Yn unoI a r drefn a sefydlwyd, cynhaliwyd holl gyfarfodydd y Pwyllgorau Lleol a Chyffredinol trwy
ymgynghoriad al￿d01. YmgynghoThryd ag aelixlau'r Pwyllgor Lieol ar Daw achlysur ae a'r Pwyllgor
Cyfftedinol ar ddau achlyS￿.
Rhoddwyd sylw llwiwl i'r sefyllfa gyllidol gydol y flwyddyn er mwyn sicrhau Dad oedd yr arian a
ddosbarthwyd yn Jllynd tu hwni i r swm a oedd gan y Gronfa yn y banc. Nid oedd angen amrywio'r
graddfeydd ar gyfer rhannu cymorth yn ￿0a cyfnod yr Adroddiad ohenvydd roedd y sefyllfa
gyllidol yn d(ligon iach. Mae'r llogau wedi dal eu tir yn rhyfeddol o dda.
Yn YsE￿ y flwyddyn ariannol 2020-2021 dosbarthwyd £40,613 (o i girynbaru a £45,850 VL 2019-
2020) a rhoddwyd c￿or[h i 157 ymgeisydd (o'i gyn)harn 3 236 yn 2019-2020). Roedd 29 allan o'r
157 ymgeisydd rhan o gals ar ran gnvp o ymgeissvyr e.e. ysgol neu goleg.
Roedd yr incwm, sef y llogau ar y budd9)ddiadau ar gyfer 2020-2021. yn £59.567 (o'i gymharu a
£58.166 y flyddyn ariannol fiaenorol).
Gwariwyd cyfanswm 0 £4,697 ar welnyddu'r GronFd (o'i grmhanL a £5,882 y flwyddyn ariannol
flaenorol). Rhaid ychwanegu ffi'r cyfrifj,dd. sef £690, gan wTheud cyfanwm 0 £5387(o i gyn)haru a
£6.572 y flwyddyn ari3nnol fiaenorol). Felly. roedd ￿ar8ed 0 £13.567 yn y tlyddyn 2020121 (o'i
gymharu a gwdrged 0 £5.744 y fl￿ddyll fiaenoroL
Gellir rhannu'r rhai a dderbyniodd gyjnorth o r Gronfa i gaEegonau (gweler is￿, yngbyd a'r
niferoedd ym mbob categoril. Yn ddi-os. fe effeithiwyd ar y niferoedd o ymgeiswyr a'r gwarianr gan
yr argY￿g Covid-19, gan i Difer helaeth o deithiau addysgol gael eu gohiiio neu eu eanslo. lithaid
cofio fod swin 0 £3,432 wedi ei ymrvrymo i Ysgol Bro IdTiS, y swm i w dalu y]n mis lonawr wedi i r
dairh sgio arfaethaedig ddigwydd.
Tybir i'r argyfwng effeithio ar allu di5gyblion i dderbyn wersi offerynnovlleisiol hefyd. er roedd yna
dystiolaeth fod nifer wedi gallu parhau i dderbyn hyfforddiaDt trwy gyfrwng llwffannau digidol
megis Skype neu Zoojll.

In rnany respects. 2021F2021 was a very similar year to 2019-2020 in the Fund's history due to the
continued effecrs of the COVID-19 pandemic. The approach implemented in April 2020 was
continued and the guid2nce provided by the Clwity Commi&sion followed i.e. 'In the currenr

You will recall that after a discussion berween the Chair. Vice Chair and Clerk it was decided that

The Clerk ro prepare a monthly rekK)rt regarding the fillanCi￿ siruation, any general
cO￿eSPOndence and requesrs for financial assistance. in precis fonn.
The Clerk to circulate a Summary Repott to members of the tA)cal Committee (and GeneEal
Committee in July and December) by e-mail in order to elicit the Tn￿tees, views.
That this procedure. if found to be operationally successful. continues until it is &%sured dut it is
safe to revert to the usual procedure.
During ttle Report period. 1st October. 2020 to September 30rh 2021 the above procedure was
succe&sfully followed. Mr. Wyn Meredith had ￿ be coThracred via telephone calls and was
provided with hard copy documentation as he does not have an e-ll￿11 connecuon.
In accordance the esrablished procedure, all meetings OE the L4)cal and General Comrnirrees
were held by digital consultation. Members of the Commiuee were consulted on nine
occ&8ions and the General Committee on rwo occasions.
Detailed attentioll was given to d]e financial position throughout the year to ensure thai the funds
distributed did noi exceed the amount the Fund had in the bank. There was no need 10 vary the
rates for disniburing support during the ReFX)rt period as the financial position ren]ained healihy.

During the financial year 2020-2021 £40.613 was disttibuted {cornpared to £45,850 in 2019-2020)
and assistance was provided to 157 applicanrs (compared to 236 in 2019-2020). 29 out of the 157
applicanrs were pan of an applicarion on behalf of a group of applicants e.g. school or college.
Income. Damely the irAterest on investments, for 2020-2021. stood at
£59,567 (compared to £58.166 the previous financial year).
A total of £4.697 was spent on the adMill￿all0￿ of the Fund (compared to £5.882 the previous
financial year). The accountant's fee of £690 must be added. n)aking a totsl of £5,387 (compared to
£6,572 the Previo￿ financial year). Therefore. there was a surplus of £13.567 in the year 2020121
(compared with a surplus of £5,744 tbe Previous financial year).
Those who received a&sisrance from the Fund can be di￿dea into categories (see below, along
with the nutnbers in each category). The llurnbe￿ and expendinue were undoubtedly affected by
the Covid-19 oisis as a large number of educational trips were postFKTrned or cancelled. It must be
remembered that a sum of £3,432 has been committed to Ysgol Bro Idris. the stlln to be paid in
january following tbe plauned skllThg trip.
The crisis is also thougbt to have affected pupils, abi]iry to receive iTr8mmientaUvocal lessons,
although there was eNudeDce that many were able to contioue receiving ruition through digir31
pla¢forn￿ such as Skype or Z(M)m.

I report to the trustees on my examination of the acwunts of the Dr. Daniel Williams, Educational
Fund (the Fund) for the year ended 30 September 2021.
Responsibilities and basis of report
As the charity trustees of the Furrd you are responsible for the preparation of the accounts in
accordan￿ with the requirements of the Chartties Act 2011 {'the Act,).
I report in respect of my examination of the Fund's accounts carrFed out under section 145 of the
2011 Act and in carrying out my examination I have followed all the applicable Directions given
by the Charity Commission under section 145(5)(b) of the Act

Reserves Policy.. The Trustees are of the opinion that the charity does not require a fonnal
reserves policy due to the fact that they re￿1ve a detailed monthly report on the financial
situation and that they adjust the rates of support distnbutions in light of those reports_ As a
result, this ensures that the accumulated income part of the Fund never becomes fully depleted.
