STATEMENT OF TRUSTEES, RESPONSIBILITIES
The Charity Acts require the Trustees to prepare consecutive Statement of Accounts covering a period of not
more than fifteen months duration. which include an Income and Expenditure Account and Balance Sheet.
In preparing those Stdtem¢nls of Account. the Trustees are required to.. -
Select suitable accouE]ting poli¢i¢s and ihen apply them consistently.
Make judgements and estimates that are reasonable and prudent.
The TrLiStees are responsible for keeping proper baoks of accounts. They are also responsible for
safeguarding ihe assets of the Charity and hence foi. taking reasonable st¢ps for the prevention and detecting
ot fraud and other irregularities.

I report on the Accoiinls of the Trust for the year ended 31, August 2023, which are set out on Pages
6-12.
Re5pectivc Responsibilities of Trustees and Examiner
The charity's trustees are responsible for the preparation of the accounts. The charity's trustees
consider that an audit is not required for this year under section 144(2) of the Charities Act 2011 {th¢
2011 Act) and that an indcpendeiit examination is needed.
It is my responsibility to..
xamine the accounts under section 145 of the 2011 Act.
-to follow the procedure laid down in the General Directions given by the Charity
Commission under section 145(5)(b) of the 201 l Acl- and
-to state whether particular matters have come to my attention.
Basis of Independent Examiner's Report
My exainination was carried out in accordance with the General Directions given by the Charity
Commissioner. An examination includes a review of the accounting recoi'ds kept by the Charity and
a comparison of the accounts presented with those records. It also includes considei'ation of aiiy
unusiial items or disLlosures in the accounts, and the seeking of explanations fn)m you as trustees
concerning any such matters. The procedures undertaken do not providc all the evidence that would
be r¢qiiired in an audit, and conseqiicnily no opinion is given to whethcr Éhe accoiints present a 'true
and fair view, and the report is limited to those matlers set out in the statement below.

The object of the County Federation is to-
advance the education of young members of the public at large in agriculture, homecrafts. country

facilities for recreation and other leisur¢ time occupations, being facilities which ivill irnprove their
condition5 of life and will assist in the development of their spiritual and mental capacities, self
reliance and individual responsibility SO that they inay grow to the full maturity as individuals and
members of the community.
The Federation is administered by the Executive Committee. which is made up of two i'¢pi'es¢ntatives from
every affiliated Young Farmers Club witliin the County of Staffordshire together with Coiinty Officers, Vice
Pi'esidents and co-opted Ineinb¢rs. Only the two representatives from each Club may vote on this
Committee.
The Management Committee is comprised of the Chairmaii, Vice Chairn]an, The President, Treasurer,
Personnel Officer. HR Officer, County Trustees and tlie Couiity Oi'ganiser.
Three other Coinmittees have existed during the ciirrent financial year being Social & Funding,
Development and Compelitions. These Committees concentrate on the detailed work of their respective
responsibilities and report to the ExeLulive Committee.
'rhe Trustees considei. that the Federation has had a very encouiaging year in terms of membership levels
which have i'emained stroiig despite a I'etiini lo mol'e normal membership siibsci'iptions following the heavy
subsidisation post-covid. Events haven't seen the sarne strong reLoveiy as competitions aiid rnembersliip
which has lead to a fiill review of ihe YFC calencldl. by members, County Officers ai)d Trustees to ivoi'k oiit
whal membetE actually want in the calend¢ll' (IS P21ri of theii. menibership. This has proved interesting and
will see changes mad¢ over the next few years. Members <?Iso waiit different types of events which the
Social and Funding Coinmittee are looking into with Barn Daiices, Tribiite nighis, Bavariaii Nights and
Charity Liincheons all being planned.

Certain events will continue to be held which will target primarily past young lamiers, such as the Annual
Vice Presidents Dinner Dance and following th¢ success of the previous ABBA Tribufr Night held in
conjunction with Siaffordshire & Binningham Agricultural Society we will be holding a Queen Tribute
Night in 2024. These events ensure that the YFC movement remains well positioned in the minds of
parents. relatives and friends of potential new members.
The attached financial statements show the state of the finances at 31 August 2023, which th¢ Trustees
consider to be satisfactory.
Members of the Trustees and Management committee have contributed significantly towards the updating of
policies that cover Standards of Personal Behaviour, Alcohol use and Disciplinary and Complaints
Procedures and are currently working on an updated constitution.
The Staffordshire County Federation of Young Fanners Clubs has liquid funds totalling £61,426. This
represents just under seven months of average total expenditure for the last 5 years. This figure is slightly
less than that recommended by the Charity Commission. The Trustees consider this ratLO to be adequate in
relation to the activities of the Staffordshire County Federation of Young Fanners Clubs and the ratio should
continue in subsequent years.
The Staffordshire County Federation of Young Famiers Clubs Bankers are Natwest Bank PLC at 41

I. ACCOUNTING POLICIES
Statement of colnpliance
The financial slatements have been prepaied in accordance with Accounting and Reporling by Charities= Statement of
Recotninended Practice applicable to charities preparing their aecounts in accordance wilh the Financial Reporting
Standard applicable in the UK and Republic of ITeland (FRS 102}- (Charitie5 SORP (FRS 102)), the Financial Reporting
Standard applicable in the UK and Republic of Ireland (FRS 102) and the Charities Act 2011.
Depreciatio
Depreciation is calculated to write off ihe cost or valuation less estimated residual value of tangible assets over their
estimated use￿[ lives at the following rate5:
Leasehold Property is showii in the Balance Slieet at Net Book Value aiid depreciation is being ivritten off
over th¢ term of the lease of 60 yeaTS in equal annual aTnounts. Depreciation is cl)arged in equal installments on
subsequent improvernents over a liseful life as deemed appropriate for each individual improvement.
The property is CUJTently insured for £359,451.
Fixtsi'es and Fittings- 150/0 per annuTn on the reducing balance. Computers are depreciated over two years.
Marquee and Shoiv F.quipment- 200/0 pcr annum on the rcducing balanc¢.
These items are currently insured for a r¢plac¢m¢nt valuc of £43,415.

Stock is valued at the lower of cost and net re-saleable valiie and provision is made against slow moving items.
We also hold a stock of cosliimes for dtama and pantomime compelilions which were gifted to the Federation. Thes¢
aiE not reflected in the balance sheet but have a value of approximately £3,245.
Trophie5
All trophies owned by th¢ Federation at 31August 2023 ivere valued by independent valuer dui'ing the fJnan¢ial year
to 31" August 2016 and were deenied lo have the value of £27,640 for insui'ance purposes. This value will tjot have
changed sigiificanily since that date. These trophies ar¢ not r¢flected ill th¢ balance sheet and neitiier aTe any
subsequently ac4uired trophies.
RecognitRon of IDeome and expenditure
Tile accruals basi5 of accountin¥ has been applied to determine the income and expeiiditure account. Any known
expense that iYlate5 to the current flliancial yedr are accrued (or i]1 creditors at tlie year end and any amounts received tha¢
relate to fvture accou]iting periods aFe treated as deft￿ed income and held on the balance sheet wiihin rreditors.
Investment Valuations
Due to a chwigye in accounting policy investtnenls are now included within the balance sheet at their year-end valuation.
Any change in value is a¢¢oun¢ed for on the balance sheet as a Change in valuation of Investments.
