How the charity is constituted
Trustee selection methods
The District’s governing documents are those of The Scout Association. They consist of a Royal Charter, which in turn gives authority to the Bye Laws of the Association and The Policy, Organisation and Rules of The Scout Association.
The District is a trust established under its rules which are common to all Scouts
The trustees are appointed in accordance with the Policy, Organisation and Rules of the Scout Association
The District is managed by the District Executive Committee the members of which are the charity trustees’ of the District which is an educational charity. As charity trustees they are responsible for complying with legislation applicable to charities. This includes the registration, keeping proper accounts and making returns to the Charity Commission as appropriate.
**Huddersfield North Scouts**
The Committee consists of 3 independent representatives, Chair, Treasurer and Secretary together with the District Commissioner, additionally, the District Youth Commissioner; the District Explorer Scout Commissioner and the District Scout Network Commissioner are exofficio members and meets every 2 months.
Members of the Executive Committee completes ‘ _Essential Information for Executive Committee’_ training within the first 5 months of joining the committee.
The Executive Committee exists to support the District Commissioner in meeting the responsibilities of the appointment.
Members of the District Executive Committee must act collectively as charity Trustees of the Scout District, and in the best interests of its members to:
- comply with the Policy, Organisation and Rules of The Scout Association.
- protect and maintain any property and equipment owned by or used by the District.
- manage the District finances.
- provide insurance for people, property and equipment.
- provide sufficient resources for Scouting to operate. This includes, but is not limited to, supporting recruitment, other adult support, and fundraising activities.
- ensure effective governance of Explorer Scouts and Scout Network in the District.
- promote and support the development of Scouting in the local area.
- manage and implement the Safety Policy locally.
- ensure that a positive image of Scouting exists in the local community.
- appoint and manage the operation of any sub-Committees, including appointing a
- Chair to lead the sub-Committees.
- ensure that young people are meaningfully involved in decision making at all levels within the District.
- the opening, closure and amalgamation of Groups, Explorer Scout Units, Scout
- Network and Scout Active Support Units in the District as necessary.
- appoint and manage the operation of a District Appointments Advisory Committee,
- including appointing an Appointments Chair to lead it.
- supervising the administration of Groups, particularly in relation to finance and the trusteeship of property.
The District Executive Committee must also:
- appoint Administrators, Advisers, and Co-opted members to the District Executive Committee.
- prepare and approve the Trustees' Annual Report and Annual Accounts after the examination of the accounts by an appropriate auditor, independent examiner or scrutineer.
- present the approved Trustees' Annual Report and Annual Accounts to the District Scout Council at the Annual General Meeting; file a copy with the County Executive Committee; and if a registered charity, to submit them to the appropriate charity regulator - see Rule 13.3.
- maintain confidentiality with regard to appropriate Executive Committee business.
- where staff are employed, act as a responsible employer in accordance with Scouting’s values and relevant legislation.
- ensure line management responsibilities for employed staff are clearly established and communicated.

## **Risk and internal Control**
The District Executive Committee has identified the major risks to which they believe the District is exposed, these have been reviewed and systems have been established to mitigate against them. The main areas of concern that have been identified are:
**Damage to property and equipment** . The District would request the use of buildings, property and equipment from neighbouring organisation such as the Church, Community Centre and other Scout parts of the Scout County. Similar reciprocal arrangements exist with these organisations. The Group has sufficient Buildings and contents insurance in place to mitigate against permanent loss.
## **Injury to leaders, helpers, supporters and members** . The District members are insured
through the capitation fees and contribute to the Scout Association national accident insurance policy. Risk assessments are undertaken before all activities.
The District has in place systems of internal controls that are designed to provide reasonable assurance against material mismanagement or loss, these include a minimum of 2 signatories for all payments and comprehensive insurance policies to ensure that insurable risks are covered.

## **The Scout Method**
Scouting takes place when young people, in partnership with adults, work together based on the values of Scouting and:

- share in spiritual reflection
- take responsibility and make choices
- undertake new and challenging activities
- make and live by their Promise.
## **Public benefit statement**
The District meets the Charity Commission’s public benefit criteria under both the advancement of education and the advancement of citizenship or community development headings.

## **Reserves Policy**
The District’s policy on reserves is to hold sufficient resources to continue the charitable activities of the District should income and fundraising fall short. The District Executive Committee considers that the District should hold a sum equivalent to 12 months running costs.
The District Executive regularly monitors the levels of bank balances and the interest rates received to ensure the District obtains maximum value and income from its banking arrangements.
Receipts and Payments Accounts for the past year are included in this Annual Report.

## **TRUSTEES’ REPORT**
The last year has at last seen the return of a full calendar of events in Huddersfield North scouting, both within the groups and by the District. It was great to see Night Hawk (and Swift Hawk) being such a phenomenal success, as well as the 3 Peaks of Marsden and the St George’s Day Celebrations. On behalf of the Executive Committee I would like to express thanks to all of the uniformed leaders that have enabled such a fantastic restart to become a reality – your efforts really are very much appreciated.
This AGM marks the end of my role as District Chair and I’d also like to take a moment to comment on my involvement with the Executive Committee. It's been a privilege being able to contribute to the direction of scouting in Huddersfield North and work with such an experienced, able and hardworking team. My thanks to them all for making my tenure such a positive and enjoyable experience.

## **DISTRICT COMMISSIONERS REPORT**
2022 was a year of recovery, as we returned to face to face Scouting and whole District events. The annual census figures show the continued growth in the District with nearly half of Groups in the District now exceeding their pre Covid membership numbers.
The demand for Squirrels across the District has exceeded anyone’s expectations. With regular enquiries and long waiting lists at our existing Drey at 11th Outlane I was delighted to welcome our second Squirrel Drey in the District at 15th Cowcliffe and in particular the 4 new Adult volunteers leading the section so successfully. I look forward to more Dreys opening across the District in the future.
The number of District events also returned to normal this year with a full a varied programme. It was wonderful to see the return of Night Hawk with the addition of the Swift Hawk for our younger Scouts resulting in the most participants in the event ever.
I would like to thank Steve Nattress for the work he has done as our District Chair over the last 3 years and welcome Steve Bagshaw who has agreed to take on the role. Many of you may know Steve from his time as a Scout Leader at 15th Cowcliffe.
As always, my appreciation and thanks go to all our volunteers for their hard work in continuing to ensure our members have the best possible experience of scouting.

## **What did we do in 22/23…...**
Sections across the District took part in Remembrance Day events
**Huddersfield North Scouts**
The District held a constructive workshop in October to review the District Programme. Feedback is reflected in the new District Diary on the website
In September teams of Cubs used local buses to explore the Halifax area including Sowerby Bridge, Shibden park, the Piece hall and Brighouse with the aim of taking photos and finding the answers to questions
In May we spent an evening on the Cub Cyclist badge in the grounds of Fixby junior
In November we ran the 3 Peaks of Huddersfield 20 mile Challenge for Explorers

## **INDEPENDENT EXAMINER'S REPORT TO THE TRUSTEES OF HUDDERSFIELD NORTH DISTRICT SCOUT COUNCIL**
I report to the trustees on my examination of the accounts of the Huddersfield North District Scout Council for the year ended 31/03/2023.
## **Responsibilities and basis of report**
As the charity trustees of the Huddersfield North District Scout Council you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 ('the Act').
I report in respect of my examination of the Huddersfield North District Scout Council accounts carried out under section 145 of the 2011 Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.
## **Independent examiner's statement**
I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:
1. accounting records were not kept in respect of the Huddersfield North District Scout Council as required by section 130 of the Act; or
2. the accounts do not accord with those records.
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.
