Report of the Executive Committee
The Executive Committee met on five occasions during the year. The meetings in June and July were held by Zoom with face-to-face meetings resuming in October 2021.
The Executive were pleased to note that once Scouting meetings were beginning to restart after lockdown orders for uniforms began to rapidly increase, although, in common with many organisations, we have continued to experience supply problems throughout the year.
Mr Alan Cull has continued as Honorary Secretary and all members of the committee are grateful for his work. Mr David Worth has continued as Administrator and has ensured that the Committee has been kept up to date with the financial positions of the Charity and other accounts.
The Office in the Trippet Lane building has continued to support the Scout Movement within the City by implementing decisions of the Executive. Additionally, the Honorary Secretary and the Administrator have continued to provide supportive advice to Groups for Headquarters building schemes and lease renewals. In appropriate cases the Charity will make available financial resources to Groups for Headquarters building schemes.
The committee has continued to receive reports on work that has been undertaken at the Trippet Lane premises, including some extensive work to deal with roof leaks.
As a consequence of the lockdowns there has been very limited activity with respect to the Archives.
The Charity, together with the District Commissioners of the four Sheffield Scout Districts, has continued to co-ordinate with local charities and Sheffield City Council as appropriate.
Whilst the Charity has continued to operate the Alec Oates Fund to assist members of the Movement to attend camps and holidays there has been very limited demand because of the disruption of Scouting Activities. The committee thanks Mr Brian Hall for his work in seeking grants and over-

seeing the Alec Oates Fund and also for overseeing our investments that are managed by Investec.
The Executive Committee were advised that the Charity had received an interim sum of £56000 from the estate of Edward Gore Flint and noted there will be a further small payment once the estate is fully discharged. The money had been invested pending a final decision on how the legacy will be used to support Scouting in Sheffield.
The Charity's investment service has continued to offer the best rates we can obtain to Sheffield Districts and Groups. Details of this service are highlighted in the financial review found elsewhere in this report.
The Executive Committee has continued to receive regular reports on the performance of the Charity and The Scout & Guide Shop, the trading arm of the Charity. As mentioned above the restarting of Scouting & Guiding activities resulted in a greatly improved trading position for the Scout and Guide Shop. Whilst some trading expenses were higher than budget due to increased volume the profit of £201K was well in excess of budget. The shop has repaid the loan it received from SSRC and has reduced the support it receives from SSRC.
Overall, the Charity had a surplus of £202k and remains in a financially sound position. More detailed financial information is given elsewhere in this report.
The Charity's associated Trust Company, Sheffield Scout (Holdings) Limited has continued to act as trustee for both the Charity and the majority of Groups and Districts in the City. The Executive Committee monitors the Company's work.
The Executive Committee would especially wish to thank all members of the staff and all voluntary helpers for their unstinting support during the last year.

The Scout and Guide Shop
Active outdoor Scouting recommenced as the pandemic lockdown was reduced in April 2021 and indoor meetings started in September. Sales grew steadily for the first half of the year but with the start of indoor meetings it seemed that almost every member of the movement need a new uniform. This led to two problems for all Scout and Guide shops – a shortage of stock and a shortage of staff. Luckily, due to our strong finances and close connection with Scout Shops, the first was minimised and, as always, our staff overcame the other. The availability of stock has hampered the sales throughout the year due to problems with both overseas production and the delivery chain.
Shop sales for the year 2021/22 grew by 560 % to £1.235m. To achieve this growth stocks were increased 50% and 3 new members of staff were employed. The overall sales margin also grew slightly and expenses relating to trading levels increased, including wages.. However, the higher level of trading enabled the shop to reverse the 2020/21 loss into a profit of £199.9k. This enabled the shop not only to remove its reliance for funding from Charity but also to fully repay the financial support provided over the last 30 years.
The click and collect operation of the shop continued for the first part of the year but we finally re-opened properly to customers in September. Demand slowly grew indicating that not everyone wants to use the internet and there is still a place for a physical shop.
Our website remains key to our sales operation especially with regard to the supply of uniform badges whilst our strong sales presence on Amazon allows us meet the requirements of customers who are new to the movement. We are the main supplier of Scout uniforms on that selling channel.
Our closer co-operation with Scout Shops has developed further and this has had a direct benefit on both sales and margins and has consolidated our position in the market place for the future. The Scout and Guide shop continues to be the largest supplier of Scout uniform in the UK and one of the few supplying uniforms for both movements.

The operation of our subsidiary trading operation, FDL Supplies, has remain virtually closed but, as district Scout shops re-open, we hope that this operation will recommence and grow. The sales made via our own shop and website continues to indicate that there is a demand for their products. A report of their activities is contained in a separate section of this Annual Report.
The continuing co-operation with Scout Store assists us in both developing our share of the Scout market and improves our operating surplus in both financial and percentage terms. Calculating figures for the 2022/23 budgets has been more difficult than usual but we currently budgeting for sales to grow to £1.914m which should result in a surplus of £294k.
The Charity is greatly indebted to the members of staff whose efforts in meeting the challenges over the last 12, expanding months, have placed The Scout and Guide Shop in a stronger position than it was at the commencement of the pandemic in March 2020.

FDL Supplies
Although activities within the movement have re-commenced after the pandemic most District Scout shops, FDL’s customer base, have, like our own shop, concentrated on supplying of uniform. Sales and promotion of FDL products has therefore remained very low and no new lines were added to the range. Sales of £10.7k were achieved, mainly through The Scout and Guide Shop but, after depreciation charges, a loss of £1.3k was incurred.
Sales of products by Sheffield and Glasgow shops indicates that there is a market for the products in the FDL range and it is planned that promotion will recommence in the coming year and that new products will be introduced into the range.

Scout Archives
Due to the Covid situation the Archive Team has not been able to meet in 2021/22. Despite the absence of the team a number of enquiries and questions have been received and answered via the web site.
The two memorial plaques and the Books of Remembrance have not yet been mounted in the Rover Memorial Room as the room has had to be used for storage of stock due to the increased volume of trading.
A number of significant donations have been received during the year. These include a commissioner’s uniform jacket from the 1950’s. Unfortunately, this contains Scottish rather than Sheffield badges as the owner was located in Edinburgh.
We also received in a small package from the family of a Sheffield leader, including the program for a Scout Display in Hillsborough Park in 1911 and the Leader instructions for attendees at the Windsor Castle Scout Rally in 1910. Whilst these were of great interest the most important item received was a full set of the original 6 fortnightly parts of the publication “Scouting for Boys” published in 1908 and on the basis of which the Scouting movement began. The items had belonged to the doners Grandfather who was a leader in the 7th Attercliffe Troop. He had been a leader for a just a few years up to the 1[st] World War and although he had never returned to Scouting, he had treasured the items for the rest of his life.
The Archive provides a safe home for not only Sheffield, but also any Scouting connected items, and the team welcomes any donations. The Archivists can be contacted through Scout Headquarters.

Basic group information can be found under the “ Groups” link on the home screen navigation and in more detail, up to the 1980's, in the Annual Reports which can be located from the “ Archives” link on the home page.

. Sheffield Districts Scouting Activities Report
After a very difficult 12 months in the year to 31st March 2021 Scouting restrictions were relaxed in April 2021 and all sections were able to meet together outside. Although there were no restrictions on numbers participating, leaders had to abide by strict Scout Covid regulations. Adult leaders could meet socially without youth members but in that case, they had to abide by the Government Covid Guidelines. All Districts indicated that numbers involved in activities were lower than before the pandemic commenced but all were very enthusiastic to be meeting together.
Initially groups were meeting outdoors and thriving on the opportunity. By June numbers in the Groups that were active were nearly back to pre-pandemic levels and Groups were starting to deal with waiting lists. All Districts had started camping again albeit with many restrictions.
There was a further outbreak of Covid towards the end of the summer which meant some more restrictions for a short period but, by October, groups were gradually returning to indoor meetings with fewer restrictions. However, a number of smaller Groups with less resources remained closed.

which had increased parental awareness and appreciation of Scouting. Some new leaders had been recruited but the introduction of statutory Scout Association compliance requirements for all leaders was causing concerns to District Commissioners
A party of Explorer Scouts participated in the Sheffield Civic Remembrance service which was held for the first time since 2019
The introduction of Squirrel Scout’s in the city had been delayed by the pandemic but the first colony was formed in the year and others are expected to follow shortly.

FINANCIAL REVIEW
The Income and Expenditure Account of the Charity for the year ended 31[st] March 2022 and the Balance Sheet as at that date follow this review. The activities of the Charity fall into four sectors and these are dealt with separately below.
Administrative Services and Trippet Lane Premises
Income increased by £1,325 due a combination of increased usage of the building and a significant increase in investment income. The latter was due to an increase in investments of £176,137 from the repayment of capital invested in The Scout and Guide Shop. There was an increase in Administration and Establishment expenses of £13,373 due mainly to the increased usage of the building. The overall surplus from administration and the operation of the Trippet Lane premises reduced by £14,828. Our direct financial support for Scouting activities increased to £11,226.
The Executive Committee was able to cease their support for The Scout and Guide Shop in September as this was no longer required due to the shops increased sales volumes..
The Charity had a surplus after the subvention noted above of £8,862 compared with £23,682 in the previous year.
The Charity’s budget for 2022/23 indicates a deficit of £1,887. This is after direct support to the 4 Sheffield Scout Districts.
The Charity expresses its sincere thanks its lay advisors for the considerable time and effort they expend in providing advice, encouragement and support for the Scout Movement within the City of Sheffield.
Consolidated Investment Service and Group Loan Scheme
At 31st March 2022 44 Districts and Groups had active accounts, although 6 of these held zero balances. Deposits with the Charity totalled £693,433, a net increase (including capitalised interest) during the year of £137,254.

Interest of £10,677 was paid to investors during the year. The Scheme’s earnings during the year were less than the interest paid by £970 and this increased the accumulated deficit to £1,655. The current rate of interest is projected to reduce the deficit during the current year.
The average rate of interest paid during the year to all investors was 1.75%, a rate significantly greater than any available commercially in the High Street for relatively small short term deposit balances.
The standard rate of interest will be raised on 1[st] April 2022 to 2.25%. The continuing low level of bank interest rates and the reduction in dividend levels indicates that the re-introduction of the interest rate supplements will continue to be delayed.
The Charity continues to offer financial support to Sheffield Scout building and repair projects although at present there are no active loans.
The Scout and Guide Shop
During the year product sales increased by £1,015m (560.3 %) to £1,235m. The overall gross trading margin increased by 1.9%.
Sales volume related Operating and Administration expenses, excluding staffing costs, were kept under close control but due to the increased trading volumes increased by £25.4k. 4 additional members of staff were employed mid-way through the year to meet the increased levels of trading and the redundancy payment made to staff members in 2020 were charged to the account
Due to the factors mention above the operation of the shop incurred a significant increase in profit to £199.9k compared to a loss in the previous year of £69.2k.
Our close relationship with Scout Shops continues and sales are budgeted to increase to £1.914m in 2022/23 with the profit increasing to £293.9k.
Stocks of products increased by £95.8k in order to service the in-

creased trading level. This has been financed from within the shop’s resources and the short-term borrowing and longer-term financial support provided by the Charity has been repaid.
The comments received by the staff indicates that the shop continues to provide a very positive service to the movement. Our thanks go to the staff for all their efforts in maximising sales and managing the significant increase trading levels.
FDL Supplies
The Charities subsidiary trading operation, FDL Supplies, has continued at a very low level of trading. Sales of £10.7k were achieved but at a loss after depreciation of £1.4k. The budget for the coming year is for trading to increase.
Donations and Subscriptions
The Charity would like to thank all donors and subscribers for their continued support for the Charity and its work in supporting the Scout movement in the City of Sheffield
Overall Position
The operation of the Charity incurred a surplus of £202.9k an increase of £259.3k over the previous year. The overall budget for 2022/23 is for a surplus of £290.8k to be achieved. That surplus is after the application of non-cash depreciation of £15.2k and the Charity providing positive direct financial support to the Scout and Guide movement of £12.3k.

ON THE UNAUDITED FINANCIAL STATEMENTS
The members of the Finance and General Purposes Committee are responsible for the preparation of the financial accounts for the year ended 31 March 2022 set out on pages 17 to 21.
In accordance with the terms of our engagement, we have compiled the financial information which comprises the income and expenditure account, the balance sheet and the related notes from the accounting records and information and explanations supplied to us.
This report is made to you in accordance with the terms of our engagement letter dated 31 August 2018. Our work has been undertaken so that we might compile the financial information that we have been engaged to compile, report to you that we have done so, and state those matters that we have agreed to state to you in this report and for no other purpose. To the fullest extent permitted by law, we do not accept or assume responsibility to anyone other than Sheffield Scout Resources Charity for our work or for this report.
We have carried out this engagement in accordance with technical guidance issued by the Institute of Chartered Accountants in England and Wales and have complied with the ethical guidance laid down by the Institute.

Alec Oates Fund
The fund was established for the Trustees “to apply the income arising towards the provision of financial assistance for camping for Scouts in poor circumstances”
Since the fund was set up in 1943 with the amount of £200, additional legacies and donations have been received by Sheffield Scout Resources Charity in memory of former Scouts and the value of the fund at 31[st] March 2022 was £40,858
No Grants were made during the year to 31[st] March 2022 due to the Covid 19 restrictions.
