## **District Chairman’s Report 2020** 

It was not until the AGM in June last year that I took over as District Chair and to say it has been an unusual 15[th] months since then is putting it mildly! 

Exec meetings have taken place on a regular basis and some at short notice, the move to remote meetings through Microsoft Teams has proved both challenging and entertaining at times but on the whole attendance has been strong. 

I have been fortunate to be able have been able to see the wide ranging, and at times unique, manner in which leaders across the District have attempted to ensure that, when restrictions permitted, Scouting took place across Newcastle – my thanks to each and everyone of you. 

My thanks also to all members of the Exec, the wide-ranging views expressed have been thought provoking and have led to balanced discussions and decisions being able to be made, always with how this will benefit the young people across the District being at the forefront of everyone’s minds. 

I look forward to continuing to work with the Exec moving forward and having the opportunity of ‘chairing’ meetings on a more face-to-face basis. 

Additionally I look forward to being able to get out and about over the course of the next 12 months to see the tremendous work that continues across the District. – Thanks again.

## **- District Treasurers Report 2020** 

## **Year Ending 31st December 2020** 

In March our 2020 accounts were submitted to VAST (Voluntary Action Stoke-on-Trent) for independent examination in accordance with the Charity Act. Thank you the ASU and all ESUs for the prompt contributions of their accounts which facilitated this process. VAST reported no matters of concern on our accounts and we received their completed report on 10th June, a copy of which you will find attached to our annual report. 

## **Some notable activities:** 

I think that we will agree that 2020 was an extraordinary year. The COVID pandemic and resulting lockdowns greatly affected our normal scouting activities and this was reflected in our financial dealings. 

In February we were successful in being granted £3,150.00 from the SCC People Helping People Fund. This enabled us to share £2,400.00 to Castle Capers Gang Show and £750.00 across 15  of non-school Scout Groups for craft and stationery materials. 

In February also, Newcastle Lions donated £500 to us. 

March 2020 proved to be watershed moment for the collection of our annual membership fees with for the first time,  paying by online bank transfers, and all provided with emailed receipts. 

In April, I set up a District "Just Giving" charity account. https://www.justgiving.com/newcastledistrictscouts 

This proved especially useful for collecting sponsorship in for the 2.6 Challenge events that took place. Further donations came in through this site during the year resulting in a total of  £687 being raised. 

Further fund raising revolved around the two Christmases! £320.00 was banked in January from the 2019 Newcastle Christmas lights switch on event and a further £238.00 was raised in December 2020 from bucket collections at Morrison's supermarket, Vera's face mask sales and Heather Locker's Christmas wreaths. 

In May we were allocated a £2,750.00 COVID-19 grant from SCC, Following an assessment of district needs and in collaboration with our GSL's this money was allocated to 5 Scout Groups identified as being most at risk of financial pressure due to lack of income during the lockdown. 

Also we received £100.00 grants from Rotary, The Strasser Foundation and B.A.T.Ltd 

In June we received a £500 grant from Tesco's "Bags for Life" COVID-19 fund 

August we retrieved £1,808.02 in Gift Aid from HMRC. This covered the period 2016-2020 with the majority of this going to Centurion and Iceni ESU's who have embraced this scheme and maintained the necessary evidence to support the claim. 

September  we were able to bulk purchase hygiene equipment to ensure each group was compliant with the Scout Association COVID-19 code (£2.625.00) 



October we supported the purchase of a Coleman shelter for 2 groups to enable them to operate outdoor socially distance activities. (total £435.00)  . 

December we were allocated a further £4,000.00 from the SCC COVID-19 Recovery Fund, some of which we have used this year in inclusivity payments to support membership payment for Scout Groups that had identified families experiencing deprivation who without our support would have been lost to scouting. 

## **Conclusion** 

The executive remain concerned about the impact COVID-19 is having to scouting across our district. It is committed to supporting all leaders, groups and units as much as possible to encourage a return to face to face scouting. Funds have been made available and we will consider all requests for help seriously. 

We anticipate that the total funds held by the District will continue to reduce. The executive members maintain a strict focus on all areas of expenditure and remain confident that the reserves held remain adequate for our future year's needs.

## **– District Commissioners Report 2020** 

2020 started off on the “Crest of a Wave”, having had a successful 2019, we were enthusiastically working on Castle Capers 2020, and were confidently moving forward, with plans for our youth executive to lead St Georges day and even a community day.  Little did we know that this year would prove to give us some of our biggest challenges ever.  But wait, we are scouts, we do challenge, and find ways to work together to overcome them, or new ways of working. 

A change of team for Castle Capers production, proved challenging, but was progressing well, and GSL’s and execs slowly worked through GDPR and Compass compliance, not the most enthralling of subjects but absolutely necessary for our legal responsibilities as trustees and as a charity organisation. During the first ¼ of the year all groups and sections were busy, and lots of exciting face to face scouting was taking place. 

Then on 23[rd] March, we were “ locked down” nationally, and started to learn a whole new language of COVID 19.  We optimistically looked at options for Castle Capers later in the year, and held virtual meetings, for oversight, and for activities. We identified key issues of keeping our young people engaged, supporting each other, welfare of our volunteers and access to funding to support social distanced activities.  This focus at district and group level, helped to sustain us through the rest of the year, and we were fortunate to receive support from our local County Councilors, and various small grants or donations, which enabled us to help groups identified at high risk, and also individuals in need. We supported our local NHS, clapped for hero’s and made headbands for heroes. Our 2.6 challenge, and the launch of our just giving page, was fruitful, and indeed challenging. Thank you to every person who undertook a challenge, and everyone who donated. 

Our use of technology and the creativity of amazing volunteers, proved crucial. “Zoom, “Teams”, “break out rooms” virtual meetings, became the norm, and leaders helped teach each other to access and use the IT, and enable young people to access it. Sadly, not all could do so, and scouting, in line with the whole country, became increasingly aware of how this access is often taken for granted. Volunteers worked hard to provide activity packs, and support for those in need. 

We held our first ever virtual St Georges day, with VIP appearances and music. Thanks must go to Jack Gray, chair of our Youth Executive, for comparing and compiling our virtual celebration.  you can - find it here https://youtu.be/ xi7d74RGjw 

We welcomed Paul Bailey as our new district Chair, Dot Bailey as district secretary, and Jude Edgeley as a new member of the district executive. I’d like to acknowledge the support of Josh Marley and Margaret McQueen for giving the executive a broader view from the district groups over the past 2 years. 

Summer rolled on and it is a real tribute to the enthusiasm of all the volunteers both at district and group level, to see virtual activities taking place, the videos and photos of smiling faces, certainly helped remind us of why we scout, and sustained us through some difficult times. The camp at homes and campfires, one of which in May had over 84000 people on, was one of the highlights. 

We excitedly, but with some trepidation, undertook covid risk assessments during late summer, and a number of groups returned to face to face scouting. Armed with covid packs, extra equipment, cones, hoops, signposts, sanitiser, we saw some sports, hikes, fish filleting, crafts, chicken gutting, cooking, and the ever faithful, toasting marshmallows and making smores. 



Some groups welcomed new members, and volunteers, and others, where many volunteers are key workers or shielding somehow managed to juggle their work and home and keep virtual contact going and still managed to do on line training, and renew qualifications. The late autumn and winter were even more challenging, as bad weather impacted on outdoor activities, and another national lockdown, prevented face to face meeting. 

There was some good news for our district, Dot Bailey, our District Secretary was awarded British Empire Medal in the HM The Queen Birthday honours, in recognition of her contribution to scouting and the community. Amazing, & very much deserved! 

Our district executive, made the bold decision to put our “District levy” for 2020/21 as ZERO, to assist groups and individuals as much as possible, knowing that many were facing financial challenges, and emphasising that our focus is on local scouting and enabling as many young people as possible to participate. 

So into 2021 with this focus and hope, moving forward together, as an amazing district, making a difference and giving our young people and volunteers skills for life.

## **District Beaver Scout Report 2020** 

As for everyone within scouting this year has been challenging. Most groups have had contact with their young people during this time , either by check in via zoom for a short time or by running weekly meetings on zoom or other medium. A few groups returned to face-to-face Scouting outside either at their usual meeting place or by choosing other outside spaces eg the Brampton, Apedale Country Park. 

I am delighted to say that badge work has continued, some groups awarding Chief Scout Bronze awards too. 

Newcastle District beavers have embraced this new way and as leaders we are extremely proud of them. 

The Beaver leaders have gone above and beyond this past year to deliver scouting to our youngest members, they are to be congratulated. 

We are all looking forward to resuming face to face scouting and hopefully we will all be back at our usual venues.

## **District Cub Scout Report 2020** 

2020 started off as an amazing year for the Cubs within our district, when we were excitedly organising our May district camp – I’m a Cub – Get me out of Here!!! However, no one could have foreseen the moment where the world literally stopped due to COVID. 

So, the next 12 months saw such significant changes to how we needed to deliver our programme, not just for the Cubs, but for all sections. However, as always, Scouting rose to the challenges lockdown presented, and the Cubs showed true resilience by dealing with it and expressing the wonderful positivity that they always do. Some of us also had to become a techno expert! I’m sure Ian Pritchard and Fiona Paskin still fear a phone call from me in case I have broken something else! (Computers still aren’t my strong point!) 

March 2020 was the time that face-to-face scouting stopped for a long time. However, the majority of groups continued to provide, not just, an amazing online plan for our young people, but were also always at the end of the phone/zoom/Teams offering emotional support to cub parents and their fellow leaders (which I will always be indebted to you all for.) 

Throughout the district, groups continued to achieve lots of badges, such as: photography, collectors, chef’s badge to name but a few. A lot of groups also still managed to present a large number of Chief Scout Silver Awards – under normal circumstances this is not an easy badge to achieve - but with all the restrictions it was made even more of a challenge. A loud BRAVO to all those Cubs who were presented with this. All badges were earned through a range of imaginative and creative ways; developed by the truly amazing leaders we have within this district. 

St George’s Day Parade was our first district online event – which saw us all watching virtually and making our promises together within our own homes. 

Along with thousands of people across the UK, we: camped at home, did the great indoors weekender, virtual county camp, lit a campfire and sung along with countless other scouters around the UK through the power of technology! We clapped for carers, saw Sir Thomas Moore generate millions for the NHS and also got us all doing our daily outdoor walk! 

As we passed summer, we were able to return to face-to-face scouting (following stringent requirements put in place by the scout association.) Countless risk assessments were completed by our wonderful leaders with no idea of how long we would continue. Sadly, our face to face was short lived, and we returned to online pack sessions before the year was over. 

In September 2020 we were saddened to hear that Angela Stott, a very long serving cub leader from Holy trinity, passed away. I loved to hear Angela’s stories from when she was a young girl. She will be greatly missed. 

I would like to say a big thanks to all of the leaders for all you have done for our young people. This has been one of the most difficult times we have been through, but your continued support is clearly 



shown through the sheer number of young people who have continued within our section and scouting during this trying time; with minimal losses to the Cub section when face to face returned. You are all amazing! 

I would like to say thank you to my district leaders for always being a tower of strength and support. 

I would also like to extend my thanks for the last 12 months to our DC Vera and DDC Dave, who have always been available to offer support and guidance when needed. They have been a tower of strength to me, even when times have been challenging, and the emotional struggle that lots of us have faced during COVID. (Which had sometimes felt too much to bear.) For this I am so grateful and will never forget your care and compassion. 

Even though this report is for 2020 – 2021, I just want to make a comment on the loss of one of our wonderful cub district leaders, cub leader and part of SASU Kibb, Paul Wilkinson.  As you all know Paul was one of my dearest friends, as he was to so many, and his loss will be felt for a long time, if not forever, to me and within the Cubs section. He was a fantastic scouter and often had a little moan (usually at me) but would always do whatever he could in order to support, aid and encourage anyone in any way he could. To me, he will always be a true scouter. As the Cub Law says “he always thought of others before himself”. He will be greatly missed by so many.

## **- District Network Scout Report 2020** 

Membership of the section has remained stable despite the pandemic, as most of the members are volunteers within Groups. 

The challenge of getting the section together has always been difficult and therefore has not been affected as have the other sections by the lockdowns and other restrictions placed on us by the virus. 

Several members are still working towards their top awards and as always, I will continue to support as required. 

I am optimistic that Scouting will return to a more normal situation shortly and as always am looking forward to meeting and assisting members.

## **- Active Support Unit (ASU) Report 2020** 

This could well be the shortest ASU report that I have ever written like all other sections of the movement we have been subject to HQ Covid rules and have not had face to face meetings. Most of the members of the ASU did keep in touch with the aid of a WhatsApp Group which served the unit well to communicate and share information. Newcastle District Active Support Unit continues to remain a strong ASU and our membership number at is present 24. 

When Scouting finely gets back to normal what ever that may be we all look forward to once again being able to help where we can in the District, so if in the future you have an event or an activity on a Beaver, Cub Or Scout night, you think we may be able to help with please get in touch with me. The worst that can happen is we may have to say we can’t help on that occasion 

As always we enjoy serving Scouting in Newcastle, but can only be of service if you the Scouters of the District involve us in your activities and invite us to help you and the young people in your care.

## **Summary of the main activities undertaken for the public benefit** 

The trustees confirm that they have referred to the Charity Commission’s guidance on public benefit when reviewing the Charity’s aims and objectives and in planning activities. 

The Newcastle-under-Lyme District Scout Council promotes Scouting for all young people in the area through local groups. 

## **Summary of the main achievements during the period**

## **Public Benefit** 

The trustees confirm that they have complied with the requirements of section 17 of the Charities Act 2011 to have due regard to the public benefit guidance published by the Charity Commission for England and Wales. 

## **The charity’s policy on reserves** 

It is the charity’s aim to ensure that there are adequate reserves to cover the following functions: 

- Funds for specific projects such as a District Camp where all members are encouraged to attend together and for emergency support for Scout groups across the Newcastle area who may face immediate urgent financial support. Money is also budgeted and ring fenced to “inclusivity” to ensure that in cases of extreme hardship individual Scouts can receive funding in order to allow them to participate in activities that they may otherwise 

- Sufficient funding to cover general annual running costs including administration, accountancy, insurance, recruitment, selection, appointments and training, social media and marketing that enables the District to function and develop. 

- To provide new or replacement equipment on an ongoing basis 

- To offer support funding that enables the bi-annual Castle Capers Gang Show to take place (this requires a budget of £8,000-£10,000). The 2020 show was cancelled due to the consequences of the COVID 19 pandemic. 

The trustees consider that the current level of unrestricted funds of £90,715 held will be adequate to meet these aims. 

## **Funds held as custodian trustee on behalf of others.** 

Money is held from Edenhurst Scout Group for safekeeping in the sum of £2,211.21.This was minuted at the Newcastle District Executive Committee Meeting 2/4/2020.

## **Governing document** 

The charity is operated under the rules of Royal Charter granted 04/01/1912 as amended by supplemental charter dated 28/03/1949, as amended by supplemental charter dated 18/02/1959, as amended by supplemental charter dated 05/05/1967, and as amended by supplemental charter dated 19/07/1991. 

## **Recruitment and appointment of new trustees** 

Trustees are appointed in accordance with the Policy Organisation & Rules of the Scout Association. 

## **Aims and objectives** 

- To promote and support Scouting in the area. 

- To promote the development of young people in achieving their full physical, intellectual, social and spiritual potential as individuals, as responsible citizens and as members of their local, national and international communities. 

## **Summary of the main activities undertaken for the public benefit** 

The trustees confirm that they have referred to the Charity Commission’s guidance on public benefit when reviewing the Charity’s aims and objectives and in planning activities. 

The Newcastle-under-Lyme District Scout Council promotes Scouting for all young people in the area through local groups. 

## **Summary of the main achievements during the period** 

Please refer to the Annual Report to the Annual General Meeting. 

## **Public Benefit** 

The trustees confirm that they have complied with the requirements of section 17 of the Charities Act 2011 to have due regard to the public benefit guidance published by the Charity Commission for England and Wales. 

## **The charity’s policy on reserves** 

It is the charity’s aim to ensure that there are adequate reserves to cover the following functions: 

- Funds for specific projects such as a District Camp where all members are encouraged to attend together and for emergency support for Scout groups across the Newcastle area who may face immediate urgent financial support. Money is also budgeted and ring fenced to “inclusivity” to ensure that in cases of extreme hardship individual Scouts can receive funding in order to allow them to participate in activities that they may otherwise 

- Sufficient funding to cover general annual running costs including administration, accountancy, insurance, recruitment, selection, appointments and training, social media and marketing that enables the District to function and develop. 

- To provide new or replacement equipment on an ongoing basis 

- To offer support funding that enables the bi-annual Castle Capers Gang Show to take place (this requires a budget of £8,000-£10,000). The 2020 show was cancelled due to the consequences of the COVID 19 pandemic. 

The trustees consider that the current level of unrestricted funds of £90,715 held will be adequate to meet these aims. 

## **Funds held as custodian trustee on behalf of others.** 

Money is held from Edenhurst Scout Group for safekeeping in the sum of £2,211.21.This was minuted at the Newcastle District Executive Committee Meeting 2/4/2020.

## **Independent examiner’s report to the trustees of Newcastle-under-Lyme District Scout Council For the year ended 31 December 2020** 

I report on the accounts of the charity, which are set out on pages 5 to 7. 

**Respective responsibilities of trustees and examiner** As the charity trustees of the Trust, you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (“the Act”). 

I report in respect of my examination of the Trust’s accounts carried out  under section 145 of the 2011 Act and in carrying out my examination, I have followed the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act. 

## **Independent examiner’s statement** 

I have completed my examination.  I confirm that no material matters have come to my attention in connection with the examination which gives me cause to believe that in, any material respect: 

- accounting records were not kept in accordance with section 130 of the Act or 

- the accounts do not accord with the accounting records 

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in order to enable a proper understanding of the accounts to be reached.
