Governance and management

Objectives and activities

The objects of the charity include to; (a) promote the benefit of the inhabitants of Dunkirk and Old Lenton without distinction of sex, sexual orientation, race, physical and mental disabilities or of political, religious or other opinions, by associating together the said inhabitants and the local authorities, voluntary and other organisations in a common effort to advance education and to provide facilities in the interests of social welfare for recreation and leisure-time occupation with the object of improving the conditions of life for the said inhabitants; (b) establish or secure the establishment of a community centre and to maintain and manage the same (whether alone or in co-operation with any local authority or other person or body) in furtherance of these objectives.

The Trustees confirm that they have complied with the duty in section 17 of the Charities Act 2011 to have due regard to the Charity Commission's general guidance on public benefit, 'Charities and Public Benefit'.

Summary of the main activities undertaken for the public benefit

Trustees manage the centre, employ staff to ensure smooth running, manage resources and funds sufficient to run the centre to provide facilities for the whole community. The aim is to provide opportunities for training, leisure-time activities and to promote education for all kinds and all age groups.

The centre is a popular focus for the community, providing opportunities for leisure time activities, festival celebrations, training, educational facilities and as a meeting place for all, whatever age group and whatever interest. We host a wide variety of activities: cultural, social, religious and fitness. We also maintain a place for local people to celebrate their lives. The centre is used by an average of 650 people each week from all walks of life and a wide area of occupation.

Summary of the main achievements during the period

This report covers the period of 2020 and would normally be reported at the AGM later in the year. Note: Lockdown since March 23[rd ] 2020 due to Covid-19.

The centre continued to develop and was well used for the whole period up until March, numbers of groups and individuals using the facility being maintained. Average usage figures continued at around 650 people per week, and the diversity of activities wide-ranging, with several Martial arts groups, plus other exercise and dance groups, film buffs, Alcoholics Anonymous, social, religious and cultural events and education across a broad range. Training activities have continued during daytimes, particularly for First Aid and we hoped to develop more training facilities and services.

We continued to be involved in activities involving the neighbourhood, taking part in consultations and meetings where issues are discussed. Representatives of other organisations (Council, University, Police) attend our board meetings, keeping us up to date with their activities and enabling us to keep the community well-informed. We hosted 'Days of Action', where representatives of local authority departments, the local neighbourhood officer, the local councillor, the police and the Community Protection teams together with Nottingham University kept everyone in touch with new initiatives, particularly important with the transitory student population.

The Communi-Tea event was cancelled due to the impending COVID problem and all activities ceased from March 23[rd] 2020. We intended to run this in September but we remain closed for the present. Staff have been furloughed from the commencement of the Job Retention scheme and the centre has remained closed to community activities.

However, the day nursery from the QMC ran play schemes for children of key workers in the holidays, run under OFSTED regulations. In September Nova Academy, who run the NUAST school nearby, used the centre for their 6[th] Form, run under DfE regulations. Both of these have helped our financial outlook during this very difficult period.

When we can hold an AGM we don't know. When we shall open our doors to community again we don't know.

We are seriously short of funds at the end of 2020 and continue to daim JRS funds from HMRC. Room rent and hire figures are down. some costs have risen throughout the year whilst wages have risen in line with national pay awards. The charIt￿S policy on reserves Three months running costs to ensure ability to pay any liabilities in case of closure or major drfficulties. Risk analysls Without income 0￿Er the next year we shall struggle to surM. Re-opening of centres will be diffi￿lt. Our charges may have to rise. I report to the trustees on my examination of the accounts of Dunkirk and Old Lenton Community Association (the charity) for the year ended 30 September 2020.

Responsibilities and basis of report

As the trustees of the charity you are responsible for the preparation of the accounts

section 145 of the 2011 Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.

I have completed my examination. I confirm that no matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

  1. accounting records were not kept in respect of the charity as required by section 130 of the Act; or

  2. the accounts do not accord with those records.

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.
