Item 2: Reflection and thoughts to those gone home
Matt Brelsford read a quote from Robert Baden Powell.
Be Prepared... the meaning of the motto is that a scout must prepare himself by previous thinking out and practicing how to act on any accident or emergency so that he is never taken by surprise.
My belief is that we were put into this world of wonders and beauty with a special ability to appreciate them, in some cases to have the fun of taking a hand in developing them, and also in being able to help other people instead of overreaching them and, through it all, to enjoy life - that is, to be happy.
Happiness doesn't come from being rich, nor merely from being successful in your career, nor by self-indulgence.
Try and leave this world a little better than you found it, and when your turn comes to die, you can die happy in feeling that at any rate, you have not wasted your time but have done your best.

Item 5: Chairperson report
Rachel Fox read Richard Hinchliffe’s report on his behalf since he was unable to attend.
It’s been another great year for Rotherham. Having stepped into the role of Chair I have been amazed at the support of our volunteers to ensure that safe and fun Scouting is delivered to as many young people as possible.
This is my final year as a member of Rotherham Scouts. When I joined the District, we were mid pandemic, disjointed in our communications, with a deficit budget to manage. Due to the hard work between all of us, we now move closer to a balanced budget while working hard to keep the levy down. We’ve seen scouting grow and grow each year as more young people see the benefits of your hard work and amazing efforts.
I will miss the district but as we move to the new transformation roles and I leave you with the new trustee board, you are in good hands.

Item 6: District Lead Volunteer (DC) Report
Rachel Fox read her report.
Thank you for another great year in Rotherham Scouting. A clear highlight for me is the continued growth of the Squirrels section, a special mention is due to all the Squirrels volunteers as they have hit the ground running in providing really great scouting for our youngest and newest section as well as supporting each other in the process. This growth is due to continue into 2024 as we look forward to opening 2 more new Squirrels sections.
As a District we can start getting excited for the District Camp next year, and I hope that this can be the first step in working together to increase connection and skill sharing between groups.
I am working closely with the District Events Lead to continue putting on District-wide events going forward, in order to make this an achievable goal we will need Events Team Volunteers! If you would like to volunteer to assist with our Events Team, please let me know. This can be either as a permanent member of the team or as a ‘pool’ volunteer where you can pick which events you would like to help on as and when – if you would like to be a team member or a ‘pool’ volunteer, please do get in touch with myself or Jordan Mangnall.
This year has brought significant change in our organization, particularly with new role titles and structures. We are in a good position to adopt this change and I thank you all for getting on-board and asking all the right questions in the process. The new online system is imminent and there are currently a range of guide videos on how to navigate the same if you want to get ahead of the game. There will also be additional training provided for those who would like extra support.
Thank you again to all of you for giving up your free time to provide skills for life for the young people in Rotherham, you are all appreciated greatly and I wish you all a successful 2024 both in and out of Scouting.

Item 7: Trustee Annual Report
Rachel Fox checked that all attending members had visibility of the annual report – all confirmed they had, and asked if there were any questions. None were raised.

Neil Leatherland asked whether the 50p refund to groups who pay the annual subscriptions on time should be reviewed.

Matt Brelsford agreed and stated that the Trustees would investigate further.

David Boot added that the 50p was added by the Rotherham District as we are reliant on the South Yorkshire County paying its levy to The Scout Association’s Headquarters on time.
- Richard Wade stated that the County always pay early, so as long we paid by the due date, we would get this back.

Neil Leatherland suggested adding an attendance requirement (e.g., minimum attendance 50% at Trustee meetings, or dismissed) to ensure that the Trustee can function properly.

Matthew Brelsford agreed with Neil, and confirmed that the Trustees would review this, especially since the POR will be updated shortly and Trustees will be elected for three years, rather than a single year currently.

Item 14: Appointment of the County Independent Examiner
The current independent examiner is Adam Claydon of Claydon Accountancy Limited.

The Trustees would like to review the current examiner.

David Boot stated that it took three months to get the accounts reviewed and signed.
It was suggested that Voluntary Action Rotherham (VAR) would be a suitable alternative.

Alistair Cox from Rotherham Explorers (Mistral) provided a presentation about his trip to the 25[th] World Scout Jamboree to South Korea.

The Rotherham District’s governing documents are those of the Scout Associaton. They consist of a Royal Charter, which in turn give authority to the byelaws of the Associaton, and the Polity, Organisaton,and Rules of the Scout Associaton. |

The Rotherham District is a Trust, established under its rules which are common to all Scouts. |

| Additonal governance issues |
The Rotherham District is managed by the district trustees, the members of which are all volunteers who act collectvely as Charity Trustees of the Scout District, an educatonal charity. The Trustees exist to support the Rotherham District Commissioner in meetng the responsibilites of that appointment. As such, they are responsible for complying with legislaton applicable to charites. This includes: • Registraton • Keeping proper accounts • Making returns to the Charity Commission as appropriate They also ensure compliance with the Policy, Organisaton and Rules of the Scout Associaton The Trustees consist of three independent representatves who are the Chairperson, Treasurer, and Secretary, together with the members elected, nominated, and co-opted at the Annual General Meetng of the District Scout Trustees / Council. They meet typically meet every second month (commencing February), and all members must complete theTrustee Introducton e-learning within the frst fve months of joining the commitee. Collectvely, they operate in the best interests of the Rotherham District and its members to provide for: |

The Rotherham District Trustees has identified the major risks to which they believe the Rotherham District is exposed, these have been reviewed and systems have been established to mitigate against them.

Damage to buildings, property, and equipment that are the responsibility of the Rotherham District. The district would request the use of buildings, property, and equipment from neighbouring organisations, such as the church, community centre, and other Scout groups or the Scout County. The Rotherham District has sufficient buildings and contents insurance in place to mitigate against permanent loss.

• Injury to leaders, helpers, Supporters, and members. The Rotherham District through their membership fees contributes to the Scout Association’s National Accident Insurance Policy. Risk assessments are undertaken before all activities.

• Reduced income: The Rotherham District is primarily reliant upon income from subscriptions and fundraising. The Rotherham District holds a reserve to ensure the continuity of activities should there be a major reduction in income. The Trustees could raise the value of membership fee to increase the income to the Rotherham District on an ongoing basis, either temporarily, or permanently, if required.

• The Rotherham District is totally reliant upon volunteers to run and administer their activities. If there was a reduction in the number of leaders to an unacceptable level, in a particular section, or unit, then there would have to be a contraction, consolidation, or closure of a section or unit. In the worst-case scenario, complete closure of the section or unit.

• The Rotherham District has in place systems of internal controls that are designed to provide reasonable assurance against material mismanagement or loss, these include two signatories for all payments, and comprehensive insurance policies to ensure that insurable risks are covered.

The Purpose of Scoutng Scoutng exists to actvely engage and support young people in their personal development, empowering them to make a positve contributon to society. The Values of Scoutng As Scouts we are guided by these values: Integrity We act with integrity; we are honest, trustworthy and loyal. Respect We have self-respect and respect for others. Care - We support others and take care of the world in which we live. Belief We explore our faiths, beliefs, and at udes. Co-operaton We make a positve diference; we co-operate with others and make friends. The Scout Method Scoutng takes place when young people, in partnership with adults, work together based on the values of Scoutng and: • enjoy what they are doing and have fun. • take part in actvites indoors and outdoors. • learn by doing. • share in spiritual refecton. • take responsibility and make choices. • undertake new and challenging actvites. • make and live by their Promise. |

The Rotherham District has contnued to provide support for scoutng for all members during the reportng period. This support has been primarily to support adults who provide Group actvites for members aged 4 - 14 years. Actvites for members aged 14 - 18 years have been delivered through the Explorer Scoutprogramme |

which is a District run provision. The district has also celebrated the achievement of its youth and adult members through the progressive awards programme and recognition of outstanding service respectively.

This can be either as a permanent member of the team or as a ‘pool’ volunteer where you can pick which events you would like to help on as and when – if you would like to be a team member or a ‘pool’ volunteer, please do get in touch with myself or Jordan Mangnall. This year has brought signifcant change in our organizaton, partcularly with new role ttles and structures. We are in a good positon to adopt this change and I thank you all for getng on- board and asking all the right questons in the process. The new online system is imminent and there are currently a range of guide videos on how to navigate the same if you want to get ahead of the game. There will also be additonal training provided for those who would like extra support. Investment Policy The Rotherham District income and Expenditure is modest and consequently does not have sufcient funds to invest in longer-term investments such as stocks and shares. The Rotherham District has therefore adopted a low-risk strategy to the investment of its funds. All funds are held in cash using only mainstream banks, building societes, or the Scout Associaton’s Short Term Investment Service. The Rotherham District Executve regularly monitors the levels of bank balances, and the interest rates received, to ensure the Rotherham District obtains maximum value and income from its bankingarrangements. |

Membership fees were received from all groups and units by the due date.

No Bank interest has been received in the current year.

Interest from the Short-Term Investment was added to the balance held by the Scout Association.

Broxholme Car Park income is based on a charge of £25 per month, with only 5 spaces being occupied during the year. This reduced to 4 from April 23

The funds held on behalf of 8[th] Rotherham was returned to their executive committee in September 22.

Following the formal closure of 38[th] Rotherham (South Anston) the district now holds £8018. This should be ring fenced for 5 year to enable a group to be reformed in that area if membership requires it.
Expenditure
- A number of events took place during the year, these being St Georges Day Parade in Rotherham costing £60, We attended Rotherham Show to promote the district and its groups with merchandising and banners costing £235, the banners can be re-used for future events, we also held 2 Chief Scouts Award presentation evenings in Gulliver’s Kingdom costing £865. A Christmas social event was also organised costing £27, sadly, this was poorly attended. Other events were offered but with no take up the were cancelled.
Property Costs

Broxholme is still owned by the district.

The costs incurred for Dinnington are currently being met from the funds received upon transfer to the district.

Explorer Accounts
The explorer section comprises of 6 units (5 active and 1 Dormant), together with a combined activities Section.
Units continue to organise their own events with all costs being met from membership subscriptions.
Cross unit events are being run under the activities umbrella and these are self-funding with all costs being covered by the event fee.
Network Accounts
The Network have also been able to run a camp this year.
SASU Accounts
The Active support unit closed its bank account in March 22 and now funds its activities on an eventby-event basis. This will be the last set of Accounts produced.

Scouts Rotherham District Home Day This was the day thal we went home although it was so sad to leave everyone I have never enjoyed myself so much l am so happy with the experiences that I got to have and l arn so glad I made so many friends. Aimee's experience I feel so honoured to have been able to take part in this memorable day, not only was it such an amazing day but the people that I have met along the way have impacted my lile in such a positive way. From this l am now in conlact wilh scouts from 811 over the wodd including Canada, Australia and ect... This has also allowed me lo meet people from all over our own counlry including people I have now mel after the coronation on multiple different evenls and l arn plannlng to see them again within the next year. Scouts Rotherham District Cam's eventful time at the coronation So my time in London was similar to Aimee'5 apart from the big day as I wasn't taking part in stewarding however I got to enjoy the day in St James Park watching the coronation. To see the coronatson in person was a privilege that I wouldn't have received if not for being a part of our Scouts Association. For the rest of the weekend though I was having fun with members of my team and occasionally seeing Aimee here and there. Meeting different explorers from around the UK and abroad making new friends and enjoying my time wtlh like minded people.
