## **Structure & Governance**
The Group's governing documents are those of the Scout Association. They consist of a Royal Charter, which in turn gives authority to the Bye Laws of the Association and The Policy, Organisation and Rules of The Scout Association.
The Group is a trust established under its rules which are common to all Scouts.
The Trustees are appointed in accordance with the Policy, Organisation and Rules of The Scout Association. The Trustee Board and meets every three months and presently comprises:

The Group is managed by the Group Trustee Board, whose members are the Charity Trustees of the Scout Group, an educational charity. As trustees, they are responsible for ensuring the safety and safeguarding of all young people within the Group and therefore adhere to and promote The Scout Association’s safeguarding and safety policies and procedures. The trustees also ensure compliance with all relevant charity legislation, including maintaining proper financial records and submitting returns to the Charity Commission where required.
Members of the Trustee Board complete Being a Scouts Trustee learning within the first 6 months of joining the Board.
The Group Trustee Board exists to make sure the charity is well-managed, risks are assessed and mitigated, buildings and equipment are in good working order, and everyone follows legal requirements and the organisation's policies and rules. Their support helps other volunteers run highquality and safe programmes that gives young people skills for life.
The Group Trustee Board has identified the major risks to which they believe the Group is exposed, these have been reviewed and systems have been established to mitigate against them. The main areas of concern that have been identified are:
Damage to the building, property, and equipment. The Group would request the use of buildings, property and equipment from neighbouring organisations such as the school, university, church, and other Scout Groups. The Group has sufficient buildings and contents insurance in place to mitigate against permanent loss.
Injury to leaders, helpers, supporters and members. The Group through the capitation fees contributes to the Scout Associations national accident insurance policy. Risk Assessments are undertaken before all activities. Accidents, Incidents and near misses are reported and learnings identified for improvements to our equipment and facilities and how we do things.
Reduced income. The Group is reliant upon income from subscriptions, fundraising. and venue hire. The Group holds reserves to ensure the continuity of activities should there be a significant reduction in income. The Board could raise the value of subscriptions to increase the income to the Group on an ongoing basis, either temporarily or permanently.

Reduction or loss of leaders. The Group is reliant upon volunteers to run and administer the activities of the Group. If there was either a temporary or permanent reduction in the number of leaders to an unacceptable level in a particular section or the Group then there would have to be a contraction, consolidation, or closure of a section. In the worst-case scenario, the complete closure of the Group.
Reduction or loss of members. The Group provides activities for all young people aged 4 to 18. If there was a reduction in membership in a particular section or the Group as whole then there would have to be a contraction, consolidation, or closure of a section. In the worst-case scenario, the complete closure of the Group.
The Group has in place systems of internal controls that are designed to provide reasonable assurance against material mismanagement or loss, these include two signatories for all payments, ensuring value for money in procurement, and a comprehensive insurance policy to ensure that insurable risks are appropriately covered.
## **Objectives & Activities**
## **The Purpose of Scouting**
Scouting exists to actively engage and support young people in their personal development, empowering them to make a positive contribution to society.
As Scouts we are guided by these values:
- Integrity - We act with integrity; we are honest, trustworthy, and loyal.
- Respect - We have self-respect and respect for others.
- Care - We support others and take care of the world in which we live.
- Belief - We explore our faiths, beliefs, and attitudes.
- Co-operation - We make a positive difference; we co-operate with others and make friends.
Scouting takes place when young people, in partnership with adults, work together based on the values of Scouting and:
- enjoy what they are doing and have fun
- take part in activities indoors and outdoors
- learn by doing
- share in spiritual reflection
- take responsibility and make choices
- undertake new and challenging activities
- make and live by their Promise.
## **Group Objectives**
The aim of the 1[st] Nanpantan Scout Group is to promote the development of young people by enabling them to achieve their full physical, intellectual, social and spiritual potential as individuals, responsible citizens and members of their local, national and international communities.
During 2025/26 the Scout Group has endeavoured to achieve this by providing an enjoyable and attractive scheme of progressive training, based on the Scout Promise and Law and guided by adult leadership.
All sections are open to young people of the appropriate age regardless of gender, race, religion, or disability. The Scout Group has funds available to support financially disadvantaged individuals.

## **Achievements and Performance**
## **Chair’s Report on behalf of the Trustees**
I am pleased to present this summary as new Chair of Trustees for Nanpantan Scout Group. I feel privileged to join such a thriving and well supported Group.
The Group continues to be in a strong and healthy position, with 140 members across seven sections, reflecting the ongoing demand for, and value of, Scouting within our community.
This year has been a particularly important one, marked by the official opening of our new building in September. This long-awaited achievement is a testament to the hard work, generosity, and dedication of countless supporters and volunteers over many years. It is a delight for me as a new trustee to know we have such a high-quality facility to operate from. Thank you!
Our young people continue to thrive in Squirrels, Beavers, Cubs, and Scouts and enjoy a high-quality programme delivered by our leaders. Please take your time to read through the individual section reports and prepare to be inspired!

## **Group Lead Volunteer Report**
We currently have **140 members across our seven sections** , which continues to reflect the strength and popularity of Scouting within Nanpantan.
At Nanpantan, we work hard to provide a **full, balanced, and varied programme of activities** , offering both indoor and outdoor opportunities at our headquarters as well as adventures further afield. Our aim is always to give our young people exciting, memorable experiences that support them throughout their Scouting journey, helping them to develop skills for life while having fun along the way.
Over the past year, we have once again seen **many young people achieve their Chief Scout’s Awards** , which is a fantastic reflection of their commitment, enthusiasm, and hard work. Congratulations to every young person who has achieved this important milestone — we are incredibly proud of you all.
A major highlight of the year was the **official opening ceremony of our new building on 13th September** . This was a truly special occasion, attended by members from across the Group, alongside the many supporters and guests who helped contribute towards the funding of the build. We were also honoured to welcome the **Mayor and Mayoress** , who joined us for the ribbon-cutting ceremony.
Following the opening, the Group moved back into the building in September, and a significant amount of work has gone into ensuring the new space functions effectively for everyone who uses it. From organising rooms and storage, to labelling equipment and rearranging spaces, we have been focused on making the building practical, welcoming, and suitable not only for our sections but also for our hirers and wider community users.
Looking ahead, we are excited to be planning our **biennial Group Camp in June** , which is always a highlight in our calendar. It provides a wonderful opportunity for all sections to come together, strengthen friendships across the Group, and enjoy the shared spirit that makes Nanpantan so special.
As always, our leaders continue to work tirelessly across every section, giving their time, energy, and enthusiasm to provide high-quality Scouting experiences. However, we are always keen to welcome **new adult volunteers and helpers** so that we can continue to grow and ensure the long-term future of the Group for years to come. If you feel you could support us in any way, we would love to hear from you — we are a very friendly and supportive team of leaders.
I would like to extend my sincere thanks to **all our Leaders, Section Helpers, and Trustees** for their outstanding dedication and commitment over the past year. Their hard work makes it possible for our young people to enjoy the fantastic opportunities Scouting offers.
We are equally grateful for the continued support and engagement of all the families of our **Squirrels, Beavers, Cubs, and Scouts** . Your encouragement and involvement play an essential part in the success of the Group.

## **Reports from the Sections**
## **Squirrels (Thursday)**
Our youngest members of the 1st Nanpantan Scout family, our Squirrel Drey have had a fantastic year enjoying a wide range of activities both in and out of our new Scout hut!
Examples have included walks (including a night hike with singing!), den building, baking (rice crispie cakes in particular were a hit!), reading stories and for many their first campfires!
A particular highlight was our Christmas show where the squirrels wrote their own jokes and performed dances and sketches they developed themselves. They did a fantastic job and showed amazing enthusiasm and confidence!
A huge thank you to the amazing Squirrels team from Jo (Section Lead Volunteer) who have really come together with some new members this term - absolute stars!
## _**Jo Pellereau – Section Lead**_
## **Beavers (Tuesday)**
Tuesday Beavers have had a great year, having had the opportunity to try lots of new activities such as making our own radios, as well as repeating old favourites such as our annual trip to Leicester Outdoor Pursuits Centre.
We have made connections with other local groups, running a mini first aid incident hike for Tuesday Beavers groups across the Loughborough District.
The children have benefited from visitors such as a representative from the Guide Dogs charity and enjoyed an interactive session from Loughborough Disability Sport.
We are incredibly proud of all the beavers who have worked hard both within the section and at home to earn an impressive 373 badges which included 9 Chief Scout Bronze Awards.
A huge thank you to the wonderful team of leaders and young leaders who have turned every week and on days out, giving up their time to run the section.

## **Beavers (Wednesday)**
It has been all change at Wednesday Beavers this year. At the October half term, we sadly said goodbye to Sophie who is taking a break from Scouting after leading Beavers for 9 years. Fortunately, we have a great young leader team who helped lead us through our time of transition alongside Jo, who has added Beaver leader to her roles as camp cook. At Christmas, we also sadly said goodbye to our young leaders Isaac and Katie who are taking a break to concentrate on their exams, but we have gratefully welcomed Catherine and Joe as full time leaders.
Our new leaders and young leaders have brought lots of fresh ideas and welcome experience. We have been driven by the Beavers’ suggestions and have made the most of the new facilities, particularly the well-equipped kitchen. We have baked, food tested, sewed, knitted, star gazed, trained like astronauts, enjoyed a parent-led night about the Chinese New Year and enjoyed the campfire among many other activities.

The hut is too good to want to leave, but we have enjoyed a night hike to Costa who were very accommodating and gave us free baby chinos. A highlight of the year was our Christmas show “Beavers’ Got Talent”. From musical recital to jokes and everything in between, we were entertained and it was a moment of pride to watch the children handle their nerves- their personal challenge was well-deserved.
With the better weather and lighter nights, we aim to get out an explore this term with several walks and a bike ride planned in.
Thank you to the Beavers for their energy and enthusiasm and to all our parents who are always so supportive. A special thank you this year to our young leaders Isaac, William, Katie, Isla and Jasmine who continue to be a source of gentle support and expertise.
## _**Susan Smith – Section Lead**_
## **Cubs (Monday Nanpanther’s)**
Well, it’s that time again, where did the year go? Cubs is still fun due to the Cubs always making the best of what we do! They are always happy to have ‘Fun through Learning’.
I have a great team to run the pack – Louise, Alex and Ben. Then our Young Leaders – Alex, Tobias, Jacob and Prisha. Together they help deliver a great programme for the Cubs.
Some activities that we have done this year:
The Cubs went to Peter’s Pizzeria before the Summer where they made their own pizza with lashings of toppings, then we all sat down to enjoy what they had made. It was a very nice evening.
The Cubs worked together in groups to perform Scouting skits from scenarios that we gave them. There were some very good actors as this helped towards their Entertainer Badge.
They showed their creative side this year as they decorated wooden decorations for Christmas. They also built and painted an Airfix Jaguar car which was sent home to take ‘Pride of place’. The painting on them was really good as they each did their best.
With having the new hut we were able to have our yearly wet night, admittedly in September while it was still warmish. This didn’t bother the Cubs as we tested the outside of the hut on how waterproof it was … luckily very!
We did a night of ‘Cubongo Bingo’ or should be called organised chaos and mayhem. The Cubs enjoy it as it is a night of Bingo and games.
We had an ‘indoor Kurling’ night where the Cubs were put into pairs to play against each other to see who the winners would be as they learnt how to play the new sport. It was great fun, and would you believe how competitive your children are…I know hard to believe!
The Cubs were cooking Pancakes for Shrove Tuesday, all I can say is that no fire alarms went off/burnt pans or stuck to the ceiling. We have some good chefs in the making.
We had a Sleepover at the Space Centre in Leicester where the Cubs slept in the centre in ‘The Solar System’ area. They learnt about how to be an Astronaut and looking at the night sky in the Planetarium. It was an amazing experience enjoyed by both the Cubs and the Leaders that attended.

I wish to thank all the parents of the Cubs for their ongoing support to the section. We thank you and your children for making it a pleasure to run the ‘Nanpanthers’.

## _**Malcolm – Section Lead**_
## **Cubs (Thursday)**
I can’t quite believe I am writing another AGM update following a year of fun and adventures for Thursday cubs.
We’ve had a full-ish group for most of the time and Isobel has had another great year as our young leader – leading full meetings and always coming up trumps when we need a last-minute game!
February saw an (indoor!) Winter Olympic and Paralympic Camp at Topstones. The site had great facilities, and the mostly dry weather allowed full use of facilities. With some artistic licence we tried bob sleigh (go-karts), ice (roller) skating, ice (no ice) climbing, ‘curling’ and completed a biathlon (with ski walk planks and plastic arrows & axes). All the cubs tackled the extensive jungle trail (hope the mud has come out by now) and made some fantastic crafts including their own Olympic torch, Paralympic medal and our very own Olympic rings flag. A kind parent brought a real curling stone, and the cubs solved a few wide game puzzles across the site. We all cheered on Jamaica in Cool Runnings and channelled our inner athletes with pizza and sweets (!?).
Group meetings have continued to be as varied and active as we can make them back at our amazing new hut. Activities have included the much-loved chippy hike, the standard Christmas party and recent Easter puzzles and crafts. We’ve made poppies, cakes, pancakes and various amazing crafts, as well as helped our local community with a litter pick. Badges have included the communicator and learning basic first aid.
Plans for the rest of the term include hiking, bike maintenance and a bike ride, the photography badge and hopefully some water-based fun! We are looking forward to the Group camp in June at the Oaks too.
172 badges have been achieved by Thursday cubs since April 2025 and congratulations to our four cubs who have achieved their Chief Scout Silver this year - well done to Indi, Lettie, Rosie & Theo W! Several have gone onto scouts, so I hope they are enjoying that experience too.

## **Scouts (Tuesday - Priory Troop)**
Priory Troop currently has 28 members, and it has once again been a busy and successful year.
Our Scouts have been working hard towards their Chief Scout’s Gold Award, and we are delighted to congratulate Jenna Lawton-Devine, Evie Diaper, Sam Smith, and George Farmer on achieving this fantastic milestone.
Throughout the year, we have taken part in a range of County and District events, including Rambling Fox and the Scogui Night Hike, alongside our own exciting activities such as skiing, tobogganing, and dragon boating. The Scouts have also developed a wide range of skills, from fire lighting to service work at The Oaks, as well as participating in troop camps and numerous hikes.
We are now looking forward to upcoming highlights, including Group Camp and Poacher International Camp in the summer.
I would like to extend my sincere thanks to Rachel, Ed, Ed, Adam, and Euan for their continued hard work and support throughout the year.
## _**Preeti Kitching – Section Lead**_
## **Scouts (Wednesday Troop)**
Over the past year, Wednesday Scouts have stayed strong at around 25 Scouts.
With 7 Scouts hopefully completing their Chief Scouts’ Gold award soon and 5 completed over the past year.
Over the past year scouts have taken part in Sailing, Kayaking and Stand-up paddleboards and laser pistol shooting, Warhammer workshop and done lots of work towards map reading and other expedition skills.
We all so had a trip to Loughborough Schools Foundation to see the Grammar school’s bee hives. Where we got to wear a bee suit and open the hives and see the bees at work. Later in the year the school’s beekeepers came the Nanpantan and the scouts got to spin the Honey out of the hive frames and even try freshly made honey.
Six scouts took part in an expedition of Charnwood Forest, camping at John’s Lee Wood. And 10 others attended the 30[th] Spalsh camp back in September. We also retained are Scogui night hike trophy.
Well done to all the scouts for all they’ve achieved in 2025/26.

## **Fundraising Update**
Our fundraising efforts have continued this year, mainly focusing on raising the required funds to complete the new building.
Key donations have been:
- **East Midlands Airport community fund** – donating £1,800 towards our new accessible bathroom. The completion of this facility was also enabled by ROCA bathrooms with their valuable donation of sanitaryware.
- **The Peter Sell Trust** enabled us to buy acoustic panels, that have been retrofitted to the new
- building. The new double height space is great, but it can get a little noisy when full of enthusiastic young people – hence then need for acoustic panels!
- **Chesterton House** , Loughborough kindly funded our cycle racks – which have proved to be a wellused addition
- **Warburtons and Loughborough University** donated £400 and £479 respectively, to enable us to buy new kitchen equipment for use with our members, and to enable us to offer a fully equipped kitchen for hire purposes.
- **B&Q** donated a garden bench for a memorial space in our garden. This is to remember three very special team members who are sadly no longer with us. The bench gives visitors and members a place to sit, reflect and remember.
- **Loughborough District Scouts** have also made a valuable financial contribution, in exchange for us hosting a container on our site where they are able to store their equipment. We’re so lucky to have the space we have, enabling us to help others too.
We also ran a **‘Support with a seat’** campaign to help raise funds to buy new chairs. This was a great success raising £2100. This money was used to buy 80 folding chairs for day-to-day use, plus 80 banqueting chairs and some new folding tables – all items are proving very valuable for hirers too.
The new building was officially opened on Saturday 13 September 2025. Hosting community leaders, Councillors, local business representatives, donators, members, friends and neighbours to join The Mayor and Mayoress of Charnwood for the ribbon-cutting ceremony.
An afternoon of tours to show-case the new facilities, refreshments and fun and garden games in the sunshine was enjoyed by nearly 200 visitors. And our annual raffle raised £350 too.
Following this event, **The Mark Benevolent Trust** reached out to check on our progress. They had initially sponsored our kitchen fitout but were keen to see if they could help further. In December 2025 they donated a further £1,300. This enables us to clear our financial shortfall on the build and start the new year at a financial breakeven. A great achievement!
Moving forward, our regular fundraising continues, to support our on-going Scouting activities. This includes **Easyfundraising and Charnwood lottery** , raising nearly £200 per quarter. Please do have a look at how you could support us via this – there are ways that cost you absolutely nothing!

Our Spring Fair in March hosted over 20 stalls of homemade treats and refreshments to support our members who are joining international scouting adventures. An Easter treasure hunt helped to attract and amused our visitors – Thank you to all the parents and houses that made this possible, we very much appreciate your support.

## **Coming up! Charnwood Challenge – Sunday 4 October 2026**
Now in its seventh year this 10k run / walk is a hugely popular event, for athletes and fun runners. In 2025 we hosted over 200 participants to this event, raising a staggering £3,000 via entry fees and refreshments. Our new kitchen facility meant that breakfast rolls were finally back on the menu. Why not join us this year to run or walk the race, or simply just come and enjoy a breakfast cob and a cuppa! Keep an eye of our Facebook page for details about this event and all our activities.

## **Building Update**
The project to deliver our new scout building was finished in June 2025 with an official opening event on 13th September for funders, leaders as well as scouts and their families.
The project has cost close to £500k. it has been raised through the sale of land, funders and fundraising. Most of the funding had been in place at the time of last AGM but since then, we have received grants from Peter Sell, Loughborough University, DNV and Chesterton House. Loughborough District also kindly donated us funds and are now using a container on site for kit storage.
The new building has been fully in use for Scouting since September 2025 with all sections making use of the improved facilities allowing more activities such as cooking in the kitchen and all enjoying a modern building to use. Acoustic panels have been installed to improve the noise within the buildingwe continue to monitor this.
The building is now in use by the community with a small team working to set up suitable arrangements for this. There has been strong interest from individuals and groups with bookings for one off events & parties, regular events for a local church, a Dementia daycare group, and a toddler group.
## **Finance Review**
Total income for the year was £74,331, with total expenditure of £321,333, resulting in a net deficit of £247,002. This in-year deficit is substantially due to the final costs of the new building being paid out this year from funds raised last year.
The trustees are pleased to report that a final payment of £244,622 was made for the completion of the building. This payment marked the successful conclusion of a significant capital project that has been a long-held ambition and represents an important milestone for the Group. The trustees acknowledge with gratitude the generosity and commitment of all who have made this possible.
During the year, the Group received generous donations totalling £31,226, for which the trustees would like to express thanks to everyone who contributes so faithfully. This ongoing support remains vital for the Group to offer a great programme to our young people.
Unrestricted income for the year is £18,788. This is mainly from member subscriptions (£15,549).
Unrestricted expenditure after camp costs and exceptional items is £19,140. This comprises Utilities & Insurance (£3,602), Building Running Costs (£2,430), Group Operating Costs (£10,995) and some Sections Costs (£2,077).

The Group therefore remains financially stable, with income broadly supporting ongoing commitments.
The accounts include two exceptional items this year; £8,100 return of overpayment to Loughborough District Scouts and return of the £30,000 loan from Leicestershire Scouts that was not needed due to great fundraising for the building by our team.
## **Restricted Funds**
Some income received by the Group is for a specific purpose and therefore classed as restricted funds. For example, payments for camps or trips must only be used to cover those activities and Grants given for the building cannot be used for general running costs. This ensures that money is spent as intended and is an important part of good financial management. There are situations where receipts for restricted funds can be received over two financial years but the expenditure only in one and this can suggest an imbalance in any particular year, but restricted funds for such as items as camps balance themselves out over time.
## **Reserves Policy**
The Group's policy on reserves is to hold sufficient resources:
- to form an operating reserve to sustain the charitable activities of the Group should income and fundraising activities fall short,
- for a building reserve to cover forecast maintenance of the building and a contingency for unforeseen building works, and
- to be available as an investment reserve to fund strategic initiatives.
At present, the trustees judge that the operating reserve should be equivalent to six months expenditure, therefore £10,000, and the building reserve should be at minimum £10,000.
The trustees have no current plans for strategic initiatives beyond the regular operation of the Group and therefore no monies are set aside for an investment reserve. Total target reserves are therefore £20,000.
At the end of the financial year, the Group held, £32,398 in general funds and £6,282 in a separate reserve account. The Trustees consider this position to be appropriate, particularly following the completion of the building project. Reserves will continue to be monitored and managed carefully.
## **Investment Policy**
The Group does not have sufficient funds to invest in longer term investments. The Group has therefore adopted a risk averse strategy to the investment of its funds. All funds are held in current or cash deposit accounts using only mainstream banks or building societies.

I report to the trustees on my examination of the accounts of the 1[st] Nanpantan Scout Group for the year ended 28 February 2026.
## **Responsibilities and basis of report**
As the charity trustees of the 1st Nanpantan Scout Group you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (‘the Act’).
I report in respect of my examination of the 1st Nanpantan Scout Group accounts carried out under section 145 of the 2011 Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.
## **Independent examiner’s statement**
I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:
