## CHAIR REPORT 

As a unit, our cadets again have achieved much over the last year under the excellent tutelage of our Commanding Officer John, Executive Officer Gareth, all Officers, Instructors and staff and, l would like to commend them all for their sterling work, without their strong leadership, teamwork and excellent organisational management skills our cadets would not have achieved so many positive and creditable results all of which cover many disciplines. 

I am pleased to announce that we have now saved the building basically from collapse and that all the steelwork to support the main bowing wall and brackets to support the roof trusses have been installed, the roof repairs to the main building have also been completed, this was also signed off by building control.  This was a very time-consuming project; however, it has ensured the safety and longevity of the building.  l would like to thank Mr. Jim Sheader for his hard work and due diligence in bringing this major part of the repair and renovation project to fruition. 

Moving forward, you may be aware that the major cause of the damage was sustained over some considerable time was mainly due to water ingress caused by damage to the roof and gutters, to this end we have established a roof maintenance contract.  Another reason to establish this contract was, a number of units had their insurance claims turned down as the insurers put the damage down to poor or nonexistence maintenance, hopefully this will now not be the case at our unit in the future when you take into consideration the amount of repair work we have completed and can prove we have a maintenance program in place. 





Over the past year we have also had to face a number of other challenges that were identified more closely by the introduction of the new MSSC compliance record which we have had to adhere too.  One of the compliance issues noted was, as we own the building, we had to ensure by law that we held an asbestos building management plan which we did not, this survey was completed at a cost of £1K. 

Another area which we are currently addressing is the fire risk assessment plan which we have to complete annually.  Though there is a template that can be used on the MSSC web site, this can only be completed by a competent person internally who has some knowledge of the building, construction and fire equipment including regulations, also that person has to sign the said document.  Due to this being a major safety requirement for our Grade 2 listed building and after discussing this issue with the majority of the trustees it was decided that this assessment should be completed by a certified inspector, to this end East Coast Fire Services have been engaged at a cost of £150 to complete this assessment on the 7[th] November. 

As we move forward with the internal renovation work, l am pleased to announce that we have secured the funding which has included another successful premises grant from the MSSC for £20K to complete phase one of the project. 

Phase 1 is to create another larger classroom and training/instructional area on the mezzanine deck, this work on completion will meet with building control and safety standards and will include steel supports for the mezzanine deck and the installation of a safety approved staircase. 

Phase 2 of the project will include the installation of an all-access bathroom and utility area, we still need to secure funding for this phase which has been estimated at around £25K to £30K, to this end l have submitted a grant request to the national lottery for £18K which we are awaiting the outcome for, we will still have to seek funds however to complete this phase, this can only be achieved through fundraising, grants and donations and l ask everyone to please assist in helping us raise these much needed funds in one way or another.  I would also like to take this opportunity to thank our contractor Mr. Lee Hague from Crafted Joinery Projects for his support and guidance in enabling us to get this part of the repair and renovation project off the ground. 

l have stated at previous AGM’s, and will continue to do so, that though we class the building work as a major priority, we must never lose track as to why we are here and that is to continue to help and support these young people prepare for their future life as adults, to do so we must also ensure that the instructors and cadets have all the tools and necessary equipment required to achieve these goals and l will continue to maintain that this is also a major priority and furthermore a major operational requirement. 

Once again, the Parents & Friends Committee under the leadership of Mrs Kayleigh Brown has throughout the year continued to offer much needed support, they have raised some excellent funds for example, during Armed Forces Day over £2K and at Seafest £1.8K.   I will also add, that having attended a number of area chairs meetings and hearing that a number 





of units do not have a Parents & Friends Committee, l would like to emphasise how privileged we are to have such great support from this dedicated team for which we are all truly grateful. 

I would also like to mention and pass on our gratitude to Mrs. Sara Pickering who throughout the year her fantastic fundraising efforts has secured funds for our offshore sailing projects of around £5K, another fantastic sum. 

It would also be remiss of me not to thank once again the North Yorkshire Water Park Management for their continued support, this is very much appreciated and ensures that our cadets and other cadet units complete many waterborne disciplines, skills and qualifications 

On closing, we will continue to push on to complete the building work and revitalization, with a hope that we will be able to keep the momentum going and raise the required funds to achieve the goals we have set. As a team, we must continue to maintain a close working relationship by ensuring we use open and positive communication. l am confident that once all the building work is complete, we will achieve our goals of not only ensuring we have a home for many years to come but be able to maintain the sea cadet legacy within the borough that has been in existence for over 100 years.

Yet again I am in awe of the achievements from all concerned with Scarborough SCC. Starting with cadets who have overcome social awkwardness, conquered their fears of the unknown, enabled themselves to stand out in front of others to command or just to be able to part of the team. Many of our cadets have achieved some qualification or promotion in the last year and I could say for some that is a highlight in their time. 

The commitment from staff is second to none. They devote their time, giving up the time many would spend with their families to enable our cadets have the very best in the cadet experience within the Corps. Most staff in the past year have increased their knowledge and potential so that others can be trained and made confident in several disciplines. Without the combined commitment of both staff and cadets the Unit would not be as high up the ladder of achievements as it is.  Of course, there are the ‘backroom’ people who like the staff go out of their normal way of life to enable the extra treats. The Parents and Friends group we have are the best and are most dedicated to the Unit as a whole and the best I have any seen. They are relentless in making sure that the welfare of the cadets is taken care of along with needs for training. In this the amount of money they have raised with taking part in Galas, Fetes, Armed Forces Day, Sea Fest and many other events is phenomenal. A special thanks to Sarah Pickering for work in this field on her own accord. A great sum of money was raised by her efforts to enable Offshore adventures to be continued as a Unit. Many thanks also to all the other contributions made by the supporters to our Unit. We are very grateful indeed. 

Not forgetting the Unit Management Team, who have collectively assured that we have a building to parade in the times we are not at North Yorkshire Water Park where our 





boating hub is based. There has been extensive works carried out recently and there is more to come. We all see a light at the end of the tunnel but as we know, the tunnel has not got a defined length. Support in this field is welcomed. 

All the parents and guardians should be proud of their charges who have made TS Scarborough a Unit to be sought after. The ethics we work to, the smartness and commitment, training that we carry out over the year and most of all the fantastic achievements the cadets themselves attain. Ask anyone in the Corps around the country and they will know of TS Scarborough. 

I am proud of our Unit and all who enable it to continue in its greatness. 

Since the AGM 2023 the Unit has achieved so much. Some of which are listed here, Our first Cadet Sergeant Gemma Carr took her post as Lord Lieutenants cadet. A successful Pickle Night for cadets at the Unit. The band started training for their visit to Sheffield for the South Yorkshire Trafalgar Parade. Staff attended courses for Intro to Lowland walking to enable cadets to be taken out and about in lowland areas. Cadets went offshore in the Corps yachts. Staff and cadets joined in the McCain’s 10K and 2.5K Road Run to raise funds for the Unit. Some band members attended the National Trafalgar event. Two cadets attended the Cadet Drill Week in Portsmouth. Cdt Sgt Carr attended the CISSAAM (Skill at Arms) as part of Eastern Area Team. Drill training commenced. District Football competition took place resulting in winners of all categories. Half Term activities afloat. Halloween party put on for cadets by the hard work of Parents and Friends. Planting of the Crosses took place with staff and cadets at Alma square. Junior cadets travelled to Hull for a weekend looking at our heritage. The band played at Webb Ellis Court as part of our Community commitment. The band led the Remembrance Day parade and was hosted afterwards by the Harbour Bar. Many Thanks. Many promotions for cadets took place. Sgt Craig Langley of the Scarborough Detachment was awarded the McCarrol Trophy by the MCSO for Outstanding Personal Achievement by a RMC Instructor. BZ. More success for our cadets at the Promotion Board. At the Area Conference the Unit was awarded the David Gray Trophy for the most Windsurfing and Sailing in the year. Peter Bayliss Trophy for the Best Training. Our Detachment was announced as the best detachment and will represent the Company at the Gibraltar Cup Competition. Cadets and staff were away gaining qualifications for promotion. Some cadets and staff attended the RNLI Memorial Service. Cheque from the Leeds Arms for £500. Thank You. The whole Unit attended Carols by Candlelight at St Mary’s Church. Presentation Night took place for cadets at the Unit. A well-deserved Christmas Party was put on for the cadets. BZ for all the Cadet efforts for 2023. The program was put in place for the up-and-coming Frostbite Sailing competition. The Scarborough-Anglers Social Club held a Charity Race Night of which Scarborough Unit was a benefactor. £450 was gifted to the Unit. Thank You. At the District Drill we were winners of the Continuity, Guard, Juniors and Best Guard Commander-LC T Beaumont. Runners Up in the Squad, Colour Party and RMCD. The Unit was awarded the Captain’s Cup in recognition of the hard work by cadets, staff, UMT and Parents and Friends. At Area Football Scarborough came first in Junior Girls, runner up Junior Boys, Senior Boys and Senior Girls joint third. Normal training and competition training continued as we awarded promotions and said farewell to a couple of cadets who reached the age of 18. Two more of our senior cadets attended the National 





Cadet Drill Instructors Course who came back successful. A great Pancake Day was executed by the Unit for the public. Members of the Ships Company attended the Commonwealth Day Parade. Easter had the Unit have a successful raffle. Cadets attended the National Band Course, which ended with a National Band Parade display on Plymouth Hoe. Training by the RMCD, sea cadets and staff for qualifications and promotions was very much active. This type of activity continued up to this AGM. Just to put a prospective on this work by all, from May to Sept this year we awarded 170 qualifications. 111 for afloat activities, 59 land-based qualifications and a total in that period of 6559 boating hours. Take a deeper look into this and see the amount of time outside normal Unit hours that is taken up by all unit staff and cadets alike. 

It may well be just a year’s look but the time and effort from all concerned is second to none anywhere in the country. I am sure the parents and guardians have seen a massive change in their charges since joining TS Scarborough and this is all down to the dedication of all the adult staff concerned. TS Scarborough does not ease up, indeed in the periods that there are ‘holidays’ work is continuing to keep our cadets in the training they have been accustomed to. Our afloat time success is down to the help and assistance we have had from North Yorkshire Water Park. 

I could go on forever but suffice to say TS Scarborough will continue its efforts to give all our cadets the best cadet experience anyone can give. I am really proud and always in awe of all that are dedicated to the Unit. Thank You all.

## TREASURERS REPORT 

Fundraising efforts for alterations to the building have been a strong focus again this year. £9,266 was raised for the building within the financial year. However, expenditure on the building was £66,946. This left the “restricted building works” fund standing at -£57,680 on 31 March 2024. 

Grants to the value of £28,000, shown at the bottom of the report can be added to this figure, bringing the building fund up to: -£29,680 at EOFY. The unit has raised and spent further funding on the building since April. 

The ringfenced account for offshore and overseas travel for cadets remains at a steady level. This is with the help of fundraising, one-off donations and contributions from parents and carers. 

Expenses  in  other  areas  have  also  increased  from  last  year.  Travel,  accommodation, uniforms, utilities and training all still require funding. 

This is a time of transition and our aim is to have the one-off building costs covered in their entirety as soon as possible. When the building is complete, the other expenses will be covered more comfortably. 





Our P&F and our wonderfully supportive community of fundraisers have worked tirelessly to keep us afloat this year. It is imperative that we maintain this momentum. 








## Electon of President 

The Chair asked Mr. Normandale if he would be willing to stand for the role of President. Mr Normandale agreed to stand again and was duly elected President for another year. Mr. Jim Sheader proposed and Mrs. Liz Blades seconded with all in favour. The Chair expressed thanks to Fred for all he does to help with the Unit and the Cadets. He is a huge part of the team. 

The meeting was handed over to the President during the official election for UMT members. Mr. Normandale expressed his admiration for the outstanding work from the leaders and whole team who ensure the Cadets get the best experience possible from Sea Cadets. He commented on the exemplary behaviour to all the Cadets and the way they conduct themselves when they are parading at the many events they are called to attend. The town has pride in them and this shows with the many positive comments he receives from members of the public. He is proud to represent the Unit.

Normal training and competition training continued as we awarded promotions and said farewell to a couple of cadets who reached the age of 18. Two more of our senior cadets attended the National 





Cadet Drill Instructors Course who came back successful. A great Pancake Day was executed by the Unit for the public. Members of the Ships Company attended the Commonwealth Day Parade. Easter had the Unit have a successful raffle. Cadets attended the National Band Course, which ended with a National Band Parade display on Plymouth Hoe. Training by the RMCD, sea cadets and staff for qualifications and promotions was very much active. This type of activity continued up to this AGM. Just to put a prospective on this work by all, from May to Sept this year we awarded 170 qualifications. 111 for afloat activities, 59 land-based qualifications and a total in that period of 6559 boating hours. Take a deeper look into this and see the amount of time outside normal Unit hours that is taken up by all unit staff and cadets alike. 

It may well be just a year’s look but the time and effort from all concerned is second to none anywhere in the country. I am sure the parents and guardians have seen a massive change in their charges since joining TS Scarborough and this is all down to the dedication of all the adult staff concerned. TS Scarborough does not ease up, indeed in the periods that there are ‘holidays’ work is continuing to keep our cadets in the training they have been accustomed to. Our afloat time success is down to the help and assistance we have had from North Yorkshire Water Park. 

I could go on forever but suffice to say TS Scarborough will continue its efforts to give all our cadets the best cadet experience anyone can give. I am really proud and always in awe of all that are dedicated to the Unit. Thank You all.

## TREASURERS REPORT 

Fundraising efforts for alterations to the building have been a strong focus again this year. £9,266 was raised for the building within the financial year. However, expenditure on the building was £66,946. This left the “restricted building works” fund standing at -£57,680 on 31 March 2024. 

Grants to the value of £28,000, shown at the bottom of the report can be added to this figure, bringing the building fund up to: -£29,680 at EOFY. The unit has raised and spent further funding on the building since April. 

The ringfenced account for offshore and overseas travel for cadets remains at a steady level. This is with the help of fundraising, one-off donations and contributions from parents and carers. 

Expenses  in  other  areas  have  also  increased  from  last  year.  Travel,  accommodation, uniforms, utilities and training all still require funding. 

This is a time of transition and our aim is to have the one-off building costs covered in their entirety as soon as possible. When the building is complete, the other expenses will be covered more comfortably. 





Our P&F and our wonderfully supportive community of fundraisers have worked tirelessly to keep us afloat this year. It is imperative that we maintain this momentum. 








## Electon of President 

The Chair asked Mr. Normandale if he would be willing to stand for the role of President. Mr Normandale agreed to stand again and was duly elected President for another year. Mr. Jim Sheader proposed and Mrs. Liz Blades seconded with all in favour. The Chair expressed thanks to Fred for all he does to help with the Unit and the Cadets. He is a huge part of the team. 

The meeting was handed over to the President during the official election for UMT members. Mr. Normandale expressed his admiration for the outstanding work from the leaders and whole team who ensure the Cadets get the best experience possible from Sea Cadets. He commented on the exemplary behaviour to all the Cadets and the way they conduct themselves when they are parading at the many events they are called to attend. The town has pride in them and this shows with the many positive comments he receives from members of the public. He is proud to represent the Unit.

Bob asked if all could be present at the first meeting of the year on November 14th to be held at the unit at 7pm. This is to be able to discuss fully the fire risk assessment that is being carried out at the beginning of November.
