TRUSTEES’ REPORT TO THE COUNCIL: YEAR TO 28 FEBRUARY 2021
The Trustees present their annual report together with the financial statements of the charity for the year to 28 February 2021. The Trustees confirm that the Annual report and financial statements of the charity comply with the current statutory requirements, the requirements of the charity’s governing document and the provisions of the Statement of Recommended Practice (SORP) "Accounting and Reporting by Charities" issued in March 2005.
Constitution - The Group is constituted in line with The Scout Association Policy, Organisation and Rules. The Scout Group and its Council are part of The Scout Association which is incorporated under Royal Charter and shares its purpose and method.
The Purpose of Scouting - Scouting exists to actively engage and support young people in their personal development, empowering them to make a positive contribution to society.
The Values of Scouting - As Scouts we are guided by these values:
Integrity - We act with integrity; we are honest, trustworthy and loyal. Respect - We have self-respect and respect for others. Care - We support others and take care of the world in which we live. Belief - We explore our faiths, beliefs and attitudes. Cooperation - We make a positive difference; we cooperate with others and make friends.
The Scout Method - Scouting takes place when young people, in partnership with adults, work together based on the values of Scouting and:

enjoy what they are doing and have fun;

take part in activities indoors and outdoors;
-
learn by doing;
-
share in spiritual reflection;
-
take responsibility and make choices;
-
undertake new and challenging activities;
-
make and live by their Promise.
Scouting is open to all young people between the ages of 6 and 25 years irrespective of class, ethnic origin, nationality (or statelessness) or race, gender, marital or sexual status, mental or physical ability, political or religious belief.
Objectives and Activities for Public Benefit
The Scout Group operates in the locality of Cullercoats, Tyne and Wear to provide Scouting activities for young people.
A programme of activities for young people, run by volunteers, that furthers the Scout Associations purpose in the sections: Beaver Scouts, 6-8 years; Cub Scouts, 8-10½ years; Scouts, 10½-14 years. These cover a broad range of activities that are outlined in the section reports. On reaching their 14[th] birthday, young people, are linked to the local Scout district, Whitley Bay & District Scout Council, for the provision of Explorer Scouting 14-18 years and Network Scouting 18-25 years.
Young members of the Group pay subscription Fees, currently £28 per term or £76 annually. This pays for membership of the Scout Association and County together with contributing towards activities and the operation of the Group. Extra activities, such as camps, are financed by one off fees. The ability to pay for an activity is not normally a barrier to participation – the Group will assist where necessary.
The Trustees confirm that they have referred to the guidance contained in the Charity Commission’s general guidance on public benefit when reviewing the Group’s aims and objectives and in planning and operating activities during the year.

Executive Committee and Trustees
The Executive Committee is appointed at the Annual General Meeting of the Group Scout Council and takes the responsibilities of supporting and managing Scouting within the Group. This includes management of the building, fundraising and support for the Group Leaders.
The Executive is constituted as follows:
Officers Chairman, Secretary and Treasurer – Appointed at the Annual General Meeting of the Group Council Leaders Group Scout Leader is ex-officio. Beaver Scout Leader, Cub Scout Leader and Scout Leader are appointed as Trustees for the year if they confirm at the Annual General Meeting their willingness to act as a Trustee. Elected Members up to six people elected by the Group Council at the Annual General Meeting Nominated Members up to six people nominated by the Group Scout Leader and approved by the Group Council at the Annual General Meeting, the number of nominated members must not exceed the number of Elected Members
From 2016, new Executive Committee members are inducted by way of a Scout Association on-line training course that outlines their role and responsibilities, together with that of the Executive Committee. Copies of the annual report and other trustee guidance material are made available to assist them in their role.

Risk Management
The Trustees and Leaders assess the risks to which the charity is exposed, in particular those related to the activities and the Group headquarters and are satisfied that procedures are in place to mitigate our exposure to the major risks.
Reserves Policy
The Trustees believe it is important to retain reserves of £10,000. This allows the trustees to ensure a level of confidence that any future deficit in operation of an activity, unexpected expenditure or financial pump priming of activities can be managed without detriment to the operation of the Group.

A full review of the activities can be found in the Section reports in the later pages of the document.
Future Plans
The trustees continue to manage the Group Development Plan closely ensuring that necessary progress is made towards the goals set out within and towards the Scout Association Vision.

Acknowledging Volunteers
The Group is wholly operated by volunteers, activities are provided for young people by Leaders, Assistants and Helpers. The Executive Committee’s membership is made from volunteers, and the Group enjoys the support of parents and other supporters. The Trustees are mindful of this support and assistance and acknowledge the efforts of volunteers in the Groups objects.
Statement of Trustees’ Responsibilities
The Trustees are responsible for preparing the Trustees' report and the financial statements in accordance with applicable law and United Kingdom Accounting Standards (United Kingdom Generally Accepted Accounting Practice).
The law applicable to charities in England & Wales requires the Trustees to prepare financial statements for each financial year which give a true and fair view of the state of affairs of the company and of the incoming resources and application of resources of the company for that period. In preparing these financial statements, the Trustees are required to:

select suitable accounting policies and then apply them consistently;
-
observe the methods and principles in the Charities SORP;
-
make judgments and estimates that are reasonable and prudent;
-
prepare the financial statements on the going concern basis unless it is inappropriate to presume that the company will continue in operation.
The Trustees are responsible for keeping proper accounting records that disclose with reasonable accuracy at any time the financial position of the charity and enable them to ensure that the financial statements comply with the Charities Act 1993. They are also responsible for safeguarding the assets of the charity and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities.

GROUP CHAIRMAN’S REPORT
The Group’s Executive Committee is made up of leaders, parents and others interested in supporting and managing the Scout Group. We have responsibility for maintaining the headquarters, fundraising, financial management, health and safety, safeguarding, safety and other matters. Each year we are responsible for preparing an annual report and accounts and presenting this to you, the general membership of the group, at the annual general meeting. This is an opportunity for us to report to on the operation of the group, to be held to account for our actions and to provide you with an opportunity to become involved.
This has been an extraordinary year when, for the most part, face to face Scouting activities have not been possible. Throughout these challenging times, our leadership team have demonstrated incredible resilience and imagination to continue to deliver Scouting activities in different ways. It has been a pleasure to witness on our Facebook page so many Beavers, Cubs and Scouts still engaged in such a variety of positive and enjoyable activities detailed in this report at a time when they have been most needed. The delivery of these programmes is of course dependent on the hard work of a group of dedicated and enthusiastic volunteers who make up the leadership team. On your behalf I thank them for their energy and resilience during such a challenging and difficult period.
We look forward to welcoming everyone back to the Headquarters and resuming meetings in person. The Group has undertaken a considerable amount of work, guided by the Government and the Scout Association, carrying out risk assessments and putting in place measures to minimise the risks of infection. These policies and practices were briefly put into operation during December when our Beavers successfully met in our Headquarters. We are therefore confident that when face to face activities resume, they will do so in a safe environment and in accordance with the latest guidance.
The reports and accounts set out in this report indicate that the Group remains in a strong overall position, but the pandemic has created a significant amount of disruption and uncertainty. We thank you for your patience and understanding in continuing to pay a reduced amount of subscriptions throughout the year. This has enabled us to cover a range of costs associated with the running of the Group and HQ, including the annual membership fee to the Scout Association. As face to face activities resume we will closely monitor our income and costs and seek to charge a proportionate level of subscription payments in 2021.
Many thanks for your continued support of the Group during this difficult period. We hope that we may return to more traditional methods of Scouting in the near future. When this is possible the Group looks forward to helping our community recover from the pandemic by offering our young people the social interaction they have missed and much needed support and opportunities for their personal development.

GROUP SCOUT LEADER’S REPORT
I am writing this just as we are coming out of lockdown, hopefully for the very last time! What an extraordinary year it has been not seeing our young people face to face. As you may know many of our leaders have been involved in the 5[th] for over 30 years, so it has been unusual not putting our Scout uniforms on each week and heading to our Scout Headquarters to see our Beavers, Cubs and Scouts.
Our leadership team have instead been very resilient, resourceful and imaginative continuing to provide our young people with activities, badgework, zoom meetings, challenges, doorstep deliveries, Beavers in a bag etc. For this I am extremely grateful to them all, well done and thank you for continuing with all the hours of meetings, preparation and delivery time leaders have given. We have all spent many hours on online meetings and webinars keeping up to date with Scout Association guidance on delivering a blended programme and the safe return to face-to-face Scouting. It has certainly brought its challenges to our Leaders and Executive Committee.
A huge thank you to our young people who have continued to engage with the varied programmes we have offered and even earned badges along the way! We have camped at home during April 2020 and broke a world record with our County for the number of people camping. Well done to those who took part, especially those who camped for a whole month! We also took part in the Virtual Marra in May 2020 with more camping at home and online activities. Who knew sleeping in your tent in the garden or building a den in the house could be such fun when we were so restricted and had to stay at home!
I always try to include my highlight of the year which is usually related to a camp we have enjoyed but I think this year it must be joining in on the many zoom calls with our Beavers, Cubs and Scouts and seeing their enthusiasm and excitement whether they were cooking, running to find an item, solving a puzzle or map reading! As well as seeing all the photos of our young people camping at home or in dens they have cleverly constructed.
Congratulations to our Beavers and Cubs who achieved their Chief Scouts Awards over the year in extraordinary circumstances, well done!
We continue to plan our way forward, the restrictions on social distancing continue to limit our face-to-face meetings. We are not yet allowed to camp but once we can, we will advise you of opportunities moving forward.
I wish to thank Carolyn who is moving away from her role as Assistant Cub Scout Leader and has been a huge asset to our Cub Pack over the last 18 years, fortunately Carolyn will stay with the Group as Secretary and take over from Jacquie who has done a remarkable job over the last 25 years. Thank you sincerely Jacquie and Carolyn, we owe you a both huge debt of gratitude!
Congratulations to Michelle who has been awarded the Silver Acorn, this is ‘awarded after at least 20 years’ service, which should be specially distinguished and appreciably better than outstanding’. Michelle has given dedicated service to the 5[th] and Whitley Bay District for over 30 years, so this is well deserved.
If you can offer any help or new ideas towards our continued fundraising to further develop our Headquarters (we are still planning an exciting extension) we would appreciate any time or effort you can give to allow our leadership team to concentrate on continuing to deliver an excellent, balanced programme to our youth members. Would you like to join our Executive Committee to help us or maybe your employer offers matched support fundraising or can offer us any funding?
I gratefully thank Michael Robson, our Chairman for his continued dedicated help and support with many matters during a particularly challenging year. He didn’t expect he would have to familiarise himself with the use of a fogger to help us sanitise our headquarters to make it safer for our young people to meet.

Thank you to Louise Godlington, our Treasurer for keeping our finances in immaculate order once again and to each member of our executive committee for their continued commitment over the past year, all greatly appreciated for the benefit of our young people! A huge thank you also to Dave Reed, who was our Group Treasurer from 1982 to 2008 then our Scrutineer until January of this year. Dave has given the 5th many years of dedicated service for which we are extremely grateful.
I would also like to thank all the parents, carers and grandparents who have helped with zoom sessions and the activities at home, for your continued support during this time. I think I speak for all of our leaders when I say we look forward to getting back to our usual Scouting as soon as we can!

INDEPENDENT EXAMINER'S REPORT TO THE TRUSTEES OF THE 5[TH] WHITLEY BAY SCOUT GROUP
I report on the accounts of the Group for the year ended 28[th] February 2021, which comprise the Statement of Financial Activities, the Balance Sheet and related notes.
This report is made solely to the trustees in accordance with Section 43 and 44 of the Charities Act 1993. My work has been undertaken so that I might state to the charity’s trustees those matters I am required to state to them in an Independent Examiner’s report and for no other purpose. To the fullest extent permitted by law, I do not accept or assume responsibility to anyone other than the charity and the charity’s trustees for my examination work.
Respective responsibilities of Trustees and Examiner
The Group’s trustees are responsible for the preparation of the accounts. They consider that an audit is not required for this year (under Section 43 (2) of the Charities Act 1993 (the 1993 Act)) and that an independent examination is needed.
It is my responsibility to:

Examine the accounts (under Section 145 of the Charities Act);

To follow the procedures laid down in the General Directions given by the Charity Commissioners (under Section 145(5)(b) of the Charities Act); and
-
To state whether particular matters have come to my attention.
Basis of Independent Examiner's report
My examination was carried out in accordance with the General Directions given by the Charity Commissioners. An examination includes a review of the accounting records kept by the Group and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from you as trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently I do not express an audit opinion on the view given by the accounts.
Independent Examiner's statement
In connection with my examination, no matter has come to my attention:

which gives me reasonable cause to believe that in any material respect the requirements

to keep accounting records in accordance with Section 41 of the 1993 Charities Act; and

to prepare accounts which accord with the accounting records and comply with the accounting requirements of the 1993 Act
