To Provide Travelling Scholarships For The Purpose Of Enabling Students To Travel In Foreign Countries For The Purpose Of Improving Their Knowledges Of The Language Used In Such Country Every Such Travelling Scholarship To Be Called The Herbert Hughes Travelling Scholarship. To Promote In Any Other Way (And Coupled With The Name Of "Herbert Hughes") The Educational And Commercial Progress Of The City Of Sheffield.
