Minutes of the 38[th] Annual General Meeting held on Monday 29[th] April 2024
Venue: The Presidents Room, Brooklands Sports Club.
The meeting was formally opened at 8:00pm by Tony Wright, Chairman.
The Chair welcomed all those in attendance. He also confirmed that all Members present had received copies of the Minutes of the 37[th] AGM, the Agenda for the 38[th] AGM, Election of Officers – Nomination Form and Election of Committee Members – Nomination Form. Those present were reminded that voting is by Members only.
Present: John Ackroyd (President), Virginia Baglee, Monica Brady, Steve Broadhurst, Charles Leigh, Margaret Mooney, Dennis Poyner, Mal Timms and Tony Wright.
Guest: Dave Cox (Area Service Delivery Manager). Member: Jean Wright.
1. Apologies for absence were received from Arthur Alexander (Chief Observer) and Brian Melling (Membership Secretary). Members: Denise Cox, John Jesky, Claire Marchment, Julie Mannion, Helen McBride, Andy McDermott, Robert Muir, Ian & Janet Ringwood, John Williams and Craig Wilson. Friend: Janet Poyner.
2. The Minutes of the 37[th] AGM, held on 24[th] April 2023, were taken as read and accepted as a true record, on the proposal of Charles Leigh and seconded by Mal Timms. The proposal was carried on a show of hands with no dissenters.
3. Matters Arising. A query was raised at the last AGM (item 5. Treasurer’s Report) as to why the website fees had risen from £68.02 to £335.23 year on year. The Chair said that clarification would be sort from Arthur Alexander and Dennis Poyner, who were not present at that meeting. Subsequent to the AGM, the Chair provided the following explanation at the Committee Meeting held on 15[th] May 2023:
INTERNET & WEBSITE COSTS IN THE 2023 AGM ACCOUNTS Historically there have been two main elements to the expenditure on website and internet costs:

- Hosting by ‘Simple Site’ of our website, maintained by the Group Secretary. 2. The use of One.com for bulk mailing, to members, of the Newsletter and other communications; personal email having been unreliable for bulk mailing. This is maintained by the Membership Secretary.
Each costs in excess of £100 annually.
Recently One.com took over Simple Site with a large increase in prices. It was then realised that we had two separate accounts with One.com. One for the website hosting and the other for bulk mailing, and that it would make sense to close one of our accounts, and use the remaining one for both website hosting and bulk mailing. We pay annually in advance for both accounts so we now have time to arrange this, before incurring additional expense.
4. Chairman’s Report. Delivered by Tony Wright, and accepted on the proposal of Monica Brady and seconded by John Ackroyd. The proposal was carried on a show of hands with no dissenters. See Addendum for transcript.
5. Treasurer’s Report. Delivered by Virginia Baglee. Income
Associate fees: only 10 this year ---- last year 16
Membership Fees: up by £60 Gift Aid: We had to pay back an overpayment back to HMRC of £65.50 Bank Interest: A record £850.24
Expenditure
Equipment: Last year we bought our new laptop. This year we purchased a projector. Website: Query from 2023 accounts. See item 3 Matters Arising (above) for resolution.
Sundries: £423.89 is for teas/coffees at our meetings and briefings.
Overall we have made a loss of £765.92 but we are committed to spending some of our capital each year, for the benefit of Advanced Motoring.
Dave Cox (Area Service Delivery Manager) asked if the Group had plans to use the bank account balance. The Chair answered by stating that the Group were exploring further ways of doing this, but are currently offering a £100 refund to any driver, under the age of 30, who completes the Course and takes the Advanced Driving Test.
The Accounts were proposed for acceptance by Steve Broadhurst and seconded by John Ackroyd. The proposal was carried on a show of hands with no dissenters.

6. Appointment of Auditor for the 2024-2025 Accounts. Lorraine Spendlove A.C.C.A. was re-appointed as the Auditor for the Group Accounts, on the proposal of Mal Timms and seconded by Dennis Poyner. The proposal was carried on a show of hands with no dissenters.
7. Election of Officers. Chairman, Treasurer and Group Secretary are elected annually. The existing office holders had all agreed to stand for re-election.

a) Treasurer: Virginia Baglee was proposed by Mal Timms and seconded by Jean Wright.

b) Group Secretary: Dennis Poyner was proposed by Mal Timms and seconded by Jean Wright.

c) As is customary, the control of the meeting was handed over for the duration of this sub-section. Control was given to the Group President John Ackroyd. Chairman: Tony Wright was proposed by Dennis Poyner and seconded by Mal Timms.
There were no counter-nominations.
All proposals were carried on a show of hands with no dissenters.
8. Election of Committee Members retiring by rotation.

a) Deputy Treasurer: Charles Leigh was proposed by Dennis Poyner and seconded by Mal Timms. The proposal was carried by a show of hands with no dissenters.

b) Associate Co-ordinator. Margaret Mooney sadly is retiring from this role and is not seeking re-election. There were no counter nominations.
9. Election of new members to the Committee: No new nominations were received.
10. Any Other Business: no items had been submitted in advance of the AGM. The Chair asked if anyone present wished to raise a point for discussion, to which the response was none. Dave Cox took the opportunity to thank the Group for all their efforts in promoting road safety through Advanced Driving, which was well received by the meeting.
11. Date for the 39[th] Annual General Meeting in 2025. To be announced in due course.
The Chair closed the meeting at 8:28pm.
The Chair asked those present to join him in expressing their thanks to Margaret Mooney for her invaluable contribution to the Group over her 38 years of service.

In recognition of this, Tony presented Margaret with a Certificate of Merit, to thank her for her outstanding contribution to the Group. Margaret also received a floral gift from the Group, presented by Jean Wright, both of which were graciously received.
The evening concluded with a social discussion, over an excellent buffet of pizza and chips, which was enjoyed by all.

Chairman’s Report - Tony Wright
The calendar year 2023 began with the prospect of a new Observer joining our ranks. A gentleman who had passed his Advanced Test many years earlier and who spontaneously approached the Group. Unfortunately, it became increasingly obvious that his existing commitments were preventing him from acquiring the necessary skills and achieving the required standard, within a reasonable timescale. So there was an amicable and mutually agreed parting of the ways. You can’t win them all!
On a much brighter note is the fact that Charles Leigh, our Deputy Treasurer, passed his assessment and became a National Observer. Congratulations Charles.
Also during the year an Altrincham-trained Advanced Driver, Jordon Flynn-Richards, volunteered to become an Observer and is now registered with IAM RoadSmart as a trainee with us. You are very welcome, Jordon.
Reluctantly, it is my duty to inform you that Margaret Mooney has decided not to stand for re-election to the committee and to retire from the role of Associate Coordinator. Margaret is one of the Group’s longest serving members. She has been a member for 38 years, which is way longer than my involvement with the Group, which only spans a mere 10 years or so. Margaret was also an active Observer, being very well liked and appreciated by her Associates – which included me!
The saga of the vacant Area Service Delivery Manager (ASDM) post was finally resolved, when David Cox was appointed to the role. David has already demonstrated his support for this Group on several occasions.

At the end of the calendar year 2023, the Group had 6 Associates in training, all being carried forward into 2024, at differing stages of their course. One of that number failed his test, intending to re-take, following further coaching. During 2023 there were a further 13 Associates in training with the Group. Of that number, 11 passed their Advanced Test, one with a F1rst. One was deferred by the Examiner for further training, before completing the test.
I again join with our Chief Observer, Arthur Alexander, in offering our thanks and admiration to all our Observers for their commitment, which often went significantly above and beyond what might reasonably be asked of them. Especially in reference to regularly turning up for the Sunday Runs, whether or not they had been required on previous occasions; and the time and dedication freely given in providing midweek Runs.
An Autumn Forum, organised by IAM RoadSmart Headquarters, took place in Preston in October, where most Northwest Groups were present, largely represented by their Group Chairs and Secretaries. I was unable to attend, but the Group was represented by Dennis Poyner and Brian Melling.
The Northwest IAMRS Groups Forum continues to meet and, dependent on availability, is attended by one or all of the following: Dennis Poyner, Arthur Alexander, Brian Melling and me.
A ‘Cheshire Young Drivers Event’ took place at the Safety Central venue near Lymm, in May. Despite many people signing up in advance, it was poorly attended. It did however give contributors a run-through to test the format. Contributors included the Police, Ambulance Service, Fire & Rescue Service and IAM RoadSmart.
A second ‘Cheshire Young Drivers Event’ took place at the Safety Central venue near Lymm, in November. Attendance was an improvement on the first one, but still disappointing – two thirds of those who signed up did not turn up. In the end only one Observer was asked for from each contributing IAMRS Group, which on this occasion was me. Thank you to those who readily volunteered to contribute to the event, even though you were not required. Let’s hope they get the recruitment right in future!
The Development Officer at Safety Central, one Tara Roden-King, invited the Group’s Committee Members and Observers to go and have a look round. So, after the event I sent her an e-mail, to which she promptly replied, delegating the task of

arranging it to someone called Dan. Regrettably, I heard nothing more, despite having followed up with subsequent e-mails and texts.
In October a postponed presentation to the Jaguar Drivers Club of Cheshire finally took place, at the Antrobus Golf Club. Dennis and I delivered the talk, which was well received.
Later in the month we gave a similar talk to the Sale Probus Club, when their speaker dropped out at the last minute! They were very grateful!
I would like to record my thanks to our President, John Ackroyd for his encouragement, for his unwavering support of the Group and for his generosity.
I also wish to express my thanks to all members of the Committee for the selfless giving of your time; for displaying boundless energy and enthusiasm; and for using your skills and abilities to the benefit of the Group, its Associates and towards the improvement of road safety in this area. I wish to particularly single out our Group Secretary, Dennis Poyner who, during the incapacity of our Chief Observer and subsequently my own ill health episode, bore the brunt of the responsibility for keeping the Group fully functional and the training programme afloat. We all owe you a debt of gratitude, Dennis.
It has been my privilege and my pleasure to serve as the Group’s Chairman.
On a personal note, I would like to conclude by thanking each of you for your kindness, concern, consideration and support for me and my wife Jean, following my unexpected and somewhat dramatic ill health event, in the early hours of Christmas Day. We did and do both very much appreciate it. Thank you.
