||The Group's governing documents are those of the The<br>Scout Association. They consist of a Royal Charter, which in<br>turn gives authority to the Bye Laws of the Association and<br>The Policy, Organisation and Rules of The Scout Association.|

This includes the registration, keeping proper<br>accounts and making returns to the Charity Commission as<br>appropriate.<br>The Committee consists of  independent representatives,<br>Chair, Treasurer and Secretary together with the Group Scout<br>Leader, individual section leaders (if opted to take on the<br>responsibility) and parent’s representation and meets every<br>term.<br>Members of the Executive Committee complete_Scout_<br>_Association Induction Training_within the first 5 months of<br>joining the trustee board.<br>This Group Executive Committee exists to support the Group<br>Scout Leader in meeting the responsibilities of the<br>appointments and is responsible for:<br>The maintenance of Group property;<br>The raising of funds and the administration of Group finance;<br>The insurance of persons, property and equipment;<br>Group public occasions;<br>Assisting in the recruitment of leaders and other adult<br>support;<br>Appointing any sub committees that may be required;<br>Appointing Group Administrators and Advisors other than<br>those who are elected.|

||**Risk and Internal Control**<br>The Group Executive Committee has identified the major risks<br>to which they believe the Group is exposed, these have been<br>reviewed and systems have been established to mitigate<br>against them. The main areas of concern that have been<br>identified are:<br>Damage to the building, property and equipment. The Group<br>would request the use of buildings, property and equipment<br>from neighbouring organisations and other Scout Groups.<br>Similar reciprocal arrangements exist with these organisations.<br>The Group has sufficient buildings and contents insurance in<br>place to mitigate against permanent loss.<br>Injury to leaders, helpers, supporters and members. The<br>Group through the membership subscription contributes to the<br>Scout Associations national accident insurance policy. Risk<br>Assessments are written and kept for all activities.<br>Reduced income from fund raising. The Group is primarily<br>reliant upon income from subscriptions and fundraising. The<br>group does hold a reserve to ensure the continuity of<br>activities should there be a major reduction in income. The<br>Committee could raise the value of subscriptions to increase<br>the income to the group on an ongoing basis, either<br>temporarily or permanently.<br>Reduction or loss of leaders. The group is totally reliant upon<br>volunteers to run and administer the activities of the group. If<br>there was a reduction in the number of leaders to an<br>unacceptable level in a particular section or the group as a<br>whole then there would have to be a contraction,<br>consolidation or closure of a section. In the worst case<br>scenario the complete closure of the Group.<br>Reduction or loss of members. The Group provides activities<br>for all young people aged 4 to 18. If there was a reduction in<br>membership in a particular section or the group as whole then<br>there would have to be a contraction, consolidation or closure<br>of a section. In the worst case scenario the complete closure<br>of the Group.<br>The group has in place systems of internal controls that are<br>designed to provide reasonable assurance against material<br>mismanagement or loss and a comprehensive insurance<br>policies to ensure that insurable risks are covered.|

||During the year, members of the group have had the<br>opportunity to take part in regular meetings which have<br>allowed them to work towards the appropriate badges and<br>challenges to allow them to complete the top award in their<br>section.  These meetings have been supplemented by<br>residential experiences appropriate to their age, a district<br>activity day - Atlantic Adventure and other ad - hoc days out<br>appropriate for the age group.|

Summary of the main achievements of The Group spent the year returning to normality following the the charity during the year restrictions placed on us by the Covid-19 Pandemic in 2020 &

2021.   The Scout Troop and Explorer Unit held a number of Camps, including a week long Summer Camp held near Rugeley.  All members of the group had the opportunity to take part in time on the water, be it kayaking or sailing. Members of the group attended the All Wales Scout Camp held in June; Atantic Adventure district activity day held in October.  Members have achieved a good selection of badges during the year, with a good number awarded the top award for their section.  The group was able to attend and support the Scout Fete in July, and succesfully ran a number of stalls and is looking to repeat this in 2023, we also hope that 2023 will see the return of another fundraising activity for the group - Scout Post.  We started our Squirrel section during 2022, extending the reach of scouting to 4 and 5 year

Accountants Report
I have reviewed the financial statements of the l Barry Sea Scouts set out on pages 14 comprising
a summary of receipts and payments in respect of the year to 31 December 2022 and a statement
of assets as of 31 December 2022.
The 1st Barry Sea Scout Group's system of internal control is dependent upon the goodwill and
integrity of the officers and trustees of the group and relies upon the officers and trustees acting in
the best interest of the Group. In this regard evidence was not available to SUPPOrt elements of
receipts and payments.
The fixed assets disclosed in the Statement of Assets reflect the values estimated by a desktop
rebuild cost assessment, conducted during the year on behalf of the Group's officers and trustees.
The report, regulated by RICS, reflects the current rebuild costs for the complete slte and has been
used for insurance purposes. These values do not necessarily reflect the values that these a55ets
could realise in the open market.
The title to the buildings disclosed in the Statement of Assets Is held in the name of the trustees of
the Group and retained by The Scout Association.
The accounts are in agreement with the groups underlyin8 book5 and records and the bank balance
and investments disclosed in the Statement of Assets a8ree with the bank and Scout Association
statements.
