## **Trustees Report - Year ended 31 December 2024** 

2nd SCW provides a Scouting provision on a weekly basis, across all scouting sections, where volunteers actively engage & support young people in their personal development, empowering them to make a positive contribution to society, through giving the young people Skills For Life. 

As Scouts we are guided by the Scouting values of; 

- **Integrity** We act with integrity; we are honest, trustworthy & loyal. 

- **Respect** We have self-respect & respect for others. 

- **Care** We support others & take care of the world in which we live. 

- **Belief** We explore our faiths, beliefs & attitudes. 

- **Co-operation** Make a positive difference; co-operate with others & make friends. 

Scouting takes place when young people, in partnership with adults, work together based on the values of Scouting and they: - 

- Enjoy what they are doing & have fun 

- Take part in activities indoors & outdoors 

- Learn by doing 

- Work in groups 

- Share in spiritual reflection 

- Take increasing responsibility for others & make choices 

- Participate in varied and progressive activities 

- Make & live out their Promise. 

## **Public benefit statements** 

2[nd] SCW meets the Charity Commission's public benefit criteria under both the advancement of education & the advancement of citizenship or community development headings. 

2[nd] SCW has in place systems of risk & internal controls that are designed to provide reasonable assurance against material mismanagement or loss, these include two signatories for all payments & a comprehensive insurance policies to ensure that insurable risks are covered. 

The Groups governing documents are those of the Scout Association. They consist of a Royal Charter, which in turn gives authority to the Bye Laws of the Association & the Policy, Organisation & Rules of the Scout Association. 

## **Structure, governance & management** 

2[nd] SCW is managed by the Group Board of Trustees, the members of which are the ‘Charity Trustees’ of the Scout Group which is an educational charity. As charity trustees they are responsible for complying with legislation applicable to charities. This includes the registration, keeping proper accounts & making returns to the Charity Commission as appropriate. 



The Committee consists of independent representatives, Chair and Treasurer together with elected representation & meets every 3 months, where policies & procedures are adopted for:- 

- The raising of funds & the administration of District finance. 

- The insurance of persons, property & equipment. 

- District public occasions. 

- Consideration of major risks & the systems & procedures to manage them. 

This 2[nd] SCW Trustees Board exists to support the Group’s Leaders in meeting the responsibilities of the appointments & is responsible for:- 

- Assisting the recruitment of leaders & other adult support. 

- Appointing any sub committees that may be required. 

- Appointing District administrators / advisors other than those who are elected. 

## **Reserves Policy** 

2[nd] SCW reserves policy is to hold sufficient resources to continue the charitable activities of the Group should income and fundraising activities fall short. 

## **Group Report** 

Our numbers were high across all sections in 2024, and it is great to see that we are retaining our young people as they move onto the next section. 

That is testament to the amazing activities & programmes that our teams deliver. Thanks you to all the adults that dedicate their time. Not only those that work weekly with the young people, but all of those we call upon to maintain our HQ & support with activities. 

Our Support Team continue to offer support to all the sections, filling it when extra ‘hands’ are needed on a section night, and often at short notice. Help has been provided at the Fun Run, cooking at Cub camp in June, and attending Scout Camp in August.  If we have any parents that would like to give support as and when they can but cannot commit to a regular role, consider joining our Support. Please have a chat. 

Our two Explorer Units merged during the year meaning the one unit has sufficient leaders and all the Explorers have had the opportunity to do many varied activities. 

Fabulous to see so many of our young people achieving their Chief Scout Awards and also Duke of Edinburgh achievements. We have awarded many other badges across the year too. 

It has also been great to see that we have new leaders to welcome to the group too.

I report in respect of my examination of the Trust's accounts carried out
under section 145 of the 2011 Act and in carrying out my examination, I
have followed all the applicable Directions given by the Charity Commission
under section 145{5)Ibl of the Act.
