|Summary of the main<br>achievements of the charity,<br>identifying the difference the<br>charity’s work has made to<br>the circumstances of its<br>beneficiaries and any wider<br>benefits to society as a<br>whole.|Para 1.20|During the financial period, April 2024 to<br>March 2025, 1st Wall Heath Scout Group<br>continued to provide scouting activities to<br>the young people (aged between 4 to 14),<br>and residents of Wall Heath, Kingswinford<br>and the surrounding areas.<br>The activities have been provided weekly<br>and have been designed to support the<br>personal development of the young people<br>in each section (Squirrels, Beavers, Cubs<br>and Scouts). They are designed to develop<br>transferable skills, such as team working,<br>communication and leadership, build<br>confidence and resilience, and improve<br>mental health.<br>Beyond the immediate beneficiaries, the<br>Group has also added value to the wider<br>community by undertaking activities such<br>as litter picking, fundraising and providing a<br>meeting place for other charities and<br>community groups.|

## **Financial Review** 

|Review of the charity’s<br>financial position at the end<br>of the period|Para 1.21|The Group continues to be in a strong<br>financial position.<br>Income increased on the previous year by<br>32.7%, £4,386, driven mainly by the<br>sustained growth of the sections, by more<br>people paying subscriptions on a regular<br>basis and by payments for camps and<br>section activities being collected alongside<br>subscriptions rather than separately as in<br>previous returns.<br>Receipts were inflated by payments<br>received for an overseas camp due to take<br>place in August 2025. These payments<br>total nearly £23,000 and will be paid to the<br>travel company in the next financial year. In<br>the summer of 2024, the Group held a<br>fundraising event which generated over<br>£2,000. This money will be used to offset<br>some of the costs associated with holding<br>the overseas camp.<br>The value of donations received has<br>improved by nearly 20%, on the previous<br>year. This was due to the Group receiving<br>donations from two new benefactors.<br>Unfortunately, the receipts generated by<br>hiring the hut continued to decline as more<br>users either stopped using the hut or<br>reduced their contributions. The Committee<br>will continue to monitor the situation and<br>amend the rental agreements, if necessary.<br>The costs of running and maintaining the<br>hut have increased significantly over the<br>last year. Energy costs rose by 32.3%,<br>internet provision by 26% and water and<br>sewerage by 14%. Contracts with each<br>provider will be renegotiated in the next<br>financial year to achieve cost savings.<br>In the Autumn, the Group started a major<br>refurbishment programme that included a<br>new kitchen and toilets block. The total cost<br>of these repairs was nearly £66,000<br>including equipment and was the primary<br>reason the Group made a loss in this<br>financial year. The loss was covered using<br>cash reserves and will have no lasting<br>impact on the operations or financial<br>security of the Group.||

It will continuously monitor<br>these reserves to ensure they are sufficient<br>to protect the ongoing interests of the<br>Group.<br>The aim of holding reserves is to ensure<br>1stWall Heath Scouts is able to withstand<br>any short-term changes in its financial<br>circumstances, without compromising its<br>activities, and that the level of reserves set<br>by the Group is necessary and will not be<br>retained for any longer than required. It is<br>also to warrant that the 1stWall Heath<br>Scouts is:<br><br>Acting in the best interests of the<br>Group and its beneficiaries<br><br>Protecting and safeguarding the<br>assets of the Group<br><br>Operating with reasonable care and<br>skills<br><br>Accountable to its stakeholders.<br>Reserves are derived from subscriptions,<br>the hiring of the hut and from donations,<br>which is available to spent on any aspect of<br>the Group’s activities.<br>The trustees have set a reserves level<br>equivalent to 12 months of operating costs:<br>the expenditure related to running the hut;<br>plus 10% to cover the costs of delivering a<br>basic youth programme.<br>Based on current levels, reserves will be no<br>less than**£15,500**.<br>When required, reserves will be used as a<br>contingency fund to meet the ongoing costs<br>of running the Group where income<br>declines to a level that is insufficient to<br>cover expenditure.<br>The order is which the reserves will be<br>allocated is:<br><br>Cost of utilities<br><br>Insurance<br><br>Capitation<br><br>Essential hut maintenance and<br>repairs<br><br>Essential equipment purchases.||

I report to the trustees on my examination of the accounts of the above charity (“the Trust”) for the year ended **31/03/2025** . 

As the charity's trustees, you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (“the Act”).

I report in respect of my examination of the Trust’s accounts carried out under section 145 of the 2011 Act and in carrying out my examination, I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act. 

## **Independent examiner's statement** 

I have completed my examination.  I confirm that no material matters have come to my attention in connection with the examination (other than that disclosed below *) which gives me cause to believe that in, any material respect: 

- the accounting records were not kept in accordance with section 130 of the Charities Act; or 

- the accounts did not accord with the accounting records; or 

- the accounts did not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a ‘true and fair’ view which is not a matter considered as part of an independent examination.
