Executive Report
Joe Gallucci, District Chair
This year has been another of uncertainty, change and starting to creep back towards normality. I would like to begin by referencing one particular change – I wasn’t the District Chair immediately following our last AGM. As the spring and summer progressed, it became clear to Keith that he would be unable to continue in the role due to other commitments. He stepped aside and Jeanette approached me to ask if I would be interested in the role. I agreed and have lead the Executive Committee since the autumn.
Before I continue, I’ll briefly introduce myself to those of you that don’t know me. I have been a part of Keighley Scouting since I was a Beaver at St Anne’s. I have grown up through Scouting in the district and have benefitted from a huge range of experiences. Since becoming an adult in Scouting, I have been fortunate enough to hold several roles, both at group and district level. Those that know me now, probably do as the guy who does First Aid training, but I’m also a Training Adviser and Assistant District Commissioner. Recently, I asked some members of the Executive to answer two questions so here are my responses:
1. In one sentence – what is the best thing about Scouting?
Scouting provides inexhaustible opportunities for young people to develop themselves and a huge range of skills and experiences, whilst in the presence of a diverse and supportive family.
2. In one sentence – why do you think we need an Executive Committee?
- The purpose of the Executive Committee is to provide oversight and management of the district; represent the District Scout Council; and, perhaps most importantly, to ensure that the District Commissioner and their team have the backing and support that they need to ensure quality scouting is happening for our young people.
Since joining the Executive Committee, we have continued to meet monthly and provide what is needed for the district. We were happy to pledge some financial support from the district for our Young People who are attending the contingent heading to Korea for the next World Scout Jamboree. We have also continued to oversee the development of Low Wood Scout Activity Centre (including the purchase of the new Laser Tag equipment) and the Appointments Committee who have a vital role in Safeguarding and recruitment of adults.

As we re-emerge from the lockdown world that Covid gave us, some groups have found new challenges in recruiting adults to ensure that Scouting is able to effectively operate right across Keighley for our growing numbers of young people. The details of this are outside the responsibilities of the Executive, but we are working together with the District Team to facilitate possible steps and solutions to help and support groups in restarting all sections.
One change that has been applied to our constitution for this new year is the introduction of a Finance Sub-Committee. The Executive have spent a lot of time discussing and debating how we provide effective financial management and financial support for the district. As this is one of the most significant responsibilities of the Executive Committee, we wanted to ensure that we were doing it justice. Practically, and for all of you, this includes one big change: we will be closing the Advantage Fund and replacing it with two new funds (the Inclusion Fund and the Expedition Support Fund). The purpose of the Inclusion Fund is to provide financial support for those who would otherwise find that money is limiting their active participation in Scouting. The Expedition Support Fund will be available for those who would like support in fundraising efforts, usually as a part of their journey to a large expedition or international trip. We would like to make sure these are well known about so keep an eye out for more details coming soon!
Another change has been to re-focus on Data Protection and how we support our leaders in ensuring that we are acting responsibly and within the scope of the law with regards to personal information. Currently, all those who might have access to personal information are required to complete a training module on this topic. We have recently co-opted Hannah Whitehead to the Executive Committee who has taken on the role of Data Protection Lead for the District. She will be sharing some guidance for everyone shortly, and she is working to ensure that we are doing all the right things as required. If you have any questions about your Data Protection reposibilities, you are welcome to speak to Hannah or myself about them.
I would like to finish by sharing several ‘thank you’ s. Firstly, I would like to thank all of the members of the Executive Committee for their dedication and contributions to our team over the course of this year – thank you! Secondly, to Jeanette and the District Team who, without their leadership, the district would not be the hive of collaboration, scouting activity and opportunity that it is – thank you! Thirdly, to all of the leaders and adults in Keighley Scouting who are the front line and the people without whom our young people would be lost – thank you! Finally, and most importantly, I would like to extend my thanks to all of the young people (from our youngest Squirrel Scout to our oldest Network Scout) whose excitement, enjoyment and enthusiasm for scouting give all of us cause to smile – THANK YOU!

Scout District Report
Jeanette Young, District Commissioner
AGMs are a time for reflection, looking back on the achievements, events, and activities of the last year. Groups running to capacity; Squirrels opening; new appointments.
It will come as no surprise to you all when I say that scouting continues to thrive in Keighley. We have grown in numbers, groups have regained their confidence and are once more organising activities, events and camps for our young people. Scout groups are the heart and soul of scouting where you make that difference. Without your collective talent support enthusiasm and commitment scouting in Keighley would not be what it is today.
Our leaders and helpers give an enormous amount of time, commitment and energy creating a diverse range of opportunities enhancing the lives of our young people. One has only to see the smiles on the faces of our young people when on camp or attending an event or activity.
We already have so many amazing leaders in our district but to support them even more with more volunteers would be truly great. Without doubt there is still much work to do with some groups needing lots of support recruiting new volunteers into scouting and introducing them into groups who are desperate for more help. We can offer our young people so much more with more new leaders.
The exec and the appointments team work tirelessly in the background with Joe doing a great job as Chair working with compliance and GDPR – thank you to Hanna Whitehead who has joined us to take the lead on GDPR.
The District Christingle was cancelled with some groups holding their own and once again collecting gifts for the Salvation Army’s Christmas hampers.
Thankyou to Tim and his team for their support within the district.
The Santa Run went ahead with all the groups supporting the Lions.
Our St George’s celebration was a great success held on Church Green. Thank you to Moz for words on St George and the sound system, even providing the backing for BP Spirit.

Thank you to the District team who work so hard organising so many events and activities for our young people, they are a great team who work so well together inspiring our young people to greater challenges and experiences.
We have international groups going to South Korea, Dordogne and Canada all working hard raising funds for their adventure please help to support them in any way you can.
I am sure we can be proud of what we have achieved on our Scouting journey and the memories we have created and shared along the way that last a lifetime and can be certain there is more in store.

Youth Shaped Report
Josh Haggo & Thomas Keighley, District Youth Commissioners
The last 12 months have had their ups and downs, But thankfully now we seem to be seeing the tail-end of any Covid based restrictions and have been able to enjoy a return to “normal” scouting over the past few months.
We have both been honoured to be a part of that and being able to interact will all the young from across the district that take so much from the efforts of all of our brilliant volunteers and leaders.
We’ve both enjoyed meeting new faces with our You-Shape award visits that are set to continue in the coming months and will allow us to meet even more young people and hopeful my assist them in gaining their awards. We are hopeful that we will start to see more and more Beavers, Cubs, Scouts and Explorers gaining parts, if not all parts, of their award in the coming months.
We’ve also had the pleasure of taking part in many of the district events put on over the weekends and holidays. From the vast variety of activities on offer at the numerous challenge flags, to the more chilled and relaxed atmosphere of the bowling competition we’ve loved every minute and would like to again congratulate the ADC’s for all the hard work and effort they put into making these events the huge success that they are.
Lastly, a heartfelt thank you to all of you from both of us. We wouldn’t have been able to do half as much as we have done this year if it hadn’t been for the help and support of the distract and it’s leaders. Whether it be opening up your troop evenings to have us come along, or allowing us to spend a weekend on camp with your group, it’s a privilege to be a part of such a wide, open and caring district.

Beaver Scout Section Report
Lily Ogden, Assistant District Commissioner (Beaver Scouts)
This year it has been great to see the beavers getting out and about again.
Here are our events over the past 12 months:
-
First was the Beaver Christmas event – Adventure to the north pole! Which saw beavers experimenting and having fun, as well as a swift visit from Santa!
-
We then had the Challenge Flag which tested the beavers’ scouting skills as well as team work. Well done Oakworth for winning the flag this year!
-
Then we had the easter egg hunt which was run by our Jamboree team, which had a great turn out and was a fab fund-raising event.
There is plenty of activities coming in the next 12 months for beavers.
These include:

A day hike

A sleepover at the deep
-
A trip to the circus
It’s been great to see what beavers across the district have been getting up too and seeing them engrossed in the program groups have been planning.
I would like to make a special thanks to all the leaders and volunteers across the district that make all of these opportunities available to the beavers and keeping them engaged and enjoying scouting.

Cub Scout Section Report
Joanne Ward & Sharon Simms, Assistant District Commissioners (Cub Scouts)
We are so pleased to be getting back to ‘normal’ scouting with competitions, activities and events taking place this year, with lots to look forward to for all the Cubs in the district. We’ve got lots planned, including a Badge Day, Bake Off, Christingle, Water Day, Challenge Flag, The Deep trip, Night Hike and Queen’s Jubilee Celebrations and Fun Run.
Thank you to everyone who gets involved and helps to make all the events so successful, a big thank you to you all.
It has been great to see and hear about all the great things that packs have been doing since faceto-face scouting began again. Keep sharing your Scouting on our District Facebook page @Keighley District Scouts or via our District Twitter feed @KlyScouts!
The Challenge Flag in March this year was held at Low Wood and was enjoyed by all. The activities included fire lighting, teamwork, tallest tower, archery, pioneering, code breaking. The winners were Fell Lane, 2nd place Haworth and in 3rd place Oakworth. Well done to all the teams that took part.
The night hike took place on Saturday 5th March and was attended by 7 packs from the District. Over 100 young people, parents, helpers, and leaders walked over the moor from Ilkley to Riddlesden, stopping for refreshment at the top whilst watching an amazing sunset.

Scout Section Report
Ben Ogden & Stephen O’Sullivan, Assistant District Commissioners (Scouts)
2022 has been about ‘getting back on track’ We’ve worked hard to get our varied programme of activities out as scheduled. We’re pleased to report we’ve had a good-excellent turnout to all events, which tells us Scouts want these activities!
Since Summer 2021, we’ve had:

Sept 2021 – Water Activity Day – Over 90 Scouts & Explorers converged on REVA and participated in sailing and paddle-based water sports.

Nov/Dec 2021 – ADC Visits – We called in and visited groups across the District to tell the Scouts what we had planned and find out from them what they want!
-
Jan 2022 – Scout Bowling Competition – 60 Scouts competed in the Bowling competition – Congratulations to Long Lee Scouts!

Feb 2022 – Patrol Leaders Council – 20 Patrol Leaders from across Keighley came together in our first ever Patrol leaders Council. The programme was a mixture of PL training and discussing Scouting.

March 2022 – Our Scout Dordogne contingent gathered for a training/bonding day.

March 2022 – Scout Challenge Flag – 8 Teams, 9 Challenges, only 1 flag. A big BRAVO to Fell Lane Scouts picking up the win.

April 2022 – Camp Cooking Competition – Scouts lit fires and cooked their campfire menus for chef supremacy! Congratulations Haworth for putting together a culinary masterpiece!

We also have special plans for a series of special video presentations, by our Scouts, promoting Scouting in Keighley for the end of the year (more on this soon…)
We would like to thank everyone who has helped us in putting together the activities, giving us feedback and for taking part, including the District Team, Explorers, Volunteers across the Troop. Of course, a huge thank you to all the Scouts across Keighley who make these events fun, challenging and rewarding for us to run.

Explorer Scout Section Report
Paul Bastow, District Explorer Scout Commissioner
The section is doing very well. We started the year with approx 33 Explorers and with Aire Valley opening in the summer we have increased to approximately 74, which I think is jolly good.
Slowly we are putting on district events. The first being the Challenge Flag held on a lovely day in March. Six teams competed in six different challenges with Riddlesden Team 2 coming out on top. Everybody seemed to enjoy themselves.
All units have been busy doing all sorts of stuff like camping, crafts, quizes and Zoom calls!
The District Duke of Edinburgh unit has also restarted again this year, lead by Bob Smith. They are back to meeting monthly and supporting all of our Scouting community, aged 14+, to earn some of the top awards in Scouting.
Thanks to all the Explorer leaders and helpers.
It’s been a strange year with lockdowns and such but to increase the attendance by over 100% is amazing! Let’s look forward to a better 12months.

Keighley Scout Service Network Report
This report incorporates the District Scout Network Unit and the District Scout Active Support Unit

January is the date of the KSSN AGM.
The rest of the 2021 was cancelled due to Covid 19 Apart from a monthly zoom meeting for us all to keep in touch until September when we started up Meetings again.
Then the new variant kicked in and scuppered our annual Dinner
During the year we have carried out three working sessions at low wood to create a new pathway to the sewerage works.
Thanks to all those who took part hopefully we will get to do something this year 2022 already got things in the diary:

District Adult Training Report
Rebecca Tillotson, Local Training Manager
This year, we have worked hard to try to be 100% compliant on our mandatory training modules of Safety, Safeguarding, 1st Aid and GDPR. We are about there on safety and safeguarding, but still have a way to go on first aid. National are now wanting DCs to start revoking warrants, so it is really important that you keep your training up to date. Joe has worked hard to make 1st aid easier, with two online modules and then a short face to face course so please can we all work hard to get this up to date.
Over the year we have ensured that numerous leaders have completed their wood badge training. It has been good to see new leaders be able to attend face to face training again as this is a great opportunity for them to learn new skills and build new relationships.
The introduction of the Squirrels section has seen a whole new section of leaders who have just begun their leadership journey so we look forward to seeing them and their sections progress over time.
Thank you for those of you who work tirelessly to ensure that your (and the rest of your groups) training is up to date. Please keep your eye out for emails from both myself and HQ for renewals. As always, if there is anything I can do to help, just ask.

KSSN Radio Officer’s Report

During the covid Pandemic the team and its radios have not been used much at all
However, the team are now starting to receive requests for more acidities
November 21 we assisted the councils Remembrance parade February 22 Guides thinking day (Parade cancelled due to weather at last minute) March 22 Cubs Night Hike April 22 St Georges day parade April 22 Annual Fellsman Hike after missing for 2 years May 22 Some of the team members will doing refresher TM Training
For the remainer of 2022 year we have further requests to assist with 9 additional events

Low Wood Scout Activity Centre Report
Stephen O’Sullivan, Low Wood Scout Activity Centre Management Team Chair
Community Asset Transfer (CAT)
Bradford Council have recently approved the disposal of the site to Keighley District Scout Council by way of a Community Asset Transfer. Now this has been approved, the legal agreement needs to be finalised – heads of terms have been received from the Council and are being reviewed by the Low Wood Management Committee.
To get to this stage, a lot of work has been required addressing queries from the Council and trying to push for quicker progress by the Council which was significantly delayed as a result of the Covid Pandemic.
We hope now that the agreement will be in place soon to enable us to progress with our more ambitious plans for the site.
Site Use and Activities
The use of the site is increasing again as Scouting gets back to camping. We are keen to increase the numbers using the site as the income generated from this will enable us to invest further in the ongoing development of the site
Activities including Archery, Axe Throwing, Air Rifle Shooting and Grass Sledging are all available and in regular demand by users of the site.
The most recent addition to the site is lazertag – with funding from the District Executive we have purchased a set of lazertag equipment. This has been used by a number of Scouts and Explorers in the District who have really enjoyed this activity. A recent promotional video was launched on social media and has already led to bookings being made and we have high hopes that this will be a popular activity which will draw people to the camp site.
Site infrastructure Development
Work to improve the site has continued in the last including a new shelter built by the flagpole on opposite the main building and extending the provi-shop building by the entrance gate.

We have planning permission to build a toilet block up on the main camping area at the western end of the site and will start this soon subject to funding being available.
Plans to convert the houses to a bunk house were put on hold as we were not able to proceed with the lottery application as a result of not having the CAT in place. Plans are being reviewed not that we are close to having the CAT in place and options being considered include demolishing the houses and replacing them with a purpose built building – this is considered a better option given the condition of the existing houses.
The access road condition remains a cause for concern – it is not an adopted road and as such Bradford Council are not responsible for it as they are for public roads in the Bradford Area. We continue to make representations to Bradford Council about our concerns on the condition of the road and for action to be taken to address it.
We want to prepare a site masterplan setting out future development plans for the site and plan to engage with all users of the site and other stakeholders as part of creating this plan.
Fundraising
We continue to apply for grants to fund developments on the site from many varied sources and have continued to have some success (see site accounts for details)
Site Team
We have a small team of hard-working volunteers running the site, taking bookings, running activities, applying for funding grants and working to complete the CAT. Several of the team already have other roles across the District . As such we are keen to find more volunteers to help with any of these tasks that are important to keep the site running.
