Objoctlves and Actlvitles Summary of the purposes of the charlty as set oul in its govemlng document To administer and manage the land and building known as Beckbury Vlll8ge Hall for the purposes of physical and m8ntal training and recraation, through the medium of reading and recreation rooms, library, lectures, classes or other leisure-time occupation, as may be found exp8di8nt, for improving the conditions of life of the inhabitants ofthe Parish of Beckbury, and of the Surrounding district without distinction of sex, or of political, or religious or other opinions Summary of the main activities in latIon to thos8 purposes for tho public benefit, In particular. the activities projects or services identlfled in the accounts. Maln actlvlties this year have been fundraising and th& commencm8nt of work on the refurbishment of the hall. COVID reslrictions which were in place from March 2020 meant that hiring ceased for the rernaining 9 months of the year, and by the 6nd of the year tha building works had begun, which rendered the hall subject to building site regulations. Statement conflrmlng whether th8 truste88 have had regard to the guidance Issued by the Charity Commlssion on public benefrt The Trustees believe that the charity has complied with the duty to have due regard to public ben8flt guidance published by the Charity Commission. Furthemore, they believe that actlvlti8s undertaken by the charity further its charitable purpos8s for the publi¢ benefit by providing a community building for use by inhabitants of Beckbury and surrounding parishes, for leisure, educalion, tscreation and gnhancing physical and mental health. The role of volunteers B8ckbury Village Hall is fortunate to benefit from the input of many volunt88rs during the year including: 11 Trust8es a local resident who does weekly fire checks, ovgrsees refuse dlsposal and checks the need for fu81 Several residents who support with building and grounds malntenance on a regular basis r8sidènts who respond to ¢all outs for working party member8 Trustees ara extremely grateful to them all.
Achievaments and Perfomiance Most of this year has been consumed with fundraising for the refurbishment- such that by the end of the year all necessary funding has been sourced, approximately £112.000 and the refurblshment is w811 undetway. Prior to the COVID-19 lockdown in March tha hall was in a poor state and hardly been suitable for hiring however there were a few private bookings for children's parties etc. Thi8 meant that income from community use this year is low. Achievements against objectives s•t At Ihe B VH 2018 AGM trusta&s announced that they planned: .to refurbish th8 Village Hall in two phases. They plan to create a facility which 11 meet all fhe needs of the village and surrounding communities and create a facility that is attractive as a venue for private hire- thus creating revenue which will mean that the Village Hall becomes self-financing. The private hire 'business' will subsidise other activities. Work will depend on fundraising,. however, we would hope to ompbts Phos8 1 by 2020.Phase 2 will be subject to similar funding constraints but we hope to complete Phase 2 of the project by 2022., In fact by the end of 2020 Phase 1 {reroofing) was complete and work on Phase 2 has commenced. We expect completion eaTly in the New Year (2021). Trust88s ara plgased to ieport that the prO1t is ahead of schedule. Performance of fundraising activities against objectives set The whole project depended on raising sufficient funds. As stated above, sufficient funds were eventually sourc6d, despita saveral satbacks - such as Big Lottery closing the applications process to concentrate on COVID impact funding- ahead of time and was way ahead of the tsrget schedule by the end of 2020. Financial Review Trustees are delighted that during this year we were able to not only pay running costs of Ihe hall but to also raise the money necessary for the entire rafurbishment. We beliavo this to have bggn a magnificent achievement and express our thanks to all funders. Our management accounts predict a brief shortfall in funding during the refurbishment, however this will be covered by several pledges, already s8cured, which will be realised should tho need aris8. Tnjstees 8re also contemplating taking advice on VAT registration so that we can claim the substantial VAT (approx. £18,000) to be paid on the build. Our business plan predicts that incoma from hlrfng once the refurbishment is complete will mean that the hall becomes a self-funding entity with little or no n60d for future grant funding. Trustees ar8 satisfiod wlth the charity's current finanoial situation.
Reserves Whilst fundraising for the refurbishm8nt it has not been sensible nor possible to build up reserves. How8ver, onc8 th6 refurbishment is complete, and the hall is available for hire, Trustees will develop a reserves polrcy, probably to total a minimum of 12 month's running costs. Tho futuro Trustees are looking foward to Completion of the refurt)ishinent and to reporting a big increasa in privata hiring and community use, compared with our 2019 baseline, in our next annual report Prlnclpl8 sources of fundlng Our sources of funding are named in our annual accounts. Risks Our biggest risk, not being able to fund the r8furbishment project, has been avoided in this year. However, tha unpradlctabillty of tha Impact of the COVID-19 pandemic is ongoing and in Dèc 2020 is still unknown. Trustèes are vigilant on this and will take all appropriate action. It is fortuitous for BVH that lockdown has coincided with the losure of the hall for reftjrbishment, we hope that th8 impact of the pandemic will have reduced by the time Ihe hall is available for hire in the Spring of 2021. When not in use the hall is relatively inexpensive to run with only insurance premiums and water rates to be paid. The hall is supported by regular, monthly donations to the Gharity from local residents, we are confident that in the worst<ase scenario, tha88 donations would continue and would pay these costs.
