Tamworth District Scout Council Trustees, annual report year to 31 March 2024 Structure, governance and management" Description of the Charity's Trusts Type of governing Our governing documents are those of The Scout Association. document They consisl of a Royal Charter, which in turn gives authority to the Bye Laws of the Association and The PoliGy, Organisation and Rules of The Scout Associalion {'POR") and the Tamworth District Scout Council Constitution which sets out meeting quorums, procedure and membership of committees. We are a body fomied and recognised by The Scout Association under its Royal Charler. How the Charity is constituted Trustee seledion methods The District CommissionerlDistrict Lead Volunteer is appointed by The County Commissionerlcounty Lead Volunteer. The District Chairman is nominated by the District CommissionerlDistrict Lead Volunteer. The District Explorer Scout Commissioner, the District Scout Neork Commissioner, and the District Youth Commissioner, because of their roles automatically become ex-officio members. (Currently the Network and Youth Commissioner roles are vacanl and are being overseen by the Deputy District Commissioner 14- 25 years). The District Secretary and District Treasurer are appointed by the Executive CommitteetTrustees. All other Trustees are either.. {a) nominated by the District CommissionerlLead Volunteer and approved: or (b) directly elected at the Annual General Meeting of the Charity- or (c) are Co-opted by the District Executive committee rustees. Additlonal governance issues The Charity, which is an educational Charity, is managed by the Charity Trustees. As Charity Trustees they are responsible for complying with legislation applicable to charities. This includes the registration, keeping proper accounts and making retums to the Charity Commission as appropriate. Trustees are required lo complete all mandatory training for this role within 5 months of their appointment unless they have already completed the requisite training in another role. Disclosure and Barring Service checks are carried out prior to commencement of Trusteeship. These ched(s are repeated every five years in line with POR. New Trustees complete a Trustee Eligibility declaration at the start of their term of office. The Trustees give their time voluntarily and receive no remuneration. Travelling and any other reasonable expenses are paid when claimed and fully vouched.
Tamworth District Scout Council Trustees, annual report year to 31 March 2024 The Trustees have a duty to report on the Charity's public benefit in the Annual Report. They have assessed aims, activities, and charitable objectives, which are to actively engage and support young people in their personal development. empowering them to make a positive contribution to society. The Trustees believe that the Charity has met the Charity Commission's public benefit criteria for both the advancement of education and the advancement of citizenship or community development. The Scouting Movement complies with the two key principles set by the Commission with regard to public benefit.. 1) Identifiable benefit: The way in which ScoLrting is carried out helps young people develop towards their full potential., this benefit is directly linked to the Purpose of Scouting. 2) Public benefit: Scouting is a national Movement open to young people aged from 4-25. Full membership is restricted to young people and adults who are willing to make the Scout Promise. There are funds available for unrform and activities so that young people are not excluded from activities if they are unable to pay. Any private benefits of Scouting are incidental. The benefits of Scouting are further demonstrated throughout this report. The Trustees have completed a review of the major risks to the Charity and have annual renewal procedures in place to manage any risks. Systems are in place to provide reasonable assurances against material mismanagement or loss,. these include 2 Signatories for all payments and comprehensive insurance policies to ensure that insurance risks are covered. The Charity is not dependent on any donors. T8mworth District Scout Council Trustees, annual report year to 31 March 2024 Summary of the main activities undertaken for the public benefit in relation to these objects In planning activities for the year, the Charity Commission's guidanGe on public benefit is considered at Trustee meetings. The focus of activities is to deliver a programme of youth orienlated activities. the King's Scout Awards and the Duke of Edinburgh Awards Scheme. This benefits young people by developing their self-confidence and social skills, alongside practical IT skills and lrfe skills as envisaged in the national Vision. Support to adult volunteers is provided through training and development. Scouts welcome all people regardless of personal background, faith, gender, or personal circumstances. The Charity continues to operate the District Adivity Centre {'DAC') for the benefit of Scouting and the wider community in the Tamworth Area. The Trustees are grateful to those organisations who continue to use the DAC. Additional details of objectives and activities Contribution made by volunteers A great Gontribution has once again been made by adult volunteers. The Charity and Truslees are extremely grateful for the many hours our volunteers have spent listening to and encouraging our young people and working with Ihem. Without this valuable contribution of time, energy, and expertise young people would not have been able to achieve so much. The Trustees also want to acknowledge the considerable amount of time and effort put in by many people to the continued operation, administration, and maintenance of the DAC.
Tamworth District Scout Council Trustees, annual report year to 31 March 2024 Achievements and performance Summary of the main achievements of the Charity during the year. The last year has seen the slart of some of the massive changes to our volunteering culture which will continue well into 2024 and beyond. As we are learning what's new from Scout Headquarters, we are implementing some changes now and we are busy planning for others that will come soon. These changes will revolutionise how we organise ourselves as volunteers in the Scout Groups in Tamworth and across the District, helping us to work smarter and, importantly, make us more attractive to new volunteers. Tamworth has fantastic volunteers providing exciting opportunities for young people every day of the week and our numbers have once again grown so that we are back to pre-pandemic membership figures. Recruiting more volunteers to help with this is the priority now. Our numbers have continued to grow and we are now back to pre-pandemic levels, despite having to close one of our Scout Groups due to a lack of young people. Plans for the future growth of Scouting in Tamworth remain focussed on supporting the existing Scout Groups to run outstsnding, high quality balanced and excrling programmes, which should encourage natural growth and help us to recruit new volunteers. Tamworth District Scout Council Trustees, annual report year to 31 March 2024 11 Financial review Brief statement on the Charity's policy on reserves During the year, the Trustees have continued to consider the amount held in the lighl of its legal duty to apply charitable funds within a reasonable amount of time of receiving them. The Trustees have also reviewed the continuing need to ensure that the DAC is kept up to standard and the need to consider the financial arrangements of the Groups within the District. The Reserves Policy covers these aspects. Furthèr financial revlew detalls The main sources of funds are the District Levy which is paid by Groups based on the number of young people declared on the Groups, Annual Return along with Income for use of the DAC and activities undertaken within the DAC and events organised by volunteers.. The majority of income is applied to the activities provided for young people. POR sets out the manner in which funds may be invested. The Trustees have adopted a low risk strategy to the investment of funds. All funds are held in cash using only mainstream banks. The Trustees regularly monitor the levels of bank balanS and interest rates received to ensure that the Charity obtains maximum value and income from its banking arrangements. Tamworth District Scout CounGil Trustees, annual report year to 31 March 2024 District Treasurer's Report Year ending 31 March 2024 The financial statements are detailed on Pages 10 to 17. District Fortunately most of the organisations and Scout Groups who use the District Activity Centre I"DAC°} have continued to do so. This could not have been achieved without the many hours spent by our volunteers managing the DAC and assisting in organising and supervising the activities undertaken by Young People. Grants have been received during the year and more details are at Note 3 to the Accounts. The Charity is extremely grateful for these which have benefitted the Charity's aims lo improve the DAC and Scouting in Tamworth District. The remainder of any Grants will be expended in the forthcoming year. The main reason for the expenditure exceeding income is because the Trustees took the decision to install new ramps and a fully automatic front door to the DAC. Whilst grants were received, there was still a cost to the Charity which was funded from Reserves. During the year, there were many activities organised by Volunteers including for the first time for Squirrels including summer and Chrislmas Parties as well as a Challenge day. Beavers again enjoyed the annual sleepover as well as a bowling evening. Cubs had a football challenge and Scouls took part in bowling, and an expedition weekend. All sections took part in the Paddle Sports Day and a number of Groups went to Coastal water Activity Camps. As stated above none ol this could have been achieved without onsiderable hours being provided by volunteers. Explorer Units The membership of the Unit has continued to increase with a subsequent income in subscriptions being paid. Due the cost of living crisis affecting some families, the team hav8 continued to keep the Gosts of meeting nights at the DAC to a minimum, enabling the Unrt to subsidise more expensive activities. Part of the Grant of £2,700 for individual equipment in respect of Duke of Edinburgh Award Scheme that was received last year has been used to pay for Expedition Personal Equipment. Due to the cancellation of a trip to Ghana, the Unit received moneys raised by members and this income has been earmarked for future activities. Additionally deposit payments towards the 2024 Summer Camp have already been received which will be used in due course. A Just Giving Account has been established and this has raised £320.66. There has also been considerable other fundraising and a claim of Gift Aid received. Tamworth District Scout Council Trustees, annual report year to 31 March 2024 Notes to the financial statements 5t For the year ended 31 March 2024 A¢Gounting policies and assessment of going concern These Receipts and Paymenls Accounts have been prepared in accordance with applicable accounting Standards and the Stalement of Recommended Practice (SORP) °Accounting and Reporting by Charities.. As in previous years, membership subscriptions collected on behalf on County andlor Headquarters are not included in the income analysis. The figures include all monies received or paid on behalf of the Charity, including the Explorer Scout Units.. All Fixed Asset and Equipment including Buildings and a vehicle have been fully written off. Stocks of Badges and Unifomis and been valued at the lower of Cost and Recommended Retail Price. Any Obsolete Badges have been valued at Nil. The Trustees consider that there are no uncertainties aboLrt the Charity's ability to continue as a going conrn over the next twelve months. Cash flow statement The Charity is exempt from the requirement to prepare a cash flow statement because it is a small Charity. Grants Income and Expenditure Tamworth Borough Council Sports Grant A sum of £5,000 was awarded some years ago and part of this Grant was used in connection with the installation of the Traversing Wall in the Activtty Building such that at 31 March 2023, there was slill £2.714.93 to be used for "sports activities" On reviewing costs incurred over the last two years, it was agreed that more than the balance of the Grant had been expended so the balance was released. Local Giving Grant £500 reiVed from the al)ove, to be used for the introduction of a new activity Target Sprint, has not yet been spent. Together Actlve Grant During the last financial year, £2,220 had been received to promote activities following the Commonwealth Games. Of the total received £1,863.97 was paid last year towards the introduction of Target Sprint. There is a balance of £356.03 to be spent. Lottery Fund The Charity had previously been awarded £6,360 to improve the Heating and Lighting at the District Activity Centre. Of the sum awarded. £5,862.48 was still available as at 31 Marth 2023 and this was all spent in the financial year. Staffs County Council (Climate Action Fund) The Charity was awarded £1.310 by three County Councillors to improve the Heating and Lighting at the District Activity Centre. Work was undertaken in the Upstairs Meeting Room during 2023 and the whole of the grant was used for this. 12
Tamworth District Scout Council Trustees, annual report year lo 31 March 2024 Tamworth Community Youth Trust Last year, the Trust once again supported the Charity with a grant of £750 to bè used towards costs relating to Powerboating. The balance of £377.20 that was still to spent as at 31.3.2003 was spent during the year. staffordshir• County Scouts A sum of £500 was granted during the year to enable the Charity to make the front entrance to the DAC more accessible. This sum along with other grants was used during the year to install a ramp and subsequently the new door. Tamworth Borough Council Communlty Grant The Charity was granted £1,000 from this fund and this was used to make the front entrance to the DAC more accessible. This sum along wFth other grants was used during the year to install a ramp and subsequently the new d¢)or. Tamworth Borough Councillor Community Grants Three Councillors granted a total of £700 and this was used to make the front entrance to the DAC more accessible. This sum along with other grants was used during the year to install a ramp and subsequently the new door. Summary During the Financial Year a total of £2,200 was received from funders and £9,747 expended during the year. The Charity is extremely grateful to all Funders both current and those vtho have assisted in the past, for their considerable assistance (see Net Sum of Grants of £7,747 at Note 12). Those Trustees, who made a claim, were reimbursed a total of £1,195.87 for expenses incurred in respect of travelling for the Charity. Other expenses were reimbursed to Trustees on receipt of invoiceslclaims Mr S Smith is a Trustee, the District CommissionerlLead Volunteer and a Director of Spectrum Services {Tamworthl Limited a company that the Charity has engaged on numerous occasions to undertake work. This has been the case because Mr Smith understands the requirements of Scouting Activities and has considerable knowledge of the electrical system of the Dislrict Activity Centre. The company have undertaken work at a reduced rate compared to other contractors. 15. Tamworth District Scout Council Trustees, annual report year to 31 March 2024 19 Contingent and Future Liabilities Tamworth Borough Council has awarded the Charity 1000A Rate Relief. The Trustees again express their appreciation. The land on which the Distrid Artivity Centre stands is owned by Tamworth Borough Council and an annual Ground Rent of £1,000 is payable to the Council. As required, £250 is paid quarterly in advance during Ihe year to 31 March 2024. A payment is made in March 2024 to cover the period 1 April to 30 June 2024. These amounts are noled on the Balance Sheet. 20. Fundraising The Charity does not engage the services of a professional fund-raiser or commercial participator in any matters.
