Trustee Report

During this year, there have been some ‘return to normals’, some ‘still not quite back yet’ and yet more ‘let’s do new things’! A year in Scouting is never static, even when only just following a period as turbulent as the past few years.
I am proud of this annual report presented by our Trustee Board. Within it, you will see the excellent work that our District Lead Volunteer (DC) and her Leadership team have put in to even greater opportunities for our young people. You will see the continuing development of Low Wood. You will see the continually growing impact of youth voice across the district. You will see the dedication of all adults involved in Keighley Scouts; engaged in supporting, training, activitying and scouting for all of our young people. Our leaders continue to deliver.
From my point of view, leading the trustees of the district, I am always awestruck when we hear in our meetings about the many wonderful things that our young people are getting to do. We are a charity whose purpose is to provides much-needed skills-for-life to the children in our area. We certainly succeed in this mission!
Some of the key changes of the past year, and beyond, you might have spotten in my second paragraph above. There are changes coming to the organisational structure of scouting. These changes shouldn’t really affect the excellent opportunities that we are already giving to our Squirrels, Beavers, Cubs, Scouts, Explorers and Network, but should hopefully make a lot of the background elements clearer and more accessible for our adult volunteers. This, in turn, should make Scouting more accessible for us all.
For us, this mainly takes the shape of a name change. However, this is not all. As we transition into the ‘District Trustee Board’, we also see greater clarity and specific delineation in our role in supporting scouting across Keighley. This has been reflected in our constitution for this year and will hopefully enable us to focus on our duty to support you all more efficiently moving forward.
Finally, there are many ‘thankyou’s given throughout this report – a reflection of the sterling work from all of our front-line volunteers across Keighley. I feel that it is, then, my place to give my thanks to all of the incredible ‘back office’ volunteers. The secretaries, treasurers and chairs; the trustee board members; the parents who help with fundraising; the Welcome Team members; and every volunteer who hasn’t yet been mentioned. Thank you for your time, your energy and your service!

Scout District Report
Jeanette Young District Lead Volunteer (District Commissioner)
Scouting in Keighley offers many diverse activities and events to our members. We challenge and encourage our young people in any way possible enabling our young people to feel the buzz and excitement of the moment. We offer a huge variety of activities both indoors and outdoors encompassing the individual and personalities of all our members and groups.
We have grown in numbers this year, ever stronger, ever growing, meeting 2025 target set by H/Q, what an achievement by you all.
We are gaining more new leaders which is great news, this is a huge achievement due to lots of development work in opening new squirrel and Explorer groups.
We are continuing to support groups with low numbers and advertising scouting to the public in every way possible. However we must always remember retention is a vital part of our development.
It is a real joy for me visiting sections on their group night and attending group AGM’s and am always amazed at the activities themes and ideas delivered by our leaders and how much time is spent on planning and organising weekly activities, camps, and outings. What more commitment can one ask for?
The excellent work within Keighley District reflects on the standard of scouting we display on every District event, on group night and when on view to the public at St Georges Day, Remembrance Sunday, and the Christingle Service.
This can only happen with the hard work and commitment of all the leaders and helpers within the district along with their families, without whom it would not be possible.
Also our District team who plan, organise and attend district events. They work so hard giving many hours to scouting many of those hours unseen, planning and organising and attending events and meetings all of which helps towards the success of our District.
Also our Trustee board who give their time along with all the committee members in ensuring the success of our District as their priority.

Also our appointments committee (now Welcome) who have worked so hard in the past to completely change the appointments into a friendly welcoming but efficient committee, meeting regularly welcoming new members into Scouting.
Also our Service Network Team who are always there when asked to assist in any way they can.
If I can thank the County Team, for all their support.
We have a jamboree team flying out to South Korea in July and wish them all the best in their jamboree journey.
We have a Canada team (still fund raising) for their event next year.
We mourned the passing of HM Queen Elizebeth and celebrated the Coronation of King Charles
We were proud that Megan Conway and Thomas Keighley were asked to help at both events in London.
Scouting transition is well on the way and now being put into practice by the District and the groups.
We live in a rapidly changing world, but young people still love and yearn for challenge, adventure, and excitement that we in scouting can offer,
I have said on many occasions, there is no other organisation that can offer what we offer as passionately as we do.
If I can thank you all from the heart for all you do in Scouting

Youth Shaped Report
Josh Haggo & Thomas Keighley
Youth Lead Volunteers (District Youth Commissioners)
The last 12 months have been a great time for Youth-led Scouting across the district. It feels that now more than ever we have our young people engaged in the programmes being run at weekly meetings, contributing ideas and activities through forums and conversations with their leaders. More and more we are seeing Scouts taking responsibility for the activities they participate in and contributing towards their shared experience through Scouting.
With this in mind, Youshape has been a large priority over the last year. Through the badge scheme we have seen members of all ages gaining confidence to speak up about activities and changes they feel are important. Some great examples over the last year of YouShape in action are:

The Scout and Explorer Youth Forum that was held last winter brining representatives from several groups together to discuss district level events, activities they’d like it see more of at a group level and, of course, the obligatory pizza afterwards!

Riddlesden Cubs who has not only the fist Cub, but the first member of the district to complete their full YouShape award. A massive well done once again to Henry!
-
Oakworth Scouts who over the last few months have handed out a slew of YouShape badges after many engaging activities.
These are but a few of the brilliant YouShape successes we’ve seen over the past year. A huge thank you have to be given to all our section leaders and leadership teams who continue to make YouShape and Youth-led scouting possible across Keighley.
Another area in the district in which we are seeing huge success and potential is with our Young Leaders. We currently have over 50 young leaders in the district, with most groups having at least young leader volunteering with them. It’s fantastic to see so many young people willing to give their time back to the groups that they have grown up around. These young people taking on some responsibility for the running of the sections they volunteer with is not only building their skills set and rounding them as an individual, but is also cultivating the potential next generation of leaders for the district.
The last 12 months have shown that as a movement we have a real opportunity and ability to build confidence, personality and life skills in our young people through the Youth-Led initiative. But these qualities don’t just appear on their own and require lots of behind the scenes planning, meetings and thought. We’d like to say a massive thank to Jeanette for leading the district as passionately as she does, The district Exec for keeping the wheels turning in the background, our amazing ADC’s over the last year, Lily, Sharon, Joanne, Ben, Stephen and Paul for all the hard work that has gone into providing the district with some of the most exciting activities and

opportunities to date. Lastly a massive thank you to all our leaders and volunteers who without Scouting, let alone Youth-Led Scouting would not exist. Thank you to you all.
As Youth Commissioners we can’t wait to see what the coming year brings for Scouting across Keighley. We’re really looking forward to getting out there with you and seeing what your young people get up to next!

Beaver Scout Section Report
Lily Ogden
Beavers Lead Volunteer (Assistant District Commissioner – Beaver Scouts)
Over the last 12 months the beavers have been very busy!
We have had:
-
a Hike along the Leeds/Liverpool canal – testing their navigation knowledge
-
The Queens Platinum Jubilee – Plenty of activity’s, songs and crafts!
-
A fun run – The beavers battled it out to be the fastest in the district!
-
A sleepover at the deep – This saw many groups coming together to travel to hull and sleep by the big fish tanks!
-
Christingle – Getting in the Christmas spirit with all the carols.
-
A trip to the pantomime – the beavers all were very positive about this experience, especially the water pistols!
-
Challenge flag – This tested many of the beavers' scouting skills as well as teamwork! Oakworth took 1st place overall in this this year.
I would like to say a special thank you to all the beaver leaders and adult volunteers across the district that make running these events such a success, providing a space for the beavers to learn and keeping them engaged and enjoying scouting!

Cub Scout Section Report

Cubs Lead Volunteers (Assistant District Commissioners – Cub Scouts)
There have been lots of events for the cubs across the district to take part in, with many more events and activities later this year.
Events and activities held so far this year included the Badge Day, Bake Off, Christingle, Challenge Flag, The Deep trips, Night Hike, The Coronation Big Help Out, Master of Arms, Flying Scotsman Visit and Fun Run.
Thank you to everyone who gets involved and helps to make all the events so successful, a big thank you to you all. It has been fantastic to see so many cub packs taking part in District events this year. Keep sharing your Scouting adventures with us on the District Facebook, Instagram, and Twitter.
The Challenge Flag, in February, was held at Low Wood and was enjoyed by all. The activities included minefield, flag quiz, Lego tower, Kim’s game, wellie throwing, problem solving, code cracker, scavenger hunt, tin foil boat and tower Hanoi. The winning team was 2nd Riddlesden, second place 6th Keighley Oakworth and in third place 1st Keighley Fell Lane. Well done to all the teams that took part.

Scout Section Report

Scouts Lead Volunteer (Assistant District Commissioner – Scouts)
Another busy year of activities for the Scout Section. There have been many events with good participation from across the District, a summary of which is below:

June 22 – Cobbydale Clomp – a long overdue return of this event with Scouts hiking from base to base for many challenges and a Jubilee themed treasure hunt to keep the Scouts busy in between bases.
-
July/August 22 – Tour de Dordogne - 55 Scouts and Explorers and seven Leaders went to Meymac in the Dordogne for a fun packed week of adventurous activities and sunny weather. The event was a great success, and all the Scouts and Explorers had a fantastic time. It was certainly the best thing I have done since becoming a Leader!

November 22 – Scout Quiz Gameshow – an evening of silly gameshow style activities with Ben in his Gold sparkly jacket and Stephen, not to be outdone, wearing black tie!

March 23 – Scout Challenge Flag at Low Wood – the event was won by 1st Keighley (Fell Lane) Scouts
-
May 23 – Master at Arms Competition – a day of archery, axe throwing and air rifle shooting. The crack shots of the District this year was 6th Keighley (Oakworth)
Ben is currently taking a break from the ADC (Scouts) role. I’d like to say a massive thank you to him for all the effort he has put in on so many events and the support he has given to those across the District and hope to be organising events with him again in the not too distant future.
I am hoping to get around all the Troops in the District again during the summer and autumn terms to talk to the Scouts and to find out what activities they would like to see run by District.
I would like to thank everyone who has helped Ben and I us in putting together the activities and for taking part, including the District Team, Explorers, Leaders in each Troop and most importantly the Scouts who provide make these events fun and rewarding for us to run.

Explorer Scout Section Report

Explorers Lead Volunteer (District Explorer Scout Commissioner)
Explorers in Keighley is going very well. All units are showing an increase in members:

Riddlesden will have 21 explorers in September
-
Worth Valley will have 24 with a few coming up in the next few months
-
Cullingworth will have 20
-
Airedale will have 11.
The numbers are a good indication that as leaders we are doing something right. All the units have been busy with individual unit activities and some joint ones as well.
Many camps have been attended. Riddlesden attended poacher and had a group camp with the scouts. Worth Valley had a couple of passport camps and sent some explorers to the Dordogne. Cullingworth went on Summer Camp with the Cullingworth Scout Group. Airedale had a winter camp At Hag Dyke with Worth Valley.
We as a district have helped fundraise money to send our 5 explorers on the adventure of a lifetime to the 24th World Jamboree in South Korea. We hope that Jess, Lucy, Rebecca, Dale, And Archie have a fantastic time and come back and tell us what strange and wonderful things they have enjoyed out there.
Congratulations to all our Explorers that have achieved their sections top awards and also those that have earned their DofE awards.
Thank You to Bob Smith and Mick Catley for their ongoing commitment to DofE.
We had a fantastic turnout for both St Georges Day and Remembrance Sunday. Our new flags looked very smart
I would like to thank all the leaders who give up their time to give our young people the tools to be good humans. I would also like to thank the partners of our leaders for putting up with us!

Keighley Scout Service Network Report
This report incorporates the District Scout Network Unit and the District Scout Active Support Unit

Network and Scout Active Support Lead Volunteer (DSNC and SAS Manager)
January saw us start the New Year, with our AGM and team meeting being the only activities in the month
February was also a quiet month with the guides thinking day which was cancelled due to weather issues and our team meeting in the month
March once again saw the team having a select few members assisting with the Cub night hike And of course our monthly team meeting.
April brought the annual St Georges Day Parade which the Team were now responsible for organising the parade element due to the requirement to complete road closure orders and the like. And yes you guessed it we also held our monthly meeting. Which was closely followed by our main Event the Fellsman and this time there no reports of and sun at cam.
May saw us able to negotiate 4 members being able to attend a TM course for Community events (we all passed) We also had a team meeting
June is our busiest month with the team assisting with The Otley Carnival and the Cobbydale clomp on the same day, The Bedale Festival, of course we had a team meeting as well
July saw the team involved in the Oakworth gala and the next day Oxenhope Straw Race and the next week we were involved in the. Cullingworth gala (Yes you guessed it our monthly team meeting) and it was the team’s Fifth birthday.
August , we did the TM for the Yorkshire day Parade which Kly council hosted for all the mayors of the county.
September saw the team involved in yet another new event called Keighley Show to assist with the general marshalling on the event with the help of the explorers from Riddlesden and the scout shuffle. As well as a Fun event go karting (and yes, another monthly meeting)

October the team embarked on a working session at turtle rock on the 15th and cleared the undergrowth yet again and a team meeting taking place.
November we were asked again assist the Town Council with the marshalling of the Remembrance Day parade. And Tim has now been involved in adult scouting for 50 years and was presented with a sticky foot after the parade by the DC. And yes, you have guessed it we had a team meeting
December saw the unit take part a month off.
I would like to thank all the members of the Activity Support Unit/KSSN and especially those who took on co-ordinating events. For the many and varied activities that we get involved with I hope you are all proud of your efforts over the last year and as the saying goes, I couldn’t have done it without all of your help A BIG THANK YOU TO ALL

This year we have worked hard to sure that all our adult members are up to date with their mandatory training. This has been an arduous process, but I'd like to thank all those leaders who reply to messages and complete their training promptly. Please can everyone continue to keep an eye on their own training needs and complete online learning when asked, it makes my life so much easier
Over this next year, we are looking forward to the new training to learning process. We have a vast amount of experience and expertise across our district and can use this to our advantage to help us learn from each other

Low Wood Scout Activity Centre Report
Alex Thewlis Low Wood Scout Activity Centre Management Team Chair
2022 / 2023 has been quite a busy year at Low Wood Scout Campsite and Activity Centre following the enforced quiet of the 2020 and 2021 seasons. Now that the restrictions have been lifted, we have the opportunity to restart and build on the excellent work to prepare the site and to develop it to fulfill its potential - and I think we can all see just what great potential there is in this wonderful resource.
One of the primary aims has been to progress and complete the Community Asset Transfer. This will give us a greater stake in the site and provide more flexibility in what we can do. The process is progressing, albeit slowly as these thing tend to do.
Once we have this CAT signed-off, the biggest single barrier to the further development of the site (the risk of spending significant funds without full ‘ownership’), is removed. It will also open further opportunities for grants and awards towards the cost of the development plans.
On a practical front, there is the ongoing work needed to maintain the site and the activities on offer, such that they are available for use when needed. For example, with such a large site (one of the largest Scout campsites by area in the north of England), simply cutting the grass is a major undertaking that requires weekly attention. Tree planting has also been a focus of the past couple of years, with thousands of new trees now in place.
We have ongoing projects to maintain and improve the sewerage, drainage and water provision, as well as enhancing the site security systems. We are actively maintaining the existing buildings and construction of a new toilet block near the north corner of the site is under way. We are encouraging the use of the public footpaths through the erection of new signage, although there is a little resistance to this from those who are making full use of the current ‘right to roam’ status. Hopefully we’ll be able to develop this further once the CAT is complete.
Working days are essential to the maintenance of the site and our ability to offer the activities. Regular working sessions (at least twice-weekly and often more) are key to this work, as are the regular Working Days that are published in the District Diary. Very recently, as part of the national Big Help Out day on 8th May, over 60 people (Beavers, Cubs, Scouts, Explorers, Network, leaders, parents, the Young Farmers Association and friends from the local community), lots of valuable work was performed.
Highlights of the past year include:

Celebrating the Queen’s jubilee with the lighting of the beacon;
-
Hosting the annual (both 2022 and 2023) Master at Arms activity day;
-
Cub badge day, organised by the WY Scouts Jamboree team;

Hosting the Beaver, Cub and Scout Challenge Flag competitions;
-
The Big Help-Out volunteering day;
-
…and countless other working activities / days.
Also, many camps and activity days(for groups from both Keighley District and outside, as well as other youth groups).
For the future, we will be initially concentrating on completing the CAT, which will open opportunities for further development of the site and the activities we can offer. In addition, we will be able to apply for grants and funding, much of which we cannot currently access. We will complete the in-progress construction projects, marking the public footpaths and continue the necessary site maintenance. The site access road (Elam Wood Road) has deteriorated over the years and is in need of attention. We are working with Bradford Council, the Highways team and our neighbours to address this.
However, there are some things that we need your help with…
-
Firstly, make use of the site and its facilities. Camps, activity days, weekly meetings. It’s going to be a long, hot summer, so make the most of it!
-
Secondly, come to the planned working days (see the District Diary). There are always plenty of jobs to be done – from easy, safe tasks suitable for a group of youngsters, to larger construction projects. If you can, we also need assistance with the planning and preparation of these days, particularly from anyone with specialist knowledge and skills.

If you find yourself with some regular time to spare, there are tasks that need to be performed weekly or monthly, particularly during the summer when things grow quickly. We’d like to build a rota of these activities, so that the load is not held by one person.

Similarly, we’d like volunteers to become instructors for the various activities (crate stacking, archery, shooting, axe-throwing, grass-sledging, laser-tag, etc.) This will enable you to lead your own group / section in these activities and run the odd session for other groups. Full training and certification will be provided.

One of our biggest immediate challenges relates to the security of the site and the provision of assistance to visiting guests. Until very recently we have had the luxury of a permanent full-time on-site warden. Many thanks to Geoff and Joan for providing this service for the past few years and good luck in your new home. While we don’t need a fulltime presence, it is important that people are seen to be on-site regularly. This is easy during the summer for a well-used facility. Less so during the winter months, when periodic visits will be required. Ideally, a warden would also greet guests as they arrive, show them the main utilities and be a point of contact in case of any query or other need. The plan is to build a team of volunteer wardens who can commit to no more than a handful of shifts per year. Look out for more details in the near future.
And finally, the Management Team would like to thank everyone who has played a part, however large or small, to enable and support the operation, maintenance and development of the site and the activities we are able to offer.
I would also like to add my own thanks to the members of the Management Team, who put in so much time and effort to keep things running and to plan the future development of the site. Like all areas of Scouting, we often don’t appreciate how much goes on ‘behind the scenes’
