Area Chairs Report
I would like to thank you all for approving my nomination as your Chair at the 2021AGM. Not having a Scouting background this year has been a steep learning curve for me once again. I am incredibly grateful for the support given to me by all members of the current Area Executive and the members of the previous Area Executive as they have made the task of managing the exec in 2022 much easier. I would like to particularly thank Gary Evans, (the previous Chair), Allen Aldred (property), Peter Muxworthy (accounts) and Pat (training) and Ann who have always made themselves available but now I need to make mention of our new comers who coming out of covid have worked so hard.
People on the exec like Gareth Killa our new treasurer has set a whole new banking system in place for us. Kyle Robinson our new Property guru helped us to buy our Gorseinon hall and is working with all groups to establish title and ownership. Graham Rees Evans our new area commissioner is working hard to rebrand and refashion West Glamorgan Scouts for 2022 and beyond. All of the area executive have stepped up their activities to make our new Scouts 2022 function so well.
On the uniform side Rob Redmond moved back to his original role as our Regional commissioner but yet he has been there supporting the area as we have stepped forward out from covid.
The constraints of Covid-19 and the impact that it has had on our personal and working lives has meant that we have had to do a lot of our business via Zoom, however coming out from covid:
We now have 1328 members on the January census which is up 35%
We see activities up, Skills workshops, Paddleboarding, canoeing, walking rock climbing, development of trainers and assessors all increasing. See graph attached regarding water activities.
Over the Last 12 months I have visited our camp sites, I have visited, Fforestfach, Baglan and Sketty groups
I have met with the area commissioner; the Activity Team Leaders Gareth and Andrew and they all have one thing in common and that is a positive story of growth and greater activity to share. Our area outdoor activity teams Led by Gareth and Andrew have been very busy taking

youngsters in groups both canoeing and rock climbing with their new equipment which you can now evidence this on our Glamorgan West website.
I have also met with neighbours of groups, helped to sort out issues that have arisen and been something of a support to all of our groups as we grow our brand of scouting in this area of Glamorgan West in 2022.
I look at all the reports from all of the areas involved and they all have one thing in common, i.e. positive growth and lots of activity. This to me is what Scouting is about.
Last year we rebranded the AGM to a day of activities, skills and showing off what we do so well in Scouting. This was a great success and a larger group than ever attended Listened and took part in the business and award ceremony.
All of this has enabled me to keep our focus as an area exec and to keep the business side going forward in order to sustain our uniformed activities.
Hopefully, even better times are still coming and look forward to meeting even more of you during the autumn.
One thing that I have discovered during my three years as chair is that Scouting in our Area is growing and that it has an abundance of dedicated and committed volunteers, who willingly give up their time to provide quality Scouting to our youth membership and on occasions to our adult membership.
I would like to thank you one and all for your commitment in taking things forward over the last year, and long may you continue to do so.

Area Commissioners Report
Wow, has it been a year already?
It only seems like a couple of months ago that I was being invested at the 2021 Area AGM. But then again, a lot has happened in the last year. Thanks go to Rob Redmond for holding the reigns after Andrew stood down.
The area has bounced back incredibly well after COVID and moving in and out of lockdowns, with every group now back to full strength, or even showing signs of growth.
It has been amazing to see so many young people attending area, district and group events and having fun, learning new skills and socialising together.
As the figures show, unsurprisingly, we grew by 35% between the 2021 and 2022 census. We knew that in January 2021 groups were still struggling to engage with their young people physically, and some groups were still not meeting at all. However, by January 2022 almost all the groups within the area were back up and running to full capacity. The growth between pre-lockdown and post-lockdown was 3%, an increase on the previous year (between 2019 and 2020 of 2%).
New Squirrel Drays have grown in 3 groups in the area (1st Neath, Baglan and Fforestfach) with booming numbers and waiting lists in each.
Scouting still plays a massive part in the community of Swansea and Neath Port Talbot with Scout Groups throughout the area engaging with a variety of projects in their local communities, including joining in with Platinum Jubilee celebrations.
We are very fortunate in this area to have had our executive finances managed so well in the past that we can now support groups and area teams. Some notable activities have included supporting new activities through the area activity team through the purchase of new equipment; physically securing area assets through grants for fencing; securing the future of a Scouting presence in Gorseinon through the purchase of land; and helping to grow the provision of Scouting in Sketty through a donation to help with extending their meeting space.
I said in my address at the 2021 AGM that I had a rough idea of the direction I would like to see us go as an Area. I also mentioned that there are lots of things we do very well as

an area (which I would leave flourish), but there were also areas where we could do better, and those were the areas that I was going to concentrate on first.
We are a movement, and with that comes change.
There are several changes coming from UK Headquarters that aims to improve the joining process, the volunteer journey, adult administration and permits. Information is being released bit by bit – when I know more, you will know more.
What isn’t changing is the amazing activities that is delivered by our leaders, assistants and section helpers – things just might look a little different in the near future.
Each member of the area team and the district commissioners have done a sterling job in their respective areas, making the role of Area Commissioner very easy indeed.

Area Youth Commissioner Report
As Covid19 Lockdown rules started to ease in the April of 2021, we saw an increase in groups returning to face to face Scouting as we navigated our way through readiness levels of the coming months. As far as I am aware, when we were at a suitable readiness level to return face to face Scouting safely, a number of Groups invited the views of youth as to if they felt ready to return.
Over the summer months, I was involved in the recruitment of a new Area Commissioner and represented Youth Voice on the Area Executive committee.
Whilst having a meeting with Gareth Watkins (The Chair) regarding the upgrade of the AGM, I proposed an AGM/Skills day to accommodate Leaders and Explorers. This was a successful AGM, with lots of activity bases, socialising, music and information. Despite the rain dampening our barbecue, there was a lot of positive feedback with over 15 Explorers and 4 Units in attendance.
There are some improvement points to be considered, for example the timing of the activities which will all be approached at the 2022 AGM.
In September/October there were 2 very large celebrations for Scouting Youth.

⚫ Squirrels was launched for 4–6-year-olds, with over 3 Dray’s in the Area by the end of the year.

⚫ The Youth shaped Award was launched for Beavers – Explorers.
Over the past year, I have visited a number of Sections, to take part in activities or help run the Youth Shaped award. Social media pages have been created for the Area Youth Commissioner to enable members to keep up to date with the latest information

Area Activity Team Report
Where do I start, thinking back some 4 years when I first had a discussion about getting the water activities up and running seems a long time ago. After working closely with the Area team to get the funding needed to purchase sufficient equipment to enable water activities to be run for the area. We had a small team of volunteers who stepped up with the interest and appetite to get going, In the first year after getting all our nice shiny new equipment we managed to run a few sessions before we had the small issue of the pandemic. This basically brought the whole project to a halt.
Thankfully as the restrictions eased the team were eager to get up and running. During the first year up to April 2022 we put 260 young people on the water, expanded the team of instructors and also successfully developed some of our team towards gaining a permit.
After the first partial season and after seeing the appetite for activities within the area we decided that the team could expand the range that we offer. A business plan was put forward for funding to purchase climbing equipment, the take up from leaders wanting to be trained was fantastic. We took delivery of the climbing equipment in September 2021 and began training leaders to get their permits in March 2021. After a number of indoor sessions, the team quickly progressed to training at Dinas Rock where many of the instructors successfully passed their permit assessments.
The Activity team also has a number of hill walking permit holders who are happy to take groups out on the hills. Most of these are leaders that already had the knowledge and, in some instances previously held permits. There are a number of Mountain Leader Permits held within the Area these permit holders are able to train other leaders to enable them to get their own permits to take young people walking in some of the most amazing areas which are on our doorstep. Over the past year we have also run a number of Navigation workshops which are almost an introduction to hill walking.
Jumping forward to this year and we are going from strength to strength, here are some figures from the first 6 months of 2022.

We were also fortunate enough to have a local company agree to purchase a Mega SUP (8-person stand-up paddleboard) for the Water Activity Team, which has been a huge hit with all groups that have already been out on the Mega SUP.
As a summary we now have the following activities available to all groups Kayaking, Canoeing, Mega SUP, Climbing. Hill Walking, Navigation Training.
We are due to take delivery of stand-up paddle boards soon ready for next season.
We want to continue to expand the activities and training that we offer even further. If you have experience in any of the activities we already have or a new activity that can be added to our expanding list of offerings please get in touch and we can work together to share your knowledge and experience with others.
If you don’t have experience of the activities, we offer but want to get involved in delivering these to our youth members you will always be welcomed by the team.

Area Training Report
Well, what a year!! We managed to get back to some face-to-face training. However, leaders have enjoyed discovering new ways of learning. There have been courses locally, within ScoutCymru and the UK. Zoom training courses have been a bonus and have enabled leaders to continue towards their Wood Badges. This has allowed us to have a greater number of leaders achieving their Wood Badges this year.
Validation is still a problem, but plans are now in place to create a better system including drop-in validation evenings and weekends across the Area starting in September. Keep an eye on the new Glamorgan West Web site.

Non-Compliance figures are coming down but still not at an ideal 5%. We need to ensure that all leaders, managers and supporters keep their Safety and Safeguarding up to date to ensure our young people are safe.
Our next challenge is First Response and for leaders and Managers who have chosen to complete the e-learning and zoom sessions with ScoutsCymru to attend one of the 10B practical sessions as soon as possible

Wood Badges should also be completed within the allotted 3 years. The Area TAs have again been challenged to help leaders who are passed this time or nearing it. If you need help, please ask.
There has been a fantastic array of Zoom sessions across the Area, Wales and the UK both for leaders and young people which will hopefully continue and be enjoyed going forward.
We started a Young Leader Training Programme in December 2019, and this will restart as soon as we get the sessions organised. We have had a good intake of YLs attending the sessions and we need to encourage them as much as possible. These are the leaders of the future, and this training is essential to their continued involvement within the sections
Finally, my thanks go to all the members of the Training team for their support, commitment and friendship which has enabled us to achieve so much during the past year and hopefully continue to a better and more rewarding 2022-2023

Campsites and Activity Centres
Moorlakes Wood Scout Centre
Well although things may not have fully returned to ‘normal’ post-Covid, we are getting there! The last twelve months have seen a steady increase in usage of the site, both by Scouting and by community-based users. Our main priority will always be users from Scouting, but we do welcome enquiries from community groups, especially from schools and recognised youth groups.
Reynoldston Scouts are regular users of the site, and we have also hosted sections from Killay, Clydach, Clase, Gowerton and Sketty Scout Groups. We have also hosted the Area Beaver Fun Day, as well as the Area Explorer Camp in the last few months. It is good to see the site being used by Scouting on a regular basis, and what is especially pleasing is that we will have a busy summer, hosting camps from local Groups, as well as at least four Explorer Units from outside of the Area. We are also due to host an Area Executive Meeting in the roundhouse, so I hope for their sakes it is a warm and dry evening! There are plenty of individual camping sites at Moorlakes and more than enough space to host quite a few Groups, so if you are planning a camp (or even an activity day), then please get in touch with us at moorlakes@gowerscoutcampsire.org.uk
From the community, we have hosted a weekly home education class, weekly visits from Townhill Community School, various drum tuition classes, a wellness weekend, an environmental group from Bristol, the Gower Climbing Festival, an outdoor dance event and an outdoor cinema (showing the Blair Witch Project!). If that was not enough of a mixture, we have also hosted two weddings – one a handfasting ceremony, and the other involving the couple making their vows in front of a celebrant. Moorlakes is truly a magical

place and provides a stunning background to this sort of occasion, so if you, or any other couple you know, are looking for a place to celebrate or make your vows somewhere quite different, then contact us and we will see what can be done for you.
The construction of the roundhouse proved such a success that Craig, together with some of his friends, decided to have a go at constructing a square house (I keep telling him that it is really a rectangle house, but he says that does not sound right!). There is still a little work to do on it, such as finishing off the sides, but when completely finished, it will be as impressive as the roundhouse. If you have not had an opportunity to see either of these buildings (which have both been made from wood sourced from the site), then make sure you book a visit to the site, for an evening, for an activity day, or for an overnight camp.
Unfortunately, we have been unable to progress the conversion of the second WWII shelter into a bunkhouse, as we need to have proper drawings prepared for planning permission, and we need to address the issue of the resident bats! We aim to tackle this in the next twelve months however. The installation of a fresh water supply is also progressing, albeit slower than we would have liked. After talks with City & County of Swansea (who want to bring a water supply into a nearby stock field), they agreed to take over the bureaucracy of obtaining the relevant searches, planning permission and the environmental reports needed, as well as dealing with Dwr Cymru/Welsh Water. They are even proposing to use an in-house team to instal the pipe, which should keep costs down. It is very unlikely that we will have the supply in for this season’s camping, but I can see no reason why it should not be in for the start of next year. Once in, it will be a tremendous asset to the site, and will open up all sorts of opportunities for us.
Log sales, which are a by-product of keeping the site tidy and safe (of fallen and dangerous trees), are still a good source of income of us. The new road mower has already proved to be a tremendous asset to the site, not only aiding us in keeping the grass length down, but also in helping remove bramble. With it, we can do in a day what it used to take us a week before. We still need brush cutters and grass strimmers to finish things off however and with this in mind, we are always looking for additional help when carrying out jobs like this, so if you can spare a few hours, then please contact Craig, Peter, or me.

Neath Scout Campsite, Cadoxton
The last 12 months for Cadoxton has been excellent with many changes to the site and new visitors coming to stay.
The committee has seen very little change apart from a very recent change of treasurer in recent months, of course in the future the goal is to grow the committee.
The Scout shop has been an excellent success in the last 12 months not only have the team supplied thousands upon thousands of badges to the Groups in Glamorgan West but also sending badges and uniform further afield to other local scout shops around the country to support them. A massive thank you must go to Ann Harries, Lynda Powell, Pat Thomas for the work they have done week in week out and Graham Rees Evans for the changes he has made by bringing in Card Payments and also putting in a process to reduce the shop debtors by 80% in a year! We have been lucky enough to be able to grow the shop team with the addition of Sarah Riby and Emily Davies.
The site has been used by many Scout groups from all over Glamorgan West, South Wales and further afield, we also continue to host sessions for local fitness classes, the local conservation group and we’ve even had a local rugby team stay.
Financially we have been very grateful to have received a legacy as part of the John Leitz estate (DC Neath 1953-1963) this can be seen in our accounts, we have started to use this legacy to secure the site for future years.

We have in the last year tackled our largest risk to the site which was the security after several issues in the last 10 years with damage being done to the site. We have done what many of us thought to be too difficult and have been able to fence off the site to prevent trespassing and damage, but this will allow us in the future to invest in site activities for visitors. Due to a sizeable donation by Glamorgan West Area, we have been able to do this whilst still keeping funds available for future investment.
We currently have a very healthy bank balance but we do have a sizeable number of risks to tackle in the coming future, mainly improving the site offering for facilities and securing the main building for the future.
We are also looking to improve the car parking and drainage at the main hall as over years this has eroded the car park and entrance way. We are currently in communication with Neath Port Talbot Council regarding solutions to drainage and whether planning permission will be required.
Looking forward, there are many challenges to come, there are many ideas that we want to implement into Cadoxton to make it the site of the future for many years to come. As we know we have a fantastic asset that just needs some TLC.

Silver Cross Scout Activity Centre
Covid 19 still had a huge effect on use of Silver Cross over the last year. We eventually had clearance to accept groups camping by the end of July but of course by then the majority of those booked for the summer had cancelled because of uncertainty. We did have a few camping for a few nights but most use of the site was day use by local groups. This obviously had a huge effect on income for the year as the regular Covid payments from the government which we received last year unfortunately didn’t happen this year. Our expenditure, however, was still quite high with usual yearly costs but also with maintenance.
Maintenance has been the main focus since the end of the second lockdown. Nature took great delight in growing wild almost everywhere on the site, and major work has been undertaken clearing and repairing. A big thank you to 8th Baglan and Fforestfach groups for their help during the year getting things ready again.
Those of you who have visited the site recently will have seen the work underway for our long-awaited Lid (first mooted at least 20 years ago!) Llangyfelach Community Council kindly donated £2,000 to us and with a late Covid payment from Swansea City Council we decided to eventually go ahead with this project. The Lid will be situated adjacent to the shop and is a 10m x 5m covered area with wheelchair-friendly picnic tables and also lighting for evening use. We know this will be a great addition to the site.
As those of you know who attended the Area AGM held here last September, our abseiling / climbing tower has been deemed not to conform to newer regulations so we had to close this facility. Talks are underway for a replacement but this will be a longterm project and will not be available for 2022. As restrictions lifted, we opened up more

of our activities, with Archery, Tomahawk Throwing, Splatapult, QR Code Trail, Soft Crossbows, Team Building, Orienteering and Pioneering Spars available, and more recently we have re-opened Spiderland which is already proving as popular as ever. Hopefully the Crate Stacking will be back up and running during summer 2022.
Three sections now use the site for their weekly meetings, 4th Lliw Pontarddulais Cubs and Beavers for the summer meetings and Draig Arian ESU who meet all year - it’s great to hear voices ringing around the site and to feel the site alive again.
Our annual tree safety survey and work was carried out professionally in April, and this year there was less work needed than usual thankfully. There was also some storm damage thanks to Dudley, Eunice and Franklin! Ever since the very sad fatality that occurred in Manor House Wildlife Park some years ago, we have been as proactive as we can by engaging professionals who know what they’re doing to undertake the safety survey for us annually and to carry out any remedial work needed. If the unthinkable should happen when people are camping, we have the peace of mind that we’ve done as much as we can to keep the campsite safe.
Another casualty of Covid 19 restrictions was the cancellation of our popular yearly Las Vegas Night in November, but hopefully this year’s will go ahead on November 26th – please check with our Facebook page for any updates. A reminder please, also, that we've signed up to Easyfundraising, so if you can, please support us on https://www.easyfundraising.org.uk/causes/silvercrossscoutcentre/ .

Finally, I really need to thank the members of the Service Team who have pulled out the stops to get things running on the site this year. I know I say this every year but I can’t over emphasise how amazing these people are, some spending almost every weekend in the year here at the site where possible despite family commitments. A HUGE thank you to you all – it would not be possible for Silver Cross to function as it does without you :)
