Section B: Structure, Governance and Management

The District's governing documents are those of the The Scout Association. They consist of a Royal Charter, which in turn gives authority to the Bye Laws of the Association and The Policy, Organisation and Rules of The Scout Association. The District is a trust established under its rules which are common to all Scouts. The Trustees are appointed in accordance with the Policy, Organisation and Rules of The Scout Association.

The District is managed by the District Trustee Board, the members of which are the ‘Charity Trustees’ of the Scout District which is an educational charity. As charity trustees they are responsible for complying with legislation applicable to charities. This includes the registration, keeping proper accounts and making returns to the Charity Commission as appropriate.

The Trustee Board consists of the Chair, Treasurer and 8 Trustees (including 1 Ex

Officio Trustees) and meets every 2 months. Members of the Trustee Board complete Being a Scouts Trustee learning within the first 6 months of joining the Board.

This District Trustee Board exists to make sure the charity is well-managed, risks are assessed and mitigated, buildings and equipment are in good working order, and everyone follows legal requirements and the organisation's policies and rules. Their support helps other volunteers run high-quality and safe programmes that gives young people skills for life.

Section E: Financial Review

The District’s reserves policy is to hold sufficient resources to continue the charitable activities of the District should income and fundraising fall short. The District Trustee Board considers that the District should hold a sum equivalent to 12 months operational costs.

The District Trustee Board regularly monitors the levels of bank balances and the interest rates received to ensure the District obtains maximum value and income from its banking arrangements.

Receipts and Payments Accounts for the past year are included in this Annual Report.

TRUSTEES’ REPORT

The District has had another good Scouting year and on behalf of the Trustees I want to thank everyone who volunteers their time to do all the different tasks and roles needed to give our youngsters the opportunity to experience and grow within the Scouting family. Our groups continue to run varied and inventive local programmes which support over 530 registered youngsters in the five different age group sections.

At a District level it has been a year of change – and I want to pay tribute to Helen Roy’s leadership as District Commissioner and more recently as the newly named District Lead Volunteer. She has been tireless in dealing with all that has been thrown at her – both locally and from the major changes being undertaken across Scouting at a national level. Thank you Helen !!

We were unable to find an immediate replacement for Helen – and in her place we now have a District Leadership Team of Graham, Jason, Steven, Jenny and Helen who are acting as interim Lead Volunteers. They have divided up the responsibilities and on behalf of the Trustees and the District – I would like to thank them for stepping up and taking this on.

The District programme has continued with amongst others the recent St George’s Day, Three Peaks of Marsden and Night Hawk continuing to be great successes in their own right. Thank you to all who make these, and the other events happen across the District. We also had representatives in the recent County Gang Show which continues to set the standard for Gang Shows up and down the country – thank you all !

Our Resource Team have continued to be active across Woodhouse Lodge in Bradley Woods, Whitley Beaumont and the District Resource Centre in Bradley. New agreements are in place in Bradley Wood and improvements continue across all three locations – we are grateful for all involved with these as well as the successful Christmas tree collection in January. Thank you. As this second year of being Trustee Board Chair comes to a close – I’d like to thank Rachel for keeping us on track, Jason for the financial diligence he puts in alongside all his other sound Scouting advice and to Helen and the rest of the Trustees for their support.

DISTRICT LEAD VOLUNTEER’S REPORT

It’s been another fantastic year of exciting adventure, learning and growth for the Scouters of Huddersfield North. Our groups continue to inspire and engage young people through exciting programs and we extend our heartfelt gratidue to the dedicated volunteers who make it all possible. Their passion and commitment keep the spirit of Scouting thriving.

This year, we bid farewell to Helen, who stepped down as Lead Volunteer after five incredible years. Her leadership was instrumental, particularly in guiding us through the challenges of the pandemic and her dedication has left a lasting impact. Filling her shoes has been no small task—in fact, it has taken five of us to carry forward her work!

Safety has been a key focus this year, as Scouting takes an important step forward in ensuring a secure and positive environment for all. These necessary changes have undoubtedly brought challenges, but thanks to the resilience and adaptability of our volunteers, we’ve made strong progress across the board. The restructure of roles and introduction of a new membership system have added to the workload, but these steps are crucial in shaping a stronger, more sustainable future for Scouting. A sincere thank you to those leading these efforts, and to all volunteers for their patience and dedication in embracing these changes.

We also take this moment to express deep appreciation for the key members of our District team who have stepped down after years of service. Their hard work and commitment have shaped Scouting in Huddersfield North, and we are truly grateful for their contributions. At the same time, we are delighted to welcome new faces into these roles and continue to focus on recruitment at both District and Group levels—a challenge we embrace with enthusiasm.

While we say goodbye to Oakes Scout Group, we are thrilled to celebrate new beginnings, welcoming a new boys’ unit to Horizon Seekers Explorer Scouts, which will now join the well-established girls’ unit.

INDEPENDENT EXAMINER'S REPORT TO THE TRUSTEES OF HUDDERSFIELD NORTH DISTRICT SCOUT COUNCIL

I report to the trustees on my examination of the accounts of the Huddersfield North District Scout Council for the year ended 31/03/2025.

Responsibilities and basis of report

As the charity trustees of the Huddersfield North District Scout Council you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 ('the Act').

I report in respect of my examination of the Huddersfield North District Scout Council accounts carried out under section 145 of the 2011 Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.

Independent examiner's statement

I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

  1. accounting records were not kept in respect of the Huddersfield North District Scout Council as required by section 130 of the Act; or

  2. the accounts do not accord with those records.

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.
