consist of a RoyaL Charter, which in turn gives authority to the Bye Laws of the
Association and The Policy. Organisation and Rules of The Scout Association.
The Mission of the Scout Association is"Scouting actively engages and support
young people in their personal developmen( empowering them to make a
positive contribution to society-. The method of achieving the Aim of the
Association is by providing an enjoyable and attractive scheme of progressive
training, based on the Scout Promise and Law and guided by adult leadership

Activities and Achievements
A fiJLI account of the artivities and achievements of the District 15 given in the
Distrirt Lead Volunteer's Annual Report available on request The highlights fo
this year were as follows:

It has been a tough yearfor Burton District SeveraL groups have decreased in
size, and we had to temporarily close 21st Burton due to low numbers and also
the recently opened SquirreL Drey. Numbers are currently at 831 young people
which is 55 lowerthan iastyear and adult members are at 239 which is 26
down from Lastyear. Despite this there is a postttve outlook with a growth plan
agreed to slowLy re-open 21st Burton with support from Ilth Burton, and to
grow 22nd Burton with the addition of a squirrel drey and an Explorer un

There are Lots of amazing activities run across the District Lots of camping and
residential activities are happening in many different places by aLI groups. The
Distrirt supported and ran activities throughout for aLI groups including skilLs
days and camps which were well attended and enjoyed by alL. The District
now has a Districtyouth Team who led St Georges day activities as part of
them having more impact going forwards. We are well prepared forthe
forthcoming transformation of scouting with AGMS adopting new practicing
and our data being in good shape forthe new aduLt membership system
incLuding all our compknance training.
We continually promote acbvely engaging and supporting young people in
their personal development empowering them to make a positive contribution
to society. This is achieved through the adults working in partnership with
young people in a fun. learning environment which promotes our core values,
Integrty; Respe¢ Care: Belief and Co-operation.
harity Fund-raising
acilities
There ha5 been no specific charity fund-raising exercise this year. The payment
process from the Scouts fundraising and payments goes through the Scout
District
Facilities at the Rangemore Scout Centre District HQ and Campsite have
continued to be utiLized by young people and adults throughout the year. We
are now alm05tatto pre-pandemic usage. Plans are in place for a major

refurbishment of the toilet and showering facilities and new plans are afoot for
a second site entrancelexit to improve safety.
The Distrirt structure is managed through a District Lead VoLunteer IDistrict
Commissioner lactingll: wFth a reviewed structure to reflect our youth
Movement We are focused on being Youth Shaped in accordance with the
Vision 2018 of the Scout Association and to prepare better futures through the
Skills for Life strategy of The Scout Association (rhe Scouts).
The Scout Association's Transformation process is weLI undeNay and has
stsrted to show itself locally here in Burton.
Transitioning from Executive Committee5 to Trustee Boards and Management
Teams wilL cLarify the requirements of governance and operational control thus
ensuring individuals are betterfocused on delivery of quaLity programmes withi
the rules and guidelines of the ScoutAssociation. The next 5cheduLed Annual
General Meeting of the District and Groups is where the transformation from
Executives to Trustees Boards should be ratified. We are expecting this will tak
a further 12 months to iron ovt implementstion issues.

The District's current pobcy on financial reserves is to retain a balance equal to
the annual membership fee, some £41,301, and this has been achieved this yea
The Scout Association's Short Temi Investment Account faciLity has been
withdrawn so we have moved our investment to a savings account at our local
bank. This accounts now holds £60.371to be used for the provision and
development of the campstte and Burton scouting in generaL
We wilL review the futstre needs and the reserves policy annually in accordance
with good practise. recommendations from The Scout Association and
development expertations for Scouting throughout the Burton Upon Trent
DistricL

The Trustees do not make grants to outside organisations
