Trustees Report for year ended December 2021

The Trustees present their annual report together with the Income and Expenditure Accounts for the year ended December 2021 together with the Independent Examiner’s report on the accounts.

We continue to provide a Scouting provision on a weekly basis across all sections where volunteers actively engage and support young people in their personal development, empowering them to make a positive contribution to society through giving them Skills for Life

As Scouts we are guided by the Scouting values of;

Make & live out their Promise.

Public benefit statement

2[nd] Sutton Coldfield Scouts meets the Charity Commission's public benefit criteria under both the advancement of education & the advancement of citizenship or community development headings.

We have in place systems of risk & internal controls that are designed to provide reasonable assurance against material mismanagement or loss, these include two signatories for all payments & a comprehensive insurance policies to ensure that insurable risks are covered.

The Group’s governing documents are those of the Scout Association. They consist of a Royal Charter, which in turn gives authority to the Bye Laws of the Association & the Policy, Organisation & Rules of the Scout Association.

Structure, governance & management

The Group is managed by the Group Executive Committee, the members of which are the ‘Charity Trustees’ of the Scout Group. As charity trustees they are responsible for complying with legislation applicable to charities. This includes the registration, keeping proper accounts & making returns to the Charity Commission as appropriate.

The Committee consists of independent representatives, Chair, Treasurer & Secretary together with elected, nominated & co-opted representation & meets every 3 months, where policies & procedures are adopted for:-

The raising of funds & the administration of District finance.

The insurance of persons, property & equipment.

District public occasions.

Consideration of major risks & the systems & procedures to manage them.

The Group’s Executive Committee exists to support the Group’s Leaders in meeting the responsibilities of the appointments & is responsible for:-

Assisting the recruitment of leaders & other adult support.

Appointing any sub committees that may be required.

Appointing District administrators / advisors other than those who are elected.

Reserves Policy

The Group’s reserves policy is to hold sufficient resources to continue the charitable activities of the Group should income and fundraising activities fall short.

Report on 2021

The Group consists of approximately 90 Beavers, Cubs, Scouts plus 40 Explorers covering children from aged 6 to 18

At the start of the year we were operating under Covid restrictions so all activities had to take place online over Zoom. Following Scout Association guidelines the meetings moved to face to face at our HQ in May but only

outdoors and normal evening meetings indoors recommenced after the summer holidays in September.

Despite all the restrictions we maintained our membership and all our children and young people (and their parents) were very appreciative of the efforts made by our leaders and supporters to try and maintain a “business as usual” approach to the weekly meetings whether on line or in person.

During the year we received Covid grants facilitated by Birmingham City Council totaling £19737 which we used to improve our facilities at our HQ.

These projects included putting down hardcore and paving on part of the field in order to erect two permanent gazebos so that we have all-weather capabilities for outdoor activities. We replaced the kitchen in the hut and carried out electrical work including replacing the outdoor lighting. In addition we purchased some outdoor equipment for use by the Group including firepits and outdoor games.

The Group could not operate so successfully without our uniformed leaders and our many supporters and helpers and we were very pleased to see both Judy Jones and Janet Sutton awarded the Silver Wolf-the highest award made by the Scout Association for “services of the most exceptional character”

At the end of the year it was decided to open a new section of Squirrels for children aged 4 and 5 years old in January 2022 which has been very positively welcomed and supported by parents.
