supporter of Scouting from when he was a Cub right through to his more mature years when he was able be an advocate for the ������������������������������������������������������������������ and wish him a happy retirement from Scouting and our thanks for his years of service.
It has been a very challenging period since our last AGM in 2019 ������������������������������������������������������������������ their determination, hard work and creativity in re-imagining how we were able to deliver Scouting when we weren’t able to meet face to face, and then evolve through to the current position where we are getting very close to Scouting as normal. It’s been an really tough journey that we’ve all been on and I would like to commend everyone who has been able to make this possible.

I’m looking forward to working with Lee and I’m sure that every member of the District will offer him all their help and support during his time at the helm.
Welcoming Lee means that Judy stepped down from her role as District Commissioner and on behalf of the whole district I would like to say a massive thank you for what you’ve been able to achieve over the past 8 years. I can honestly say it’s been a joy working with Judy, she is superbly organised, constantly optimistic and unfailingly kind, as well as occasionally stern when needed. Judy really is a lovely person and although she has stepped down from the District Commissioners role I’m sure we will all see and hear from her for many years to come.
John Herrick who was our Honorary President for the District also decided to step down this year. John has been a lifelong
Assessment Team who have been working tirelessly with groups to ensure we are complying with the processes required of us by HQ, and allowed us to start undertaking activities when the conditions where appropriate. Without the help and support of this group the district would not have been able to get the Risk Assessments approved and face to face scouting would have taken much longer to come back. They performed a critical role ��������������������������������������������������������������������� our sincere thanks.
We are now moving towards a new year and our hope is that we will be able to offer a full range of scouting activities and meetings, and start to look forward with anticipation for what we can provide and achieve in terms of full Scouting Programme. Finally, I would like to thank every leader, helper and member of �������������������������������������������������������������� these people Scouting would not be possible. Hello everyone,
For those who I have not had the pleasure to meet, my name ������������������������������������������������������ District Commissioner for scouting in Lincoln and wanted to make an initial connection with you all as we all embark on ��������������������
We all have been met with the challenges of a global pandemic and have overcome the obstacles that have been presented with lockdowns and other control measures imposed, to try and bring this devastating virus under control, acknowledging that we will learn to live and adapt to a new way of life and scouting.
We have weathered the storm and now venture into the ‘Green’ Readiness level set out by Scouts UK. From the few ������������������������������������������������������������� ���������������������������������������������������������������� to get back to scouting, providing adventure and skills for life for our young people.
����������������������������������������������������������������� many of you as possible and take stock of Lincoln Scouts and hope with the help of the team, to develop a strategy to enable our adult volunteers to provide the best possible scouting Lincoln and the wider scouting family has to offer.
������������������������������������������������������������� devotion and hard work over the past decade and beyond. Judy intends to take some well-earned time and to decide what ������������������������������������������������������������������� successful scouting career, what I can tell you is; Judy would like to stay scouting in Lincoln in some form and has offered her assistance when required and this will be invaluable to us all. Thank You Judy!
����������������������������������������������������������������� team, and I intend to be as active as possible whilst not working and will endeavour to respond to e-mail and messages within a reasonable time frame. I encourage you to use all available communication channels including your line managers and to also remind you that the district team are on hand to assist with any queries.
We have a great team of adult volunteers in Lincoln and together as custodians of Lincoln District Scouts, we can continue to provide Skills for life for all our members. I would encourage everyone to think and dream big and take on the challenges scouting has to offer, and consider your own journey in the scouting movement, be brave and go for it, challenge yourself.
I really look forward to working with you all and meeting as many of you as possible over the coming months.

BEAVERS �������������������������������
The last two years have been absolutely amazing. I know they have been hard and it has been unlike any year before, but amazing is the best way to describe them. Leaders have found new and innovative ways of engaging young people, on Zoom; through activity packs delivered to doors and then carefully getting back together when restrictions allowed. As a District we organised 3 all-sections events online. As part of our Virtual Distinct Camp In July 2020, Beavers were asked to camp, or build a den to sleep in, and then to complete various activities, which gained them their International Activity Badge (including making aboriginal walking sticks - see pictures). In December 2020 we had an all sections Winter camp online. Then once lockdown started to ease the District Leaders arranged the Blended Camp, where some activities were done online, but others were completed in person. Despite restrictions Beavers have continued to achieve badges and many have gained their Bronze Awards.
CUBS
�����������������������
In late 2019, Cubs had a pumpkin party and and a Christmas party and enjoyed a trip to the theatre royal for their annual Pantomime, in 2020 just before lockdown the cubs managed to �������������������������������������������������������������� been wonderful to see so many young people still engaging in scouting through various ways and earning their badges and silver chief scout awards. As lockdown has now eased and we all now start to meet face to face I can’t wait to get out and about and see so many young people enjoying cubs again.
I would like to thank every leader not just within the cub section but across the district for overcoming the obstacles that Covid-19 challenged us with to still enable the young people to continue with scouting.

SCOUT SECTION
���������������������������
Well the last 12 months have certainly been a year unlike any other! Scouts, as with all sections, has faced challenges unprecedented in living memory. In fact unprecedented in any age.
But this has given Scouting the opportunity to show what it does best and continue to be the best provider of learning, fun, challenges and activities to keep our children engaged, amused ������������������������������������������������������������ ������������������������������������������������������ It truly is a movement.
It is our leaders that have made this possible. They do it all for the ������������������������������������������������������������������ ��������������������������������������������������������������� to make sure Scouts remained accessible to young people throughout Lincoln District. They have had to learn the skill of Zoom calls, they have cycled around their towns and villages delivering activity packs to the Scouts, they have had to be creative in adapting old activities to suit socially distanced communities. In short, they have been amazing!

So, what to report from the last year? There has been little District activity as you may have guessed, and almost no face-to-face meetings, but we have managed to provide a few activities across the district. Plus I have managed to recruit Jayne Tyler of 28th Lincoln to join my District Leader Team. Jayne brings a wealth of Scouting knowledge and I’m pleased to welcome her to my team.
���������������������������������������������������� ��������������������������������������� . This was a do-it-athome camp which gave the Scouts 12 activities to complete over a weekend plus a couple of supplemental activities that could be completed by the groups over the following few months. It was well received with most Groups taking part.
��������������������������������������������������������������� entry was high, and the winner was Thomas P of 10th Lincoln.
EXPLORERS
�����������������������
���������������������������������������������������������������� numbers are once again on the increase. Following Covid we had around a 28% decrease from the 2020 census & our reported ��������������������������������������������������������������� the recent national headcount with quite a number due to join in ��������������������
We have sadly seen the closure of one unit at Flers as there are presently no leaders to run the Unit but we are in the process of re-establishing Wayfarers in North Hykeham which will provide a unit close enough to where Flers used to meet, and hopefully ���������������������������������������������������������������� ������������������������������������������������������������������ ���������������������������������������������������������������� ��������������������������������������������������������������� �������������������������������������������������������������� strong with numbers increasing and an atmosphere of positivity amongst the members.
2021 has seen a few of the Units engaged in some adventurous activities including Kayaking, Paddle boarding and Gliding along ������������������������������������������������������������� ��������������������������������������������������������������
received in District and it is hoped to present that in the near future. Congratulations to Connor Goswell!
����������������������������������������������������������������� will have attended a residential weekend at PGL Caythorpe where they will have taken part in the following activities, Splash Challenge, Photo Challenge, Abseiling, Zip Wire, Buggy Building, Problem solving, and the Giant Swing!
����������������������������������������������������������������� ����������������������������������������������������������������� ������������������������������������������������������������� ���������������������������������������������������������������� and as Young Leaders with the Groups they volunteer with. The Young Leader programme is back in action face to face and 10 more young people completed their Module A, getting started at the end of September. During the Covid restrictions the YL Training Team was able to offer the Modules via Zoom. There ������������������������������������������������������������ fabulous commitment of our Young People to the furtherance of ���������������������������������������������������������������� gratitude to all the leaders in the District making these activities and events possible for our Young People.
CAVING CLUB

With the cloud of Covid lingering over this period, Lincoln Scouts Caving Club has still had a very successful couple of years. �������������������������������������������������������� ������������������������������������������������������������� of funding for new helmets on behalf of the Lincolnshire Sports Forum and Lincolnshire Community Foundation and we have �������������������������������������������������������� During the lockdown and national restriction period all Scout caving had to cease and we took our program online. An online training package was produced, social evenings and club quiz nights took place with very good turnout. The summer of 2020 presented some freedom for our adult members and we were able to have a few weekends away camping in line with the British Caving Association guidelines, which also kept up cave leader currencies.
Stepping into the new normal and with our caving covid risk ��������������������������������������������������������������� caving trips in the Peak District for the Boston District. ������������������������������������������������������������������ in November. We have also been approached by 2nd Coningsby & Tattershall Scouts and another group in Boston to provide

an introductory evening to caving before the year end, with the ������������������������������������������������ Although we are a Lincoln District SASU, our main users over the past few years have been from other districts within the County. It would be great to be able to take members of Lincoln ���������������������������
In 2020, Brian Sutton announced that he would like to step ���������������������������������������������������������� Lincoln Scouts Caving Club. In July this year, after a very successful public event at Boultham Park, which raised over £200 for the club, Brian handed over the ropes to Ciaran Thompson-Hayes. However, Brian still remains a core ������������������������������������������������������������� I’m sure you would all join me in thanking Brian for all his hard work over the past four decades.
Looking forward, we are now needing to encourage more Scouts ��������������������������������������������������������������� �������������������������������������������������������������� who have completed their cavers activity badge and who want ���������������������������������������������������������������� ��������������������������������������������������������������� �������������������������������������������������������������� core driver to bolstering and maintaining Lincoln Scouts Caving ���������������������������������������������������������������� ������������������������������������������������������������� passion for adventure.
MOUNTAIN ACTIVITY TEAM

Like many teams, things have been rather quiet in recent times, however we have still been busy. During one of the regular assessments of Sudbrooke’s climbing tower it was noted that there was an amount of work needed so a decision to refurbish ��������������������������������������������������������������� panels were replaced, and the entire tower was then treated and painted. Doing all this work under the restrictions imposed by Covid has been really challenging and time consuming but the ����������������������������������������������������������������� serve the District well for many years to come.
This project would not have been possible without the support of a lot of wonderful people both outside of and within the MAT. I would like to thank everyone of them for their time, support and for rising to the challenge.

by running walking and climbing sessions both locally and ����������������������������������������������������������������� offer and put something different in your programme. DISTRICT SCOUT BAND
���������������������������
In September 2019 the band had started to prepare for ��������������������������������������������������������� band had also recruited another helper Richard Fenton, a drum specialist who was very happy to give tuition to our drummers. The January term had only just got underway with work towards St Georges Day the word Coronavirus started to attract everyone’s attention, by March rehearsals had been suspended.
The impact on musicians was more devastating, the unknown and under researched effect of aerosols from wind instruments meant there were many months when face to face scouting was banned and while some groups managed to meet online to ��������������������������������������������������������������� and from July 2020, because of the aerosol issues, amateur ���������������������������������������������������������� therefore the band could not meet at all.
����������������������������������������������������������� Parade not happening at all it was decided to make our focus for Christmas a video of the band playing ‘Deck the Halls’, one of our Christmas favourites. A master recording of the piece
called a click track would be made giving a count in so everyone would start at the same place. Bandmaster David Jackson, put the video together and although the end result looks like the band played together, the end result took many hours of work to achieve. The video was released on the District Facebook page just before Christmas Day.
With the governments roadmap for easing restrictions in place at some stage, face to face meetings could start again however the ban on amateur music was still in place. The band adults agreed not to restart band until they were all double vaccinated setting a date as Thursday September 23rd.
In early July a band leaders meeting was held largely fuelled by Mary Ann’s resignation from the band. Adult attendance at band before the pandemic had been very patchy largely because of other new commitments on the same evening. Without the support of as many of the band adults as possible, band could not be guaranteed even to have the bare minimum of leaders to hold meetings.
After discussions though it was realised that a change to Mondays was suitable for everyone and therefore that change will be made. At the moment, it’s unclear how many of the scouts could make a Monday but in order to continue at all it must be done. At the time of writing its unclear if Westgate School could change the booking to Monday but whether they can or can’t there is the other possible option or running band at Sudbrooke which should be a cheaper option than the school. Therefore, we have no start date yet. So, when a start date and venue is set, a big appeal for new musicians can begin. Drummers can be trained from scratch but for other woodwind ���������������������������������������������������������������� It is the intention to continue and indeed grow the band, but the coming months will be a testing time.
SUDBROOKE PARK CAMPSITE

What a year! In July, Chris Dutton stepped down as manager of Sudbrooke and the District owes a huge thanks to Chris for this work at Sudbrooke over many years. I would personally like to ��������������������������������������������������������������� feet in the role of site manager.
It has been absolutely wonderful to see young people and adults returning to enjoy all that Sudbrooke has to offer in recent months, the site just isn’t the same without you all. That said, the fantastic team at Sudbrooke including Chris Dutton, Roy Donor, Ken Blake, Brian Sutton, Ian Webb, Nick Cornwell-Smith, Cliff Newall and Ian Beeson have been very busy during the lockdown months.
���������������������������������������������������������������� was undertaken supported by additional volunteers including Judy Sylvester and Sandra Donor. Sandra has also taken charge of laying the dead hedging around the site perimeter and it is looking fantastic, rustic and very environmentally friendly.
With help from our neighbouring farmers, The Wilkinsons, a new car park has been created to accommodate the increasing numbers of visitors to the site.
New activities are now available in the form of Crate Stacking and the indoor Caving System in Coulson’s Cabin. Thank You to Brian Sutton for all of your hard work in securing, setting up and leading the training for the indoor cave.
Thanks are also due to both Kirsty Smith, who manages all of your bookings and has had to manage the changing Covid requirements throughout, and Zoe Ashley our treasurer who ������������������������������������������
The Site service team have also supported a number of Scouts in completing the Scouts Activity Service Centre badge including days working on site with the team, rodding drains, protecting pipes, knowing how to safely use site maintenance equipment and giving them all a new appreciation of the work done by the team.
WATER ACTIVITIES

Following a rather turbulent 18 months, we have at last managed to get 2 groups out.
Some of the problems now faced by the section are out of ��������������������������������������������������������������� ���������������������������������������������������������� ������������������������������������������������������������� validation could not take place during the summer; thankfully, �������������������������������������
Charlie has become a mum, Stuart has moved to Scunthorpe, Chris, Michael and Caleb have changed jobs and this leaves the section a few instructors short.
In view of these, we will be looking towards the spring for restarting sessions. These sessions are likely to be fewer than before due to the commitments of the remaining instructors, and will take place over weekends rather than the evenings. It is hoped a few evening sessions can be held, but it will be instructor dependent!
ARCHERY TEAM

From September to December 2019, we achieved a footfall 290 ������������������������������������������������������������ ������������������������������������������������������������� ���������������������������������������������������������� before we all went into lockdown.
During the multiple lockdowns, the archery team were unable to take bookings due to restrictions. However, since May 2021 we have bounced back and so far in the last three months ������������������������������������������������������������� Lincoln Groups and assisting The Priory Witham Academy on their Summer Healthy Activity and Food (HAF) Programme.
Since returning to archery, we have focused on outdoor shoots due to the social distancing measures required. This has been easier to achieve with the purpose-built shelter and area at ���������������������������������������������������������������� looking at restarting indoor shooting at Altham Terrace. We have noticed that most of our bookings are from Cubs ������������������������������������������������������������
booking us for sessions. It would be especially good if they used our team to complete the Master at Arms Badge. ������������������������������������������������������������ ��������������������������������������������������������������� on this will be published in LaDS in the near future.
We are always looking for new archery instructors to join our ������������������������������������������������������������� send an email across and we will be in touch.
ALTHAM TERRACE
�����������������������
Altham terrace is still a very important scouting and camping facility for groups that want a location closer to the city centre. In spite of the hardship over the last two years, the team and myself have been hard at work behind the scenes. Taking advantage of the lockdowns, we have been taking it in turns to go down and complete some of the big jobs on the site. With the site re-opening, it has been fantastic to see the return to face to face scouting on site with the 12th Lincoln and 31st Lincoln and caving club using the land. It has been great to hear the kids having fun and playing and we have got some scouts �������������������������������������������������������� every year to the site. There is not much new with the site, just general maintenance as things get old. If anyone would like to help out with the site please get in contact as they are more than welcome to join the team. I would like to take this opportunity to thank Lee Robinson for all his hard work throughout the years and a big thank you to Jen Hetherington����������������������������������������������������������������� Scott Page for all his help on site

We have not got back to face to face properly yet and are hoping to do so soon. I was at the leader’s skill weekend in August at ����������������������������������������������������������� ����������������������������������������������������������������� shelters and more and we are happy to help out where we can.
ADC GENERAL DUTIES

My role within Lincoln District is to give support to Groups that need some help to function within the Scouting guidelines, working with the GSL support committee, and any other job the DC needs doing. It has been a quiet 18 months with the Covid-19 virus affecting us all and creating a shut-down of all Scout meetings.
I am at the moment only working with one Scout Group that lost it’s GSL. It is my second time working with them and it has ����������������������������������������������������������������� going and updating their heating and other minor repair work. However, Skellingthorpe will as you read this report be going back into face-to-face meetings, and the Group is looking, if possible, at the new section called Squirrels.
������������������������������������������������������������������ but hopefully a call for help within the communities is turning up some new help for all. Groups will need to work with the resources they have as we now need to build up Scouting again to where it was before the pandemic.
I think a lot of us are going to be busy over the coming year or years in achieving this.
The Peace Light comes under my GSL’s supporters’ team. The light was not collected for our last Christmas due to the travel ����������������������������������������������������������� problems again this year, so to follow the theme of Peace, we will be creating our own Lincoln Peace Light and distribute it from the last Sunday of November. More information will follow in Lads.
Looking to the future, we have the Queen’s Platinum Celebration in 2022. My team are looking at a beacon on the escarpment ridge that runs through Lincoln, Possible at its highest point near Waddington. We did something similar 10 years ago. During the ��������������������������������������������������������������� will investigate to see how Scouting can take part.
APPOINTMENT COMMITTEE

What’s happened since the last AGM?
����������������������������������������������������������������� everyone is saying that.
����������������������������������������������������������� early 2020, the last aided by hand washing facilities (which felt very alien to both committee members and candidates alike), before being plunged into lockdown.
Initially committee opinion was split over the use of video conferencing for meeting with new leaders, looking into the options of outside meetings and alternative venues during the brief respite of June to August 2020.
As we approached the latter part of 2020 it became apparent we still had a long way to go before face to face meetings would be both permitted and comfortable for all parties. So we decided we needed to get Zoom savvy.
Since Jan 2021 we’ve had 12 Zoom meetings most of which ����������������������������������������������������������������� were successful.
Whilst Zoom is not the best way of welcoming a new adult member into the Scout movement it has proven itself very useful in clearing the backlog, some of which had been waiting since 2019.
We are looking at resuming face to face meetings as soon as possible, but I think Zoom will be around for a while yet.
We’re always on the lookout for new committee members, ������������������������������������������������������������������ be very welcome.
JUDY SYLVESTER
Well folks, the time has come for me to move on to pastures ��������������������������������������������������������������� one is about to begin for Lincoln District.
I have been hugely proud to be DC for Lincoln for the last 8 years. I continue to be in awe of the dedication and commitment of all our leaders and supporters, especially during the Pandemic, where, as Leaders and Young People alike we embraced the challenges of learning new skills to continue to provide Scouting online. Your enthusiasm and brilliance have led to the District’s steady and continued growth .
A special thank you must go to Team Lincoln, both past and present, who have truly been of invaluable support to me. I want to take this opportunity to wish Lee every success as the new District Commissioner as he takes Lincoln forward into a ������������������������
Whatever my future role in Lincoln District will be, I hope to keep in touch with many of you, so please don’t be strangers. If anyone asks, mine is a dry white wine!
St George’s Day has and always will be a stand-out moment for me. Whether I took the salute or walked with the team, it was ���������������������������������������������������������������� Cathedral and Castle (whatever the weather!).
������������������������������������������������������������ ��������������������������������������������������������������� so a new workshop had to be built, comes to mind. It seemed like a good idea at the time!
