## **ANNUAL REPORT 2022**
This report summarises the work of the trust in the financial year March 2021 to February 2022.
The impact of the Covid pandemic remained the most significant factor as the year commenced but gradually this has reduced to the extent that at the year’s end the hall is operating more or less at pre-Covid levels of activity. Partial re-opening began in April 2021 and formal restrictions continued to be relaxed during the year. The trust and hall users continued, however, to proceed cautiously: an enhanced cleaning schedule remained in place, resulting in considerably increased costs, and it was not until September 2021 that the management committee resumed face to face meetings. Bookings by commercial hirers bounced back quickly and strongly but voluntary groups remained understandably cautious. Nevertheless, the staged return of U3A, the PDA Christmas lunch and a successful pantomime in December illustrated the recovery in village life as the year progressed.
During the year, some significant renovations took place, notably the installation of a new kitchen and fridge in the Welton Room and replacement of the flooring in the corridor and toilets at the rear of the building. However, the age of the main building and the nissen hut mean that maintenance is a continuing necessity.
On a more fundamental basis, the trustees and management committee began to consider the long-term future of the village hall site. A working group was established to carry this work forward, with representation from the parish council and a local resident, Liz Price, who has professional expertise in community development. The work is continuing but has grown in ambition. It is hoped that this will result in more concrete proposals in the coming year. There is a significant opportunity to reinforce the place of the village hall site as a focus of community services and activity for the growing population of Welton.
Historically, there is a great deal of shared history between the village hall and Welton Sports and Social Club but in recent years the connection between the two organisations had dwindled somewhat. It is a great pleasure, therefore, that formal links have been re-established this year, which have potential for greater shared working in future.
The annual accounts show that the trust remains in a healthy financial position and, although not reflected this year, at the year’s end the trust learned that it would benefit from a very generous bequest by Susan Gaisford, a long-standing user of the hall for dance classes. In light of the development plans this is very welcome and timely but a great deal of fund-raising lies ahead.
Finally, as always, I would like to record my thanks to the management committee for their hard work and support during the year and to Terry Peachman in particular, who continues to deal very efficiently with bookings while also handling our finances. I would also like to thank Alan Evans for his work in shaping our ideas and bringing his professional expertise to the table in our redevelopment discussions. MarieClaire Holman and her team also have our thanks for their work in making sure the hall is always clean and presentable and Adrian Bradbury for essential maintenance.
This year, we noted with sadness the death of Polly Rosier, a long-time member of the committee. Neil Coultan passed the representation of the pantomime committee to Judith Newton, Ros Reall handed over the Scouts position to Betty Skeates and Brian North joined on behalf of the Sports and Social Club. Ros had been a member of the management committee for many years and had been a great source of historical knowledge when I needed it, for which I am very grateful.

## **Responsibilities and basis of report**
As the charity trustees of the Trust, you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (“the Act”).
I report in respect of my examination of the Trust’s accounts carried out under section 145 of the 2011 Act and in carrying out my examination, I have followed the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.
## **Independent examiner's statement**
I have completed my examination and I confirm that no material matters have come to my attention in connection with the examination which gives me cause to believe that in, any material respect:
- accounting records were not kept in accordance with section 130 of the Act or
- the accounts do not accord with the accounting records
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in order to enable a proper understanding of the accounts to be reached.

a) Refundable deposits have been reallocated from income and included within current liabilities.
b) It may be a good idea to get a simple valuation to see if the Village Hall is worth more now. It has been 5 years since a valuation was done and property valuations have gone up considerably since then.
c) The bar stocktake should be completed on the last day of the financial year and there should be an independent member of the bar staff in attendance with them.
## **Note 2**
With the exception of the Village Hall, real property (which is recorded in the 1��3 Balance Sheet at Open Market Valuation) in the annexed accounts has been prepared under the historic cost convention.
## **Note 3**
Depreciation is provided on the estimated useful life of the assets and anticipated residual value at 1�� pa reducing balance.
## **Note 4**
There were no Fixed Asset additions during the year.
