**Structure** : Little Witley Parish Hall is the Charity that operates the Village Hall in the village of Little Witley, Worcestershire. The property and organisation is known to be referenced ‘in the books’ of The Charity Commissioners as far back as 2[nd] June 1926. The organisation is run and managed by volunteer Trustees. The Charity constitution, as recorded in the Charity Commission Scheme sealed on 17 September 1982 states that when complete the Committee should be made up of 11 Members (five elected and six representative) with 2 each representing Little Witley Parish Council, Little Witley Women’s Institute and The Friends of St Michael Church.
Committee members are continually sought from the Village and surrounding area due to relatively high levels of turnover and whilst the Committee is not currently ‘complete’ all relevant organisations are represented.
The Committee meets monthly.
**Object of Charity** : As stated in 1982 Scheme, the Object of the charity is “the provision and maintenance of a Village Hall for the use of the inhabitants of the Parish of Little Witley and its immediate vicinity”…….”with the object of improving the conditions of life for the said inhabitants”.
**Objectives within 2025** : Beyond the stated objects of the Charity, the Committee has an ongoing objective to utilise the Hall for community purposes and to try to generate income through third party Hall rental to provide sufficient funds to maintain and hopefully develop the Hall.
The Hall also hosts 2 Clubs – Little Witley Film Club and Little Witley Social Club (which holds a Premises Licence) to increase revenue generation.
Key ongoing third party users of the Hall include music tuition, Yoga and Pilates classes and Taiko Drumming as examples.
In 2025, there was an additional objective to source funding for and develop the outside space (patio and surrounding garden) to improve the facility and increase utilization of the Hall.
**Achievements and Performance** : 2025 was a good year for the Charity. It received £19,999 of Lottery funding to develop the patio and garden areas. It should be noted that this was recorded as revenue, increasing the reported turnover to £39.6k, over the £25k threshold for reporting for the first time.
The Lottery Funding was fully utilised and has been reported back to The Lottery Foundation and signed off. The new patio and garden have been well used throughout the year and undoubtedly add to the appeal of the facility. Beyond the extensive outside works, there was lower than usual internal maintenance following a couple of years of relatively high expenditure and focus on the significant outside works. This resulted in a strong financial performance for the Hall, returning a Profit of £3.7k on Turnover of £19.6k (excluding Grants). This profit includes relevant donations from the Clubs both of which return all profitability to the Hall.
**Financial Overview** : With a reasonably strong year in 2025, the Village Hall finished the year with £12.6k of cash, against an internal target the Committee has set itself of maintaining cash reserves at a minimum of £5k. The Charity is debt free and other than cash and the property, has minimal assets.
_With regard to the property, the premises are valued in the accounts at £138,015 which is a historic carrying value and has not been changed for some time (property was valued at £375k in June 2022). Revaluation in the accounts has not occurred, as ownership of the land and buildings is unclear. The Charity Commission Sheme dated 17[th] September 1982 refers to the land and property ‘being held upon Trust’. The Charity Commission Scheme dated 8[th] February 1952 refers to land and buildings being ‘recorded in the books of the Charity Commissioners on the 2[nd] June 1926. However, Title to the land is not clear and the Trustees are pursuing this with the Land Registry, following advice from the Charities Commission_ .
