**Objects:** THE BURSARIES SHALL BE AWARDED BY THE COUNCIL TO YOUNG MEN AND WOMEN RESIDENT IN THE CITY AND COUNTY BOROUGH OF CARDIFF WHO, IN THE OPINION OF THE COUNCIL, ARE IN NEED OF FINANCIAL ASSISTANCE FOR SUCH PURPOSES, AND WHO HAVE FOR NOT LESS THAN TWO YEARS BEEN APPROVED BY THE COUNCIL , WITH A PREFERENCE FOR SUCH CANDIDATES ELIGIBLE AS AFORESAID AS ARE ALSO QUALIFIED BY A PREVIOUS PERIOD OF ATTENDANCE AT A PRIMARY OR SECONDARY SCHOOL IN THE SAID CITY AND COUNTY BOROUGH.
