young people in their personal development, empowering them to make a positive
contribution to soaety". The method of achieving the Aim of the Association is by
providing an enjoyable and attractive scheme of progressive training, based on
the Scout Promise and Law and guided by adult leadership

Activities and Achievements
A fijll a¢count of the activities and achievements of the District is given in the
Annual Report, available on requesL The highlights this year w￿e as follows..
The Covi&19 pandemic lock-down has resulted in a membership reduction of
19% for young people and just under 180k for adult leadership. The District now
has 757 Youih {&18) member5 and 251 Adults (1008 in total) with others
supportÈng and helping in ad hoc and r￿n-member roles.

During lock-down we maintain ¢ontarA as best we could Ihrough Zoom and other
online measures. We continualty assess our aims. adivities and charitable
objectives. which are to contribute to the development of young people in
achieving their full physical, inlellectual, social and spiritual potentials as
individuals. as res￿nsIble ¢itizens. and as members of their local. national and
intemational Communrties. This is achieved through the deployment of the
structured leaming programme and by Scout Groups l Unts participating in a
range of actNities at home and abroa(l.
harity Funikraising
There has been no speufic thaiity fun&raisirvJ exercise this year. The payment
process from the Scouts fundraising and payments go through the Scout District.
Many Groups received rnaintsnance grant funds from the kjcal authority.
Facilities at the Rangemore Scoui Centre District HQ and Campstte have been
c105ed during lock-down. The Scout Centre has also received maintenan
grants from the local authortty.

structure to refiect a modem and vibrant C￿edUCatiOnal youth movement. Thi$ is

Policies

The Districvs policy on finan￿al reserves is to retain a balance equal to the annual
membership fee. some £32.000. and this has been achieved this year.
The District also holds reserves in a Scout Associabon Short-tem Investment
Account. and we conb.nue to use reseNes for the development and support of
local Scouting. Although a substantial 51ice of our reserves was used in recent
years in the development of faalities at Rangemore. we sts'll hold reserve5 of
some £44,366 to be used for the provi&on and development of the campsite and
scoub'ng in general.
Vle will review the future needs arKI the reserrfes policy annually in accordance
with good practi￿ and development expectattons for Scouting throughout the
