwork creations with their extremely vivid imaginations of Loch Ness Monsters and virtual campsites to exciting scientific experiments with jelly and salt dough. The messier the better! 

presentations of badges and the very first fun day at Waddecar Scout Activity Centre, tasting adventurous activities at  the County Fun Day  and Puddle & Waddle; an excellent linking event with the Beaver Scouts. 

It has been a very, very, special first year in the new Section; full of fun and laughter. The Squirrels, volunteers and Supporters have made this year so very extra special. The Squirrels are brilliant; very, very inquisitive and with a thirst for adventure, the volunteers are extra special! 

I would like to thank each and everyone within Fylde Scouts who have encouraged and supported the opening our Squirrel Drey. 

We look forward to a further 12 months of even more adventure and activities, outings and getting even more messy!

This year our Summer Over the year we have Sleepover was a celebration presented 70 Chief Scout for the Queens Bronze Awards and the Platinum Jubilee based on Lancaster cup for Colony of street party crafts and the year was won by 8th games and was LSA. well attended with both indoor  and outdoor **John Perkin** camping at DHQ. Assistant District Commissioner (Beaver The Annual Sandcastle Scouts) 

Over the year we have presented 70 Chief Scout Bronze Awards and the Lancaster cup for Colony of the year was won by 8th LSA. 

The Annual Sandcastle competition was held on St Annes beach with a good turnout of over 100 beavers digging away and making some great sandcastles. The overall winners were 7th LSA. 

This years Halloween sleepover was held at Guys Farm and had another good turnout with over 70 on the Saturday Night. The beavers made their own Halloween t-shirts and other Halloween crafts and games. 

Christmas sleepover saw Beavers make Christmas Bags for Santa to leave presents in. They played party games and Santa was true to his word and visited when the beavers were fast asleep and left a lot of presents in their bags.

This year has been a busy year as always for Cubs. With groups getting back on track after Covid focusing on their pack programmes. 

From Christmas parties to canoeing on the canal. All Cubs have had the opportunity to have at least 2 nights away. With Packs going away inside and out on their own, or joining up with other Packs in the District, as well as group camps. Cub leaders have been gaining their own camp permits to take Cubs away as well as activity permits. 

Some Packs have been on the bigger events County Cub camp and Red Rose 2022. With such a vast programme it's no wonder that many Cubs have achieved their badges and their Chief Scout  Silver Awards.

Unlike the previous year all the Scout groups were much more on an even keel with all now having face to face nights thankfully. The initial resurgence in Scout numbers has levelled off. 

It has been pleasing to hear that a number of Scouts have managed to catch up on some of their work towards their challenges but we are aware that some may have missed out. Endeavours have been made where possible to make allowances in some cases where it thought well deserved. So Scouts as always continue to get involved in troop programmes and work towards their badges and challenges. 

Of course the big event of the year was Red Rose 2022 with a most incredible week on the Westmorland Showground in Cumbria with sunny weather throughout. The several scout groups that attended will have lifetime memories of their experiences, friendships made and fun they all had. And the leaders !! Thanks to Judith Lightfoot, Lynne Mellors, Andy Crozier, Martin Clarke , Nichola Rhodes and Steven Beardsworth particularly who made it all happen and others who helped in any way. Thanks West Lancashire County too. 

In the autumn Crew Challenge, a popular event for Fylde, was once again very well attended. 

During this year it was great to see the return of the Indoor Football competition in the Activity Barn at DHQ. Tireless Malcolm Glen-Bott organised and stepped up to the mark to referee all the matches. The football shield was won this time by 1st Kirkham & Wesham. 

Our Younger Scouts Skills Weekend was back at DHQ this year. Always a popular format with 6 bases with varying skills on the Saturday to excite the young scouts. A bit of a damp night hike out onto the Moss tested navigation skills in the dark, with a few testing questions along the routes. Then on Sunday the scouts took part in a fun trading post competition, which always turns out great fun and is very competitive. Everyone was well catered for by Judith Lightfoot and Lynne Mellors and members of SASU helping too. Many thanks to them. 

Once again Bowlander Challenge, testing map skills and survival, was well attended by many groups in Fylde. Thanks to Andy Crozier for overseeing our patch. 

Its been good news to now have the water activity evenings back on Fairhaven Lake again and storage 

benefits there for our scout groups. Thank you to leaders who give their time there to pass on their skills for kayaking and sailing too. 

It was great to see some of the scout groups attending the St Georges Day Parade once again at DHQ and some of the thought gone into coming up with a diverse number of bases for all the circulate and have a go! And in good weather. The pioneering ones looked brilliant but all good in different ways. Thanks to those who were able to attend the Remembrance Day parades in their respective areas. 

Thanks to the leaders of all the groups in the scout section and a big welcome to some our newer ones, helping to continue the good work, promoting skills for life and keeping our scouts safe and happy.

It’s been another good year for Fylde explorers. We’ve seen more events return to the calendar including county explorer camp at a new venue and Alcatraz a 24 hour game of man-hunt organised by Ormskirk District. 

Fortunately he leaves a great team to carry on his good work. We’ve also welcomed Sarah Webster to the team to help reinvigorate our young leader training.

District Explorer Scout Closer to home we’ve seen our Commissioner explorers take part in a wide range of activities including nocturnal canoeing, litter picks on the Marsh in conjunction with other community groups and beach games while linking with network. 

Over the summer Fylde explorers have travelled vast distances to Korea for the World Scout Jamboree  , the Balkans for explorer belt expeditions and slightly less far to the Scottish Highlands for Snow and Ice, West Lancs own winter mountaineering weekend. 

Sadly Chris Jeffrey has stepped down from his role as ESL at Tarka this year, he’s been a massive presence in Fylde explorers and we can’t thank him enough for all he’s done over the years.

Looking back over the last 12 months we’ve done a lot! 

Bike rides, cheese tasting, pancake nights, canal boating, painting, flower arranging, pub quizzes, linking nights with Explorers, a whole host of county events and so much more! 

Over the period we’ve had 11 top awards for our Network Members completing Duke  of Edinburgh Gold, Queens Scout Award, Scouts of the World Award (SOWA)  and Kings Scout Award. This year we’ll be working hard to beat that , with members signed up to the County Explorer Belt, and others well on their way with their SOWA, Kings Scout Award and D of E award.

Despite a short run as the Network Commissioner when James Bass stepped down, it was a pleasure to take on the role. I am sure that with Lynn at the helm the Network Section will flourish over the next 12 months.

We’ve had new people join the section and others re-join due to friendships they made when they were in the younger sections. 

Fylde Network has been well represented at many of the County Events both specifically for the section and for the wider audience. Members were seen at Red Rose 2022 in various supporting younger section events and attending the annual Network Gathering Event and Canal Boating. 

None of this year’s success would be possible if it wasn’t for the many people who have assisted along the way and the Network members that turn

## Nights Away 

I feel that we have really turned the corner with Nights Away Permits in the District as I am pleased to report that in the period there have been renewals of: 

- 6 Campsite Permits 

- 2 Greenfield Permits 

- 1 Lightweight Expedition Permit . 

We now have Nights Away Permits in every Group in the District and with the continuing level of new and renewed permits I would hope that we can achieve at least one permit per Section per Group in the District.

## Adventurous Activities 

Fylde District Squirrels, Beavers, Cubs and Scouts, Explorers & Network have undertaken a wide range of adventurous activities over the past 12 months. 

Four of our Explorer Scouts ventured north to Aviemore, in February, for 5 days of winter mountaineering on the County Snow and Ice Expedition. This included ice climbing, an overnight expedition into Glen Feshie and bagging three Munros. 

Not to be outdone, around a dozen Explorers from Tarka and Trogz spent two very wet days on the Langdale Pikes and then on Coniston Old Man. A number of Explorers from Trogz had an evening stroll up Parlick and Fairsnape for the Summer Solstice. Both Explorer Units have made extensive use of the District climbing wall and some of our Explorers are beginning their outdoor climbing adventures in the local quarries and on the sea-cliffs of Portland. I understand that a number of Explorers have been sailing and canoeing, both at Fairhaven and in the Lake District. 

The Scout sections from several of our Groups have visited the climbing wall, with 

the Sea Scouts enrolling their new recruits halfway up the wall on a recent visit. The archery range has been well used: both by District sections and visiting groups. A number of our Scout Troops have been out sailing and canoeing on the lake at Fairhaven and have been able to make use of the District canoes at very favourable rates. 

In addition, some of our Scouts have taken their sailing and canoeing all the way to Windermere and Coniston; at summer camp and for dedicated activity days. 

The younger Scouts weekend ran again successfully this year with scouting skills being shared at DHQ. The older Scouts weekend will run in the next few weeks with the addition of outdoor rock climbing to the usual activities of mountain biking and kayaking on Windermere. 

Many of the District Cub and Beaver sections have visited the climbing wall, with numerous visitors proving to be natural climbers and all successfully challenging themselves. Some of the District Cubs sections have been kayaking, either on the Lancaster canal, or on the lake at Fairhaven. I look forward to news of a Beaver Colony going on the water to paddle or sail. 

Last but not least I have to mention the Squirrels at 1st Kirkham and Wesham who were having a go at archery when I went to visit them. I understand that they are going to visit the climbing wall in the near future, so we had better get some more full body harnesses! 

Finally, a massive thanks to all the Adventurous Activities Team who turn out to: help with hiking days, belay for novice climbers, supervise water activities, run adventure camps, shuffle boats from A to B and re-fletch arrows. You know who you are and that we are very grateful. Thank you.

## District 100 Club 

Here are the winning numbers of the Fylde District Scouts 100 Club over the last year. 

The 100 Club brings in much needed funds for the District. A number costs £12 per year with subscriptions payable every June. 

If you would like to become a member of the Fylde Scouts 100 Club contact Dilys Currie who has taken over the organisation of the Club from Graham Cardwell who has been the club organiser for a number of years.  Thank you Graham!

## 1 **ACCOUNTING POLICIES** 

## **Basis of Accounting** 

The trustees have adopted the provisions of Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2015). 

## **Tangible Fixed Assets and Depreciation** 

Depreciation is calculated to write down the cost or valuation of all tangible assets other than Land and new DHQ building Equipment, Furniture and Fittings on a straight-line basis over their expected useful lives 

The rates generally applicable are as follows:- 

Activity Centre Equipment 10% per annum District Equipment 20% per annum Explorer Scout Unit Equipment 20% per annum 

## **Investments** 

Investments are valued at market value at Balance Sheet date 

## **Reserves** 

The District's Policy on reserves is to hold an amount sufficient to enable it to provide the facilities in order that the District is able to carry out its duties. The objectives of the District are described in the 'Purpose of Scouting' , P.O.R. Chapter 1, Page 1
