Alec Oates Fund

The fund was established for the Trustees “to apply the income arising towards the provision of financial assistance for camping for Scouts in poor circumstances”

Since the fund was set up in 1943 with the amount of £200, additional legacies and donations have been received by Sheffield Scout Resources Charity in memory of former Scouts and the value of the fund at 31[st] March 2023 was £.41,875

2 applications were received during the year to 31[st] March 2023 and grants totalling £200 were made towards camp costs..

The Executive Committee met on five occasions during the year.

Mr Alan Cull has continued as Honorary Secretary, and all members of the committee are grateful for his work. Mr David Worth has continued as Administrator and has ensured that the Committee has been kept up to date with the financial positions of the Charity and other accounts.

The Office in the Trippet Lane building has continued to support the Scout Movement within the City by implementing decisions of the Executive. Additionally, the Honorary Secretary and the Administrator have continued to provide supportive advice to Groups for Headquarters building schemes and lease renewals. In appropriate cases the Charity will make available financial resources to Groups for Headquarters building schemes.

The committee has continued to receive reports on work that has been undertaken at the Trippet Lane premises. Major items include the completion of some extensive work to deal with roof leaks, relocation of the Archives from the basement to the first floor, removal of the old boiler and refurbishment of the space to allow it to be used for storage and dealing with a large hole that had developed outside the rear door of the shop. Fortunately, the significant cost of dealing with this hole, some £44000, was covered by our insurance.

The relocation of the Archives which covers most Scout Groups in the City, from the basement to the first floor, has somewhat disrupted the work of the Archive Team as did the sudden and unexpected death of David Cooper, one of the members of the team. The Archive Team are thanked for all their work.

The Charity, together with the District Commissioners of the four Sheffield Scout Districts, has continued to co-ordinate with local charities and Sheffield City Council as appropriate.

The Charity has continued to operate the Alec Oates Fund which assists members of the Movement, who may otherwise miss out on an activity, to attend camps and holidays. The committee thanks Mr Brian Hall for his work in seeking grants and overseeing the Alec Oates Fund and also for overseeing our investments that are managed by Investec.

The Charity's investment service has continued to offer the best rates we can obtain to Sheffield Districts and Groups. Details of this service are highlighted in the financial review found elsewhere in this report.

The Executive Committee welcomed the appointment, in August 2022, of Lisa Brearley as our Retail operations Manager and has continued to receive regular reports on the performance of the Charity and The Scout & Guide Shop, the trading arm of the Charity. Although the results were below the budgeted figure the Scout & Guide shop produced a healthy surplus.

Overall, the Charity had a surplus of over £65k and remains in a financially sound position. More detailed financial information is given elsewhere in this report.

The Charity's associated Trust Company, Sheffield Scout (Holdings) Limited has continued to act as trustee for both the Charity and the majority of Groups and Districts in the City. The Executive Committee monitors the Company's work.

The Executive Committee would especially wish to thank all members of the staff and all voluntary helpers for their unstinting support during the last year.

The Scout and Guide Shop

Positive Growth on last year for all sales channels was achieved for the year 2022/23 of plus 3.2%. Budget was not met but this was due to the budget been set at the rate of the sales spike after covid ended and groups were returning to normal from the year before. We had positive growth for the year in Badges even after deducting the 45k approx. sales bonus from the two Queens badges that were issued, guide uniform also performed well for us this year. Amazon and the Shop both had positive growth this year with the website showing positive movement towards the latter end of the year after the mid-year low point.

Since joining the business in August 2022, I have worked within every element of the day to day running of the business so I could understand what was working and if anything needed to change to make working patterns more efficient. It was evident that uniform stock had to be moved from the Rover room as logistically it wasn’t working for the E-commerce side of the business and deliveries coming into the building, therefore work com-

menced on situating all uniform stock downstairs which entailed Archives moving upstairs and the old boiler room being made fit for purpose. This was completed in March 23 and working well.

All staff were given job descriptions with their specific role within the business and 2 new staff members made the team stronger and settled. We thank all of the team for there hard work this year and embracing the changes that have been made within the business.

Our website this year has had focus on the landing page, headers and navigation. Once we were happy with it, we looked at google ads to direct customers to our site which resulted in more sales from January onwards and continued to see more visitors to the site and sales. We are pleased with the positive customer reviews for ease of ordering and delivery times. Postal strikes through December effected sales but good customer service in keeping our customer informed helped us through this difficult period.

Amazon was 39% up on last year and continues to be a good sales platform for us. This year we enlisted the guidance of an Amazon Marketplace Consultant so we could get a better understanding of being a seller on Amazon and how to increase sales. We quickly learnt that it would be better for us to become Brand Manager of Scouts so we could create better stock listings, size charts, images and descriptions and upselling which in turn this would create more sales and reduce returns. Up to the end of March 23 this was still in discussion with us, Lancing and Gilwell. Postal strikes in November and December had an impact on Amazon sales and also saw us loose the buy box on some listings but we recovered quickly from this in January. We will continue to make positive changes through to the next financial year.

The shop has had the benefit of increased footfall with customers feeling confident to return to shopping in store after the pandemic and continues to make a positive impact in Scouting and Guiding in Sheffield. Window displays have had more focus so it now looks aesthetically pleasing and shows full range of uniform for both movements. The pack offers we ran from November to February to help clear high stock levels and help parents with cost -of-living crisis by passing a discount on to them was received well and we had good feedback, although this impacted on profit margins it boosted sales and depleted stock levels held in the building.

Our social media channels have had a revamp and now support both shop and website in sales, new products and relevant up to date information for both movements.

FDL Supplies

Sales for the year was 13.9k with a profit of 1.8k after depreciation charges. The Scout and Guide Shop and Glasgow were still FDL’s biggest customers but we do now have new Scout shops that are ordering from us monthly. New designs on existing products and new product designs, like the seasonal camp badges have proved popular and selling well. Currently FDL are in the process of advertising uniform badges that will be purchased in packs from The Scout and Guide Shop and sold in bulk through FDL to other Scout shops.

One member of staff now runs FDL on a daily basis which is a great placement within our staffing team and this has enabled the business to move forward with new product and design ideas. A further new member of staff with a strong on sales background will help build the business of uniform badges and support the customer services for FDL

Scout Archives

Due to the Covid situation the Archive Team did not meet for 18 months prior to September 2022. In that period of time the Archives were moved from their basement room to the Committee Room on the first floor. This was to release more space in the basement for shop product stock. Due to the absence of the team the move of all the papers, books, uniform, badges, flags, cup and trophies and other items, together with the cabinets, cupboards, desks and pc’s, was carried out by shop and other staff. Whilst the team, were very grateful for this being done for them, it did mean that when they returned in October 2022, they faced a significant task in re-establishing order from chaos. In view of that very little new work was achieved.

With the new home now settled and ship-shape we hope that 2023/24 will be a more productive year. However, due to illness and a death, the team is much reduced and would welcome anyone who would like to spend a Monday morning in pleasant company sorting out the history of Scouting in Sheffield will be made very welcome. Previous knowledge of Scouting would be useful but actual knowledge of Scouting in the city is not required!

The Archive provides a safe home for not only Sheffield, but also any Scouting connected item, and the team welcomes any donations. The Archivists

. Sheffield Districts Scouting Activities Report

This year has been recovery year following the Covid pandemic. Group numbers are recovering and increasing and Squirrel numbers are gradually appearing in most groups. Matt Hardman is Acting District Commissioner in Sheaf District and Janette Mellor continues as Acting District Commissioner in Don. The highest Scout Award the Cornwell Badge has been made to Kiran Rowntree 180th Millhouses Scout Group.

The Cornwell Scout Badge is so rare and that only a handful of young people are awarded it across the UK each year with only 4 being awarded since 2016.

Kiran Rowntree received the Cornwell Scout Badge, in recognition of his courage and endurance under extreme conditions. Kiran has a long-term physical condition but has excelled as a Cub and a Scout and continues to inspire and influence his fellow Scouts. .

FINANCIAL REVIEW

The Income and Expenditure Account of the Charity for the year ended 31[st] March 2023 and the Balance Sheet as at that date follow this review. The activities of the Charity fall into four sectors and these are dealt with individually below.

Administrative Services and Trippet Lane Premises

Income increased by £7,705 due a significant increase in various investment income streams including interest from the additional capital invested in The Scout and Guide Shop. There was a small increase in Administration and Establishment expenses but £23,193 was spent in refurbishment of the Trippet lane premises compared to £7,115 in the previous year. Due to the latter the Charity incurred a loss of £6,418 compared to a surplus of £8,862 in 2021/22. Our direct financial support for Scouting activities increased to £11,693. The Charity’s budget for 2023/24 indicates a surplus of £9,027. This is after direct support to the 4 Sheffield Scout Districts.

The Charity expresses its sincere thanks its lay advisors for the considerable time and effort they expend in providing advice, encouragement and support for the Scout Movement within the City of Sheffield.

Consolidated Investment Service and Group Loan Scheme

At 31st March 2023, 45 Districts and Groups had active accounts in the scheme, although 5 of these held zero balances. Deposits with the Charity totalled £767,368, a net increase (including capitalised interest) during the year of £73,935.

Interest of £16,140 was paid to investors during the year. The Scheme’s earnings during the year were less than the interest paid by £738 and this increased the accumulated deficit to £4,141. This is not expected to reduce during the current year due to static interest rates and the Charity’s agreement to maintain interest rates at the current level.

The average rate of interest paid during the year to all investors was 2.19%, a rate significantly greater than any available commercially in the High Street for relatively small short term deposit balances.

The standard rate of interest, introduced at 1[st] April 2022 of 2.25% has been

Donations and Subscriptions

The Charity would like to thank all donors and subscribers for their continued support for the Charity and its work in supporting the Scout movement in the City of Sheffield

maintained. The continuing difficulties in the financial markets indicates that the re-introduction of the interest rate supplements will continue to be delayed.

The Charity continues to offer provide financial support in the form of low interest rate loans to Sheffield Scout building and repair projects. At present there no active loans.

The Scout and Guide Shop

Overall Position

The operation of the Charity developed a surplus of £69.5k, a decrease of £133.4k over the previous year. The overall budget for the year 2023/24 is for a surplus of £76.2k to be achieved. That surplus is after the application of non -cash depreciation of £17.4k and the Charity providing positive direct financial support to the Scout and Guide movement of £13.6k.

During the year product sales fell by £17.2k to £1,217m. The overall gross trading margin decreased by 2.1% % due to increased competition in internet and Amazon trading.

Sales volume related Operating and Administration expenses, excluding staffing costs, increased significantly due to increased costs in maintaining sales levels at competitive prices. Salary costs increased by 24% due to strengthening the management team. Due to these factors and the reduced gross margin the shop operating surplus fell by 10.1% to £74.1k

Stocks of products increased significantly by £432.8k in order to service the increased trading level. This has been financed partly from short-term borrowing from the charity and partly from support from our main supplier Scout Shops Ltd. with favourable credit terms.

Our close relationship with Scout Shops continues and sales are budgeted to increase £1.675m in 2023/24 with the net profit falling to £52.2k due to the increase in sales being in mainly in uniform badges which yield a lower margin rate. The comments received by the staff indicates that the shop continues to provides a very positive service to the movement. Our thanks go to the staff for all their efforts in maximising sales and managing the significantly increased trading levels.

FDL Supplies

The Charities subsidiary wholesale trading operation, FDL Supplies, has continued at a very low level of trading. Sales increased by 30% to £13.9k and a small surplus after depreciation of £1.4k was achieved.

The budget for the coming year is for trading to increase significantly as FDL will be utilised to distribute sales of uniform badges to other Scout outlets. In
