In Providing Special Facilities, Not Normally Provided By Local Education Authorities For The Instruction Of Children Or Young Persons Who Are Or Have Been In Attendance At A Public Elementary School In Any Subjects Of Practical Or Technical Instruction. In Otherwise Promoting The Education, Including Social And Physical Training Of Boys And Girls Or The Poor Classes.
