TRUSTEES’ REPORT TO THE COUNCIL: YEAR TO 28 FEBRUARY 2025
The Trustees present in their Annual Report together with the Receipts and Payments Accounts of the Charity for the year ending 28[th] February 2025. The Trustees confirm that the Annual Report and the Receipts and Payments Accounts comply with the current statutory requirements, the requirements of the charity’s governing document.
Constitution – The Group is constituted in line with the Scout Association Policy, Organisation and Rules. The Scout Group and its Council are part of the Scout Association which is incorporated under the Royal Charter and shares its purpose and method.
The Purpose of Scouting – Scouting exists to actively engage and support young people in their personal development, empowering them to make a positive contribution to society.
The values of Scouting - As Scouts we are guided by these values:
Integrity – We act with integrity; we are honest , trustworthy and loyal. Respect – We have self-respect and respect for others. Care – We support others and take care of the world in which we live. Belief – We explore our faiths, beliefs and attitudes. Cooperation – We make a positive difference; we cooperate with others and make friends.
The Scout Method – Scouting takes place when young people, in partnership with adults, work together based on the values of Scouting and:

Objectives and Activities for Public Benefit
The Scout Group operates in the locality of Cullercoats, Tyne and Wear to provide activities for young people.
A programme of activities for young people, run by volunteers, that furthers the Scout Associations purpose in sections: Beaver Scouts, 6 – 8 years Cub Scouts, 8 – 10 ½ years Scouts, 10 ½ - 14 years Squirrels, 4 – 6 years, are available elsewhere within Whitley Bay & District.
On reaching their 14[th] birthday young people are linked to the local Scout District, Whitley Bay & District Scout Council, for the provision of Explorer Scouting 14 – 18 years, and Network Scouting 18 – 25 years.
Young members of the Group pay subscription fees, currently £12 monthly, though this may be paid termly (£48) or annually (£130).
This pays for membership of the Scout Association and County together with contributing towards activities and the operation of the Group, Extra activities, such as camps, are financed by one off fees. The ability to pay for an activity is not normally a barrier to participation – the Group will assist where necessary.
The Trustees confirm that they have referred to the guidance contained in the Charity Commission’s general guidance on public benefit when reviewing the Group’s aims and objectives and in planning and operating activities during the year.
Trustee Board
The Trustee Board is appointed at the Annual General Meeting of the Group Scout Council and takes the responsibility of supporting and managing Scouting within the Group.
The Trustee Board is constituted as defined in the Scout Association Policy, Organisation and Rules (5.4.5.7)
From 2016, new Executive Committee members are inducted by way of a Scout Association on-line training course that outlines their role and responsibilities, together with that of the Executive Committee. Copies of the annual report and other trustee guidance material are made available to assist them in their role.

Risk Management
The Trustees and Leaders assess the risks to which the charity is exposed, in particular those related to the activities and the Group headquarters and are satisfied that procedures are in place to mitigate our exposure to the major risks.

Reserves Policy
The Trustees believe it is important to retain reserves of £10,000. This allows the trustees to ensure a level of confidence that any future deficit in the operation of an activity, unexpected expenditure or financial pump priming of activities can be managed without detriment to the operation of the Group.
Review of Activities
A full review of the activities can be found in the Section reports in the later pages of the document.
Future Plans
The trustees continue to manage the Group Development Plan closely, ensuring that necessary progress is made towards the goals set out within and towards the Scout Association Vision. The Executive Committee are also setting out on a fund-raising journey to raise the funds required to extend our Headquarters. The aim of this is to provide further useful space, as well as storage areas, ensuring that the young people have a fantastic and varied programme at the Group.
Acknowledging Volunteers
The Group is wholly operated by volunteers, activities are provided for young people by Leaders, Assistants and Helpers. The Trustee Board’s membership is made up of volunteers, and the Group enjoys the support of parents and other supporters. The Trustees are mindful of this support and assistance and acknowledge the efforts of volunteers in the Groups objects.

The law applicable to charities in England & Wales requires the Trustees to prepare financial statements for each financial year which give a true and fair view of the state of affairs of the company and of the incoming resources and application of resources of the company for that period. In preparing these financial statements, the Trustees are required to:

observe the methods and principles in the Charities SORP;

make judgments and estimates that are reasonable and prudent;

prepare the financial statements on the going concern basis unless it is inappropriate to presume that the company will continue in operation.
The Trustees are responsible for keeping proper accounting records that disclose with reasonable accuracy at any time the financial position of the charity and enable them to ensure that the financial statements comply with the Charities Act 1993. They are also responsible for safeguarding the assets of the charity and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities.

GROUP CHAIRMAN’S REPORT
There is much work that goes on behind the scenes by the Trustee Board and Leaders to ensure that the Young People in the group have a rewarding and enjoyable experience within Scouting.
Can I start by paying tribute to the Group’s magnificent leadership team, well led by our Group Lead Volunteer (previously known as Group Scout Leader), Caroline Charlton. The Group depends on this small group of dedicated and enthusiastic team of volunteers to deliver a programme of activities, which is varied and interesting for your children.
Can I also thank all volunteers who work behind the scenes, Louise and Carolyn for cleaning the HQ weekly, as well as all parents and carers who occasionally help at group meetings.
You may have seen some changes take place within the Group over the past 12 months. Many of these are name changes referring to the different roles and responsibilities undertaken by the volunteers who run the group. None of these changes should have any impact on the way that Caroline Charlton, and her team of leaders, plan or run the activities they prepare for the young people within our group.
I would also like to thank those who serve on the group Trustee Board with me. This is one of many activities that take place, largely unseen. The Trustee Board is made up of leaders, parents and other people who are interested in supporting your children within the Scouting Association.
Trustees are responsible for Governance, Finance, Risk, Insurance, Safety and Safeguarding within the group.
Numbers within the Group have risen over the past 12 months. This is partially down to the fantastic and exciting programme our leaders put together for your children to enjoy.
There are many ways that you can support the Group, simple things like ensuring your child arrives on time, correctly dressed, and is collected when the activities are finished.
Like all Groups we are keen to welcome any person who can volunteer to assist with Scouting Activities. This can be anything from becoming a Trustee to supporting fund-raising events or even volunteering to assist with one of the Sections, Beavers, Cubs or Scouts. We have ample space for extra help, in whatever role you would like to assist.
We, like others, have seen a massive increase in some of our costs. Thanks to Louise Godlington, our Group Treasurer, for having her finger on the pulse and keeping these costs as low as possible and ensuring a full and accurate set of accounts are maintained. Louise has put in many hours of hard work to do this.
Finally, can I say that I have been Group Chairman now for over 3 years. Thank you all for all the help and assistance you have given to me over that period of time.

GROUP LEAD VOLUNTEER’S REPORT
I cannot believe another year has flown over and here I am again reporting we have enjoyed another successful, busy year at the 5th Whitley Bay which has seen our membership numbers increase. I wish to thank our wonderful leadership team for providing excellent balanced programmes incorporating skills for life for all of our young people across Beavers, Cubs and Scouts. I am proud to volunteer alongside such a great team.
Please enjoy reading our section reports to learn what our Beavers, Cubs and Scouts have been up to. Group events have included a sailing day, a litter pick at the Quarry Park, Gaduron District Camp, Easter and Christmas coffee evenings, as well as Harvest and Mothering Sunday church parades.
Congratulations to our young people who have achieved their Chief Scout Awards over the past year and been given the opportunity to attend and receive their certificates at the County presentations. Our leaders are always very proud of these huge achievements which we hope will be part of their journey towards their King Scout Award.
We are still on the lookout for offers of help or ideas towards our continued fundraising to further develop our Headquarters. Hopefully you are aware we have planning permission to extend our 5th Headquarters, which we are all very excited about. This is a massive undertaking to future proof our building and we are looking for your parental support. Perhaps your employer offers matched support, or your business can offer us funding? Please let me know if you can offer any help or have any suggestions.
I had the pleasure of helping at our Cub Pack weekend run by Su and Rachel which was well planned and organised, with a day of adventurous activities at Whickham Thorns. The Cubs had a brilliant time, and I was even able to have fun on the snow tubing with them!
My huge thanks go to Ian Atkinson, our Chairman, Carolyn Atkinson our Secretary and Louise Godlington our Treasurer for their continued commitment and support. I would also like to thank ALL the parents, carers and grandparents who have helped over the last year and for your continued support, it is greatly appreciated.

SECTION REPORTS
Our Beaver Section continues to grow, and we have fun each week with our youngest section! We have worked throughout the year on badges making sure our young people get the best chance of reaching their top award.
We had fun on grass sledges at the Quarry Centre, planted sun flowers, learned dance routines, made kites, flown kites (on a really windy night!), played on Beaconsfield, visited the beach for some sand crafting, we walked for ice-cream and had our usual water night.
We visited District Camp for the day in September and joined in all the adventurous activities there, climbing, backwoods cooking, inflatable assault courses, STEM activities, made woggles and ate ice cream! We went to Tynemouth Priory panto on the coldest night in January and our Beavers had all the golden tickets and entertained the audience from the stage! We have Skyped Richard Sanderson and our friends in Bogota at the New Hope for Children and spoke to them on screen – that was a great evening experience for our Beavers. We raised over £400 for that charity from your sponsored silence – this makes us very proud of our young people. We have been visited by Nicola from the Rock Pool School and some of our Beavers attended and earned their Earth Tribe badge at a shared event across the County.
We had our usual Christmas jumper film night to finish the winter term.
We have presented more than ten Chief Scout Bronze awards in the last year and continue to work on more.
Thanks to all the parents who support our activities whether it has been on a section night or a fundraiser – we really appreciate it!

Wow another year has gone by and cubs have packed so many activities including several trips to the Rising Sun Country Park, Surfing, Cricket, a quiz walk around Cullercoats, and Shooting.
The cubs have also done lots of work and done badge work which all helps towards their Chief Scout Silver Award including Naturalist, Disability Awareness, Environmental Conservation, Air Activities, Backwoods Cooking, Cyclist and Chefs Badge as well as many parts of their challenge badges.
Most of our cubs enjoyed getting involved in the District Gaduron Camp in September where they won the build an edible bridge competition. Most recently 19 cubs have enjoyed our winter adventure camp where they visited Whickham Thorns Activity Centre and participated in laser tag, crate stacking, snow tubing, assault course (which was very muddy) and bouldering. Cubs have also participated in a district cubs sports day run by the activities team and the group’s sailing day at Druridge Bay.
Cubs have also joined in the fun evenings including Advent Coffee evening, Easter Coffee Evening and for a change from the Christmas party cubs had a Christmas movie night at the Quarry Centre.
We continue to support Cubs to be able to gain their Chief Scout Silver Award . This is the highest award that can be achieved in the Cub section, and we had the pleasure of awarding this to Thomas, Eve, Phoebe and Rory who have now moved onto Scouts and Tommy who moves up in September.
In February cubs took part in a sponsored silence. We managed to keep them quiet for 55 minutes, which is remarkable. To coincide with the sponsored silence, we also held a bake sale to help raise additional funds for ‘Mindstars’ a charity that has supported one of our cubs. From both the cake sale and sponsored silence Cubs raised over £1000. Thank you to all those who supported this.
Rachel continues to support me, and she continues to be a valued member of the wider leadership team, and the Cubs just love her. I couldn’t do Cubs without her!
I would also like to thank all the parents who have come along and helped out at our meetings and those that continue to help with the parent rota, we still appreciate all the help especially when we do visits and activities. Your help is greatly appreciated. If you feel you would like to get more involved, please get in touch and I can give you more information.
We look forward to another great year of Scouting within the Cub Section in what I hope all the cubs enjoy their time with us and all the activities we do with them.

Tuesday Troop
Another busy year for the Tuesday Scout Troop.
This year has seen our leadership team strengthened with the addition of Becky and Dawn. It’s great to have them onboard. They are proving to be a real asset to the troop. It gives us greater flexibility for running activities and cover if, for some reason, another leader cannot make it.
Some of our older scouts turned 14 and have moved on to Explorers. A couple also moved on to pursue their sporting ambitions. A few have joined us from Cubs, we currently have 22 Scouts on the register. A range of activities has been offered and taken up by the Scouts, including, District Hike, Sailing day at Ladyburn Lake Druridge Bay, Camp Gaduron, District Raft Race at Tynemouth Pool, Climbing, Surfing, and Camp at Pigdon where the scouts slept under the stars in hammocks.
We also made a very tasty cake in a mug. And of course, pancakes on Shrove Tuesday. A bird box was completed also as a woodwork/DIY project. A Scout from Australia visited us while here on holiday with his parents, we exchanged Neckers and some badges.
Badge work has continued ticking over nicely, recently completing the Science Badge, Communicator Badge, and Emergency Aid Badge.
Work is also continuing on the Challenge badges with an emphasis on the older scouts completing. This is good for the younger scouts also as it gives them a good early start on the path towards achieving the Chief Scout Gold award.
A spreadsheet was sent out to parents with requirements to fulfil at home as part of the Skills Challenge badge. Some Scouts have completed this and been awarded the Skills Challenge Badge. Thanks to parents for their continued support.

Thursday Troop
We have a great troop of 23 Scouts currently, with our 6 “OAPs” due to leave us at Easter – They will be missed! We have brilliant attendance each week, and it is good to see everyone getting involved in the programme we plan each term. The Scouts have certainly been working hard, as we have awarded 137 badges this year!
We have had another action-packed year. We’ve had Scouts participate in our group sailing / kayaking day, as well as complete a sponsored swim fundraising for ‘New Hope for Children’. In February we attended the District Raft Race and had scout camp at Pigdon with Tuesday Troop in the Summer. We have also been busy on Troop nights doing loads of activities, including archery, shooting, climbing, working on our map skills, doing our bit for the environment and practicing our fire lighting and outdoor cooking. We also had almost the whole troop attend Gaduron camp in September!
Our older Scouts have been working hard to tick off their final badge requirements to gain their Chief Scout Gold Award. They have been volunteering, running some activities on troop nights, and brushing up on their Countryside Code knowledge.
We also have 3 Scouts attending the Expedition weekend in May, which will allow them to take a step closer to their Chief Scout Gold Award as well.
Over the next few months, we hope to plan another camp with Tuesday Troop, as well as getting out and about to make the most of the lighter nights and working to tick off some more badges.

Independent Examiner's Report to the Trustees of the
5[th] WHITLEY BAY SCOUT GROUP
I report on the accounts of the Group for the year ended 28[th] February 2025, which comprise the Statement of Financial Activities, the Balance Sheet and related notes.
This report is made solely to the trustees in accordance with Section 43 and 44 of the Charities Act 1993. My work has been undertaken so that I might state to the charity’s trustees those matters I am required to state to them in an Independent Examiner’s report and for no other purpose. To the fullest extent permitted by law, I do not accept or assume responsibility to anyone other than the charity and the charity’s trustees for my examination work.
Respective responsibilities of Trustees and Examiner
The Group’s trustees are responsible for the preparation of the accounts. They consider that an audit is not required for this year (under Section 43 (2) of the Charities Act 1993 (the 1993 Act)) and that an independent examination is needed.
It is my responsibility to:

Examine the accounts (under Section 145 of the Charities Act);

To follow the procedures laid down in the General Directions given by the Charity Commissioners (under Section 145(5)(b) of the Charities Act); and

To state whether particular matters have come to my attention.
Basis of Independent Examiner's report
My examination was carried out in accordance with the General Directions given by the Charity Commissioners. An examination includes a review of the accounting records kept by the Group and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts and seeking explanations from you as trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently I do not express an audit opinion on the view given by the accounts.
Independent Examiner's Statement
In connection with my examination, no matter has come to my attention:

which gives me reasonable cause to believe that in any material respect the requirements

to keep accounting records in accordance with Section 41 of the 1993 Charities Act; and
