Section B: Structure, Governance and Management
Type of governing document
The District’s governing documents are those of The Scout Association. They consist of a Royal Charter, which in turn gives authority to the Bye Laws of the Association and The Policy, Organisation and Rules of The Scout Association.
How the charity is constituted The District is a trust established under its rules which are common to all Scouts
Trustee selection methods
The trustees are appointed in accordance with the Policy, Organisation and Rules of the Scout Association
The District is managed by the District Executive Committee the members of which are the charity trustees’ of the District which is an educational charity. As charity trustees they are responsible for complying with legislation applicable to charities. This includes the registration, keeping proper accounts and making returns to the Charity Commission as appropriate.
Huddersfield North Scouts
The Committee consists of 3 independent representatives, Chair, Treasurer and Secretary together with the District Commissioner, additionally, the District Youth Commissioner; the District Explorer Scout Commissioner and the District Scout Network Commissioner are exofficio members and meets every 2 months.
Members of the Executive Committee completes ‘ Essential Information for Executive Committee’ training within the first 5 months of joining the committee.
The Executive Committee exists to support the District Commissioner in meeting the responsibilities of the appointment.
Members of the District Executive Committee must act collectively as charity Trustees of the Scout District, and in the best interests of its members to:

comply with the Policy, Organisation and Rules of The Scout Association.

protect and maintain any property and equipment owned by or used by the District.
-
• manage the District finances.
-
provide insurance for people, property and equipment.
-
provide sufficient resources for Scouting to operate. This includes, but is not limited to, supporting recruitment, other adult support, and fundraising activities.
-
ensure effective governance of Explorer Scouts and Scout Network in the District.
-
promote and support the development of Scouting in the local area.
-
manage and implement the Safety Policy locally.
-
ensure that a positive image of Scouting exists in the local community.
-
appoint and manage the operation of any sub-Committees, including appointing a Chair to lead the sub-Committees.
-
ensure that young people are meaningfully involved in decision making at all levels within the District.
-
the opening, closure and amalgamation of Groups, Explorer Scout Units, Scout Network and Scout Active Support Units in the District as necessary.
-
appoint and manage the operation of a District Appointments Advisory Committee, including appointing an Appointments Chair to lead it.
-
supervising the administration of Groups, particularly in relation to finance and the trusteeship of property.
The District Executive Committee must also:

appoint Administrators, Advisers, and Co-opted members to the District Executive Committee.

prepare and approve the Trustees' Annual Report and Annual Accounts after the examination of the accounts by an appropriate auditor, independent examiner or scrutineer.

present the approved Trustees' Annual Report and Annual Accounts to the District Scout Council at the Annual General Meeting; file a copy with the County Executive Committee; and if a registered charity, to submit them to the appropriate charity regulator - see Rule 13.3.

maintain confidentiality with regard to appropriate Executive Committee business.

• where staff are employed, act as a responsible employer in accordance with Scouting’s values and relevant legislation.

ensure line management responsibilities for employed staff are clearly established and communicated.

Risk and internal Control
The District Executive Committee has identified the major risks to which they believe the District is exposed, these have been reviewed and systems have been established to mitigate against them. The main areas of concern that have been identified are:
Damage to property and equipment . The District would request the use of buildings, property and equipment from neighbouring organisation such as the Church, Community Centre and other Scout parts of the Scout County. Similar reciprocal arrangements exist with these organisations. The Group has sufficient Buildings and contents insurance in place to mitigate against permanent loss.
Injury to leaders, helpers, supporters and members . The District members are insured through the capitation fees and contribute to the Scout Association national accident insurance policy. Risk assessments are undertaken before all activities.
The District has in place systems of internal controls that are designed to provide reasonable assurance against material mismanagement or loss, these include a minimum of 2 signatories for all payments and comprehensive insurance policies to ensure that insurable risks are covered.

Scouting exists to actively engage and support young people in their personal development, empowering them to make a positive contribution to society

The Scout Method
Scouting takes place when young people, in partnership with adults, work together based on the values of Scouting and:

learn by doing share in spiritual reflection take responsibility and make choices undertake new and challenging activities make and live by their Promise.
Public benefit statement
The District meets the Charity Commission’s public benefit criteria under both the advancement of education and the advancement of citizenship or community development headings.

Reserves Policy
The District’s policy on reserves is to hold bank balances and the interest rates received to ensure the District obtains maximum value and income from its banking arrangements. sufficient resources to continue the charitable activities of the District should income and fundraising fall short. The District Executive Committee considers that the District should hold a sum equivalent to 12 months running costs.

TRUSTEES’ REPORT
The scouting year of 2021/2022 represented a time of recovery and rebuilding from the effects of the pandemic. Whilst no district events were possible, the groups themselves were able to take advantage of the reduced restrictions to once again offer some of the activities that our young members had missed out on for too long.
Recruitment became a significant challenge - clearly this wasn't possible during the pandemic and yet each section would be aware that a number of their members would move on either because of their age or because of a lack of engagement. I've been delighted to learn that the numbers across some sections in the district have now returned to the levels that we had before all of the disruption.
On behalf of the Executive Committee I would like to express thanks to all of the uniformed leaders that have worked hard on the recruitment but also to ensure that activities and meetings were able to be run in line with the guidance that was in place at the time.

DISTRICT COMMISSIONERS REPORT
This year has seen the slow return to normal, with District events happening again such as HNGoes in September and St George’s day. It has been wonderful to see everyone coming together and the enthusiasm our young people and volunteers have shown in ensuring they have the best possible experience of scouting.
As always, my appreciation and thanks go to all Leaders for their hard work in continuing to bring scouting to our members during the last 12 months. I would also like to extend my thanks to all members across the District, Executive Committees, Scout Active Support Members and the District Team, for your continued collaboration with the uniformed leadership teams in providing the essential support and encouragement needed.
I would like to thank Yousuf Sajjad for the work he has done as our District Youth Commissioner over the last 2 years and wish him all the best at University. Josh Pickering, our new District Youth Commissioner, along with Callum Weir as his Deputy have already taking on the role with enthusiasm, promoting the YouShaped Award and Young Leader programme.
This year’s focus has been on rebuilding and the annual census in January 2021 demonstrated how our membership is growing. The number of Beavers is already back to where it was before Covid and I am confident this will filter through to the older sections in the coming years. This year also saw the launch of the new Squirrel Section and Huddersfield North is proud to have opened one of the first sections nationally and I look forward to more sections opening across the District in the future.
2022 marks the 50th anniversary of Huddersfield North Scout District and we have already seen some fantastic events put on by the District Team and I look forward to continuing the celebrations with you all.

July saw 3 District Scout activity days at Whitley Beaumont Campsite. 55 Scouts took part in pioneering and a field gun race, aerial runway, backwoods cooking, knife axe and saw, grass sledge bases, their first District outdoor event in 2 years
In September we selected 5 Young People to represent Huddersfield North at the next World Scout Jamboree in 2023 in Korea

INDEPENDENT EXAMINER'S REPORT TO THE TRUSTEES OF HUDDERSFIELD NORTH DISTRICT SCOUT COUNCIL
I report to the trustees on my examination of the accounts of the Huddersfield North District Scout Council for the year ended 31/03/2022.
Responsibilities and basis of report
As the charity trustees of the Huddersfield North District Scout Council you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 ('the Act').
I report in respect of my examination of the Huddersfield North District Scout Council accounts carried out under section 1.45 of the 2011 Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.
Independent examiner's statement
I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

accounting records were not kept in respect of the Huddersfield North District Scout Council as required by section 130 of the Act; or
-
the accounts do not accord with those records. I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.
