To promote the education of persons under the age of 25 who were born in, or are inhabitants of Rossendale and to provide relief to those inhabitants of Rossendale who are in conditions of need, hardship or distress.

Objects: A) Education Of Persons Under The Age Of 25 Years Who Were Born In Or Are Inhabitants Of The Borough Of Rossendale In One Or More Of The Following Ways Or In Such Other Ways As The Trustees Think Fit:i) In Awarding Exhibitions Tenable At Any Secondary School,college Of Education.university Or Other Institution Of Further Education. Ii) In Providing Financial Assistance,outfits,clothing,tools,instruments Or Books To Enable Such Persons On Leaving School,university Or Any Other Educational Establishment,to Prepare For And Enter A Profession,trade Or Calling. Iii) In Awarding Bursaries Or Maintenance Allowances To Enable Such Persons To Travel. Iv) In Providing Financial Assistance To Enable Such Persons To Study Music Or Other Arts B) Relieving Persons Who Were Born In Or Are Inhabitants Of The Borough Of Rossendale Who Are In Need,provided That Preference Shall Be Given To Persons Qualified As Aforesaid Who Were Born In Or Are Inhabitants Of The Area Of The Former Central Ward North And Former Central Ward South Of The Former Borough Of Rawtenstall( For Further Details See Clause 7 Of The Scheme)
