Section B: Structure, Governance and Management

The District's governing documents are those of the The Scout Association. They consist of a Royal Charter, which in turn gives authority to the Bye Laws of the Association and The Policy, Organisation and Rules of The Scout Association. The District is a trust established under its rules which are common to all Scouts. The Trustees are appointed in accordance with the Policy, Organisation and Rules of The Scout Association.

The District is managed by the District Trustee Board, the members of which are the ‘Charity Trustees’ of the District which is an educational charity. As charity trustees they are responsible for complying with legislation applicable to charities. This includes the registration, keeping proper accounts and making returns to the Charity Commission as appropriate.

Huddersfield North Scouts

The Trustee Board consists of the Chair, Treasurer and 9 Trustees (including 2 Ex Officio Trustees) and meets every 2 months. Members of the Trustee Board complete Being a Scouts Trustee learning within the first 6 months of joining the Board.

This District Trustee Board exists to make sure the charity is well-managed, risks are assessed and mitigated, buildings and equipment are in good working order, and everyone follows legal requirements and the organisation's policies and rules. Their support helps other volunteers run high-quality and safe programmes that gives young people skills for life.

Section E: Financial Review

The District’s reserves policy is to hold sufficient resources to continue the charitable activities of the District should income and fundraising fall short. The District Executive Committee considers that the District should hold a sum equivalent to 12 months running costs.

The District Trustee Board regularly monitors the levels of bank balances and the interest rates received to ensure the District obtains maximum value and income from its banking arrangements. Huddersfield North Scouts

TRUSTEES’ REPORT

This year has seen the District continue to thrive and on behalf of the Trustees I want to thank everyone who volunteers their time to give our over 570 registered youngsters a full Scouting experience.

As well as the ever inventive and enjoyable local Group programmes - it has been great to see so many at a well attended District Camp at Whitley Beaumont. The ever popular Three Peaks of Marsden was a great success, as was Night Hawk and all its spin offs and most recently the new look St George's Day celebrations were held inside and out at Salendine Nook. Thank you to everyone involved in making these happen.

Our Resource Team continue to actively manage Woodhouse Lodge at Bradley Woods, the District Resource Centre on Sherwood Ave in Bradley and Whitley Beaumont. We are also hugely grateful to those involved in what was the 20th annual collection of Christmas trees.

Further afield we had Scouts and Leaders in the UK contingent at the now infamous Jamboree in South Korea. The Huddersfield North contribution to dealing with the crisis was not insignificant - thank you !!

As my first year as Trustee Board Chair comes to a close - I'd like to thank Helen, Jason, Rachel and the rest of the Trustees for all their support.

DISTRICT LEAD VOLUNTEER’S REPORT

Huddersfield North Scout District had another fantastic year in 20023/24 with a full programme of activities and events. A particular highlight was the whole District camp in July which saw young people and adults from all sections come together for a medieval themed camp. Attendance exceeded our expectations and from the feedback it will definitely be something we do again!

It was wonderful to see the return of Night Hawk and Swift Hawk again in October, which again saw an increase in the number of participants. The event has now become so popular that we are looking at running it as 2 events next year to enable each event to continue to grow.

The annual census figures show the continued growth in nearly all sections in the District, with the exception of Beavers which followed the national trend of a surprising drop. The District Team with the Group Lead Volunteers have been addressing this with a recruitment campaign which is already showing a promising increase in Beaver numbers.

District support for adult recruitment in Groups has continued to be a priority this year and the District Team have supported several recruitment events as well as delivering volunteer recruitment campaigns through social media. I am delighted to report that we have had 51 new adult volunteers join Huddersfield North in the last year!

As always, my appreciation and thanks go to all our volunteers for their hard work in continuing to ensure our members have the best possible experience of scouting.

What did we do in 23/24…...

We held a whole District camp In July at Whitley Beaumont Scout Campsite. With a wide range of activities and all ages from Squirrels to Explorers having fun!

Sections across the District took part in Remembrance Day events

5 Young People and 4 Adults represented Huddersfield North at the World Scout Jamboree in August.

Huddersfield North Scouts

In March Cubs, Scouts and Explorers took part in the 3 Peaks of Marsden challenge

In November we held a Cub swimming badge day at Colne Valley Leisure Centre with over 50 cubs getting stage 1,2 or 3 swimmer badges

In March we had our District Cub Party and Awards night. 101 cubs from 8 packs attended rotating round 8 activities.

November saw the return of the 3 Peaks of Huddersfield 20 mile Challenge for Explorers

Beavers around the District took part in a snowy winter sleepover at Bradley Woods in December

INDEPENDENT EXAMINER'S REPORT TO THE TRUSTEES OF HUDDERSFIELD NORTH DISTRICT SCOUT COUNCIL

I report to the trustees on my examination of the accounts of the Huddersfield North District Scout Council for the year ended 31/03/2024.

Responsibilities and basis of report

As the charity trustees of the Huddersfield North District Scout Council you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 ('the Act').

I report in respect of my examination of the Huddersfield North District Scout Council accounts carried out under section 145 of the 2011 Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.

Independent examiner's statement

I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

  1. accounting records were not kept in respect of the Huddersfield North District Scout Council as required by section 130 of the Act; or

  2. the accounts do not accord with those records.

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.
