Objectives and Activities

Summary of the purposes of the charity as set out in its governing document

To administer and manage the land and building known as Beckbury Village Hall for the purposes of physical and mental training and recreation, through the medium of reading and recreation rooms, library, lectures, classes or other leisure-time occupation, as may be found expedient, for improving the conditions of life of the inhabitants of the Parish of Beckbury, and of the surrounding district without distinction of sex, or of political, or religious or other opinions

Summary of the main activities in relation to those purposes for the public benefit, in particular, the activities, projects or services identified in the accounts.

Main activities this year have been completion of the the refurbishment of the hall, and two successful opening events in September. At the formal opening the local county councillor Steve Marshall thanked all who had contributed to the refurbishment and declared the hall ‘open’. Later in the year local MP Phillip Dunne also visited and met with several trustees.

This left just three months of the year that the hall was available for bookings. The trustees produced a marketing strategy and installed Hall Master booking software on the hall’s website and bookings started to build.

As from November ’21, trustees decided to pay a local self-employed individual to carry out cleaning duties. This has proved very efficient and has greatly improved the ongoing cleanliness of the hall, particularly it has ensured that we are COVID-19 compliant around required and necessary hygiene measures

Statement confirming whether the trustees have had regard to the guidance issued by the Charity Commission on public benefit

The Trustees believe that the charity has complied with the duty to have due regard to public benefit guidance published by the Charity Commission. Furthermore, they believe that activities undertaken by the charity further its charitable purposes for the public benefit by providing a community building for use by inhabitants of Beckbury and surrounding parishes, for leisure, education, recreation and enhancing physical and mental health.

Income in 2021 totalled £58,485.26

Achievements against objectives set

At the BVH 2018 AGM trustees announced that they planned:

‘…to refurbish the Village Hall in two phases. They plan to create a facility which will meet all the needs of the village and surrounding communities and create a facility that is attractive as a venue for private hire- thus creating revenue which will mean that the Village Hall becomes selffinancing. The private hire ‘business’ will subsidise other activities. Work will depend on fundraising; however, we would hope to complete Phase 1 by 2020.Phase 2 will be subject to similar funding constraints but we hope to complete Phase 2 of the project by 2022.’

In fact by the end of 2021 the whole project had been completed for several months with the official opening in September ’21. Trustees are very pleased to have brought the whole project in ahead of time. Having produced a ‘Marketing Strategy’ which has been implemented we are looking forward to a self-sustaining hall within the next couple of years.

Performance of fundraising activities against objectives set

All required fundraising was realised by mid-2021. Since opening the hall has sustained itself without need for specific focused fundraising activity. Trustees are planning that the hall should become VAT registered and will be claiming back VAT paid on the refurbishment.

Financial Review

Trustees are delighted that during this year we were able to, not only pay running costs of the hall, to raise and realise the money necessary for the entire refurbishment and to pay a self-employed local individual to keep the hall in a clean condition. We believe this to have been a magnificent achievement and express our thanks to all who contributed

Trustees are satisfied with the charity’s current financial situation.

Reserves

Whilst fundraising for the refurbishment it has not been sensible nor possible to build up reserves. However, now the refurbishment is complete, and the hall is available for hire, Trustees will develop a reserves policy, probably to total a minimum of 12 month’s running costs.

The future

Trustees are looking forward to a complete year of the hall being ‘open for business’ and to the hall becoming a self-sustaining entity.

Our sources of funding are named in our annual accounts.

Risks

Our biggest risk, not being able to fund the refurbishment project, has been avoided in this year.

However, the unpredictability of the impact of the COVID-19 pandemic is ongoing and in Dec 2021 is still unknown. Trustees are vigilant on this and will take all appropriate action. It seems that we are ‘through the worst’ and we are hopeful that the hall can remain open for bookings from now on.

Independent examiner’s report to the trustees of Beckbury Village Hall, a registered charity

I report to the trustees on my examination of the accounts of the Beckbury Village Hall Charitable Trust (the Trust) for the year ended 31 December 2021.

Responsibilities and basis of report

As the charity trustees of the Trust, you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (‘the Act’). I report in respect of my examination of the Trust’s accounts carried out under section 145 of the 2011 Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.

Independent examiner’s statement

I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

  1. accounting records were not kept in respect of the Trust as required by section 130 of the Act; or

  2. the accounts do not accord with those records; or

  3. the accounts do not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a ‘true and fair view which is not a matter considered as part of an independent examination.

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

Addendum to the Independent Examiner’s Statement

As required under Direction 3.3 of the Charity Commission’s Directions, I, Georgina Porter of Hawthorn House Beckbury, TF11 9DQ declare that there is no conflict of interest in my appointment as independent examiner of the accounts of the Beckbury Village Hall Charitable Trust (the Trust) accounts.

I believe that my position as a Legal and Compliance Adviser working at Harper Adams University, (also a registered charity) equips me to carry out an independent review of the Charity’s accounts.

I confirm that the Beckbury Village Hall Charitable Trust is eligible for an independent examination and a full audit is not required by law, by the charity’s governing document or for any other reason.

During my examination, I examined the Trust Constitution, accounts Jan- Dec 2021, the trustees’ meeting minutes for the year 2021, the draft annual report for 2021, the annual bank statements for the Charity’s two accounts for 2021, and a sample of receipts.

During my examination, I came across no matters to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.
