Minutes of the Annual General Meeting of 2[nd] Urmston Scout Group held on 09/12/2021 at 2[ND] Urmston Scout Hut
Awards:
Prior to the AGM commencing Dave Kerrs presented awards to:

As a thank you for keeping the group running on zoom during lockdown.

Beverley Kerrs conducted safety brief explaining how to leave the building in emergency and identifying Adam Farrell and Gareth Scott as designated evacuation officers and Bev Kerrs and John Mason as designated first aiders.

David Kerrs Group Scout Leader welcomed everyone to the meeting including Graham Barick from Urmston and district Scout council.

10 A group treasurer was not elected at time of AGM
- It was confirmed that the agreed quorum for each of the meetings of the Group Scout Council, meetings of the Group Executive Committee and meetings of any subcommittee is set at 10 people.
It was Agreed that the number of members that may be elected to the group executive committee is 2/3 rounded up.
It was reconfirmed that the constitution of the scout council is 50% this was proposed by Richard Asha and seconded by John Mason.
11 To conclude AGM Dave Kerrs spoke of the difficulties scouting has faced of the last year with covid pandemic and the constant change of rules and switching between online and face to face. He praised the youth members for adapting well and thanked all adult volunteers and parents for their continued ongoing support.
Dave concluded the end to the AGM and welcomed everyone to stay for refreshments.

STRUCTURE, GOVERNANCE AND MANAGEMENT
The Groups governing documents are those of The Scout Association.
They consist of a Royal Charter, which in turn gives authority to the Bye Laws of the Association and The Policy, Organisation and Rules of The Scout Association.
The Group is a trust established under its rules which are common to all Scouts. The Trustees are appointed in accordance with the Policy, Organisation and Rules of The Scout Association. The Group is managed by the Group Executive Committee, the members of which are the ‘Charity Trustees’ of the Scout Group which is an educational charity.
As charity trustees they are responsible for complying with legislation applicable to charities. This includes the registration, keeping proper accounts and making returns to the Charity Commission as appropriate.
The Group Executive committee is the electoral body, which supports Scouting in the Group. It is the body to which the Group Executive Committee is accountable. The Executive Committee exists to support the District Commissioner in meeting the responsibilities of their appointment. Members of the Executive Committee must act collectively as charity Trustees of the Scout Group and in the best interests of its members in accordance with the Policy, Organisation and Rules of The Scout Association. The Group has in place systems of internal controls that are designed to provide reasonable assurance against material mismanagement or loss, these include 2 signatories for all payments.
The Group Finances continue to be in a healthy position as detailed in the Annual Statement of Accounts compiled in our report.
Our sections have maintained their numbers and our adult Leader numbers have increased by 4.
OBJECTIVES, ACTIVITIES, ACHIEVEMENTS AND PERFORMANCE
Scouting exists to actively engage and support young people in their personal development, empowering them to make a positive contribution to society,
The Group meets the Charity Commission’s public benefit criteria under both the advancement of education and the advancement of citizenship or community development headings.
Group Scout Leaders Report
This is a sad, yet happy report for me.
Sad as we have seen the passing away of a long-standing member of the Group in the last 12 months, Tom Ford and Brian Morriessy
This year as GSL has been a busy one with lots happening at the group.
We have now had Floor re-done and have had a new boiler installed.
All sections continue to thrive, our numbers are constant, and the finances have remained steady we have even had several new adults join us as leaders/section assistants which is great news.
Although we returned to activities with a difference such as wearing masks, one-way systems social distancing. The youth members transition well, and this did not deter them from achieving badges and taking part in activities.
I would again thank Jacqui for continuing to use the hut for her dance classes and children’s parties and the other businesses that rent the building as they provide the much-needed stable income to cover the general running costs of the hut, without which we would have to devote considerable time to fundraising to pay for gas, electric, water, insurance, boiler service etc. distracting the leadership team from delivering Scouting activities to our young members.
The service crew continue to support us with repair/maintenance of the hut and our quarter master Gareth manages our equipment and stores, thank you to them for their continued commitment.
I would also like to thank all the parents who have signed up to the Parent Rotas – your help is invaluable.
Lastly a welcome to Jane McLaughlin who has joined the Group executive as treasurer
Anyone interested in helping us out please come and chat. It can be very rewarding showing the youth members Scouting activities.

Chairman’s Report
Well, it’s been another busy year at 2[nd] Urmston Scout Group. The sections have remained strong, sections have waiting lists and people queuing to join. Again, it has been great to see more new adults helping over the year. None of the programmes could run without the generous donation of time provided by the leaders and helpers in each unit so a big thank you to you all. Once again,
The Beavers and Cubs continue their strong numbers despite changing leaders as demonstrated by names on waiting lists and constant enquiries for new joiners, they must be doing something right.
The Scouts have been as busy as ever over the year. A constant stream of badges has been awarded despite the transition from Zoom to face to face meetings. The Scouts are always engaged in great activities, whether its international evening, cooking or community projects, the evening is always brilliantly planned, and I know the Scouts appreciate all the hard work Bev and the gang put in.
The Explorers are doing well under Adams direction and continue to run a strong programme retaining youth members as they transition from scouts despite 8completing their top awards such as Young Leader Training.
Again, a big thanks to Dave Kerrs our GSL. I am sure we all agree he is working very hard in getting our building up to scratch. BRAVO!

Treasurer’s Report for Year Ended 31st March 2022
The Group accounts have been independently examined and approved by Jennifer Carline – Independent Examiner.
The accounts are presented in a Receipts and Payments format recommended the ‘Charity Statement of Recommended Practice (SORP)’, which forms part of The Scout Association Policy, Organisation & Rules (POR).
Each section continues to maintain their own petty cash and the full accounts for the group can be seen in more detailed if requested.
The accounts show an income this year as follows £23,472.58 and our expenditure was £29,540.76 29,540.76

Beaver Colony Report
2nd Urmston Beavers have once again been busy this year. We have taken part in activities within the group and community.
In Beavers the highest award to receive is the Chief Scout Bronze Award . Beavers must complete 6 challenge badges which involve anything from tasting food from other countries, to learning knots, using their imagination to design machines, spend a night away from home and teamwork challenges. Alongside the challenge badges they must obtain 4 activity badges as well.
It generally takes around 18 months to 2 years for the Beavers to complete all these requirements where they also learn about teamwork and taking part. We try to encourage as many beavers as possible to obtain this award by regular attendance and doing their best . You don’t have to be the best at everything along as you have had a go!
In the last year we collected Toiletries for the homeless charity don’t walk past. We attended the county Blackpool Zoo trip, and We attended Group Winter camp at Guys farm and Summer Camp at Waddecar.
We also attended St Georges day Parade.
We also had lots of fun at the snow park
None of the above would be possible without our volunteer leaders who between them bring different strengths, ideas, and time, to give the young members an interesting and exciting balanced programme of activities.
Finally, it is great to see so many young members wishing to join the scouting movement (as our packed waiting list and numerous emails requesting places shows) and we hope here at 2nd Urmston Beavers we help and encourage the youngsters to become more confident individuals who are ready for a challenge as they start their scouting journey.

Cub Scout Report
It has been another very busy and action-packed period for the Cub Pack! The Cubs have adjusted well to the leadership changes, and we currently have a strong cub pack.
The Cubs have coped well with the transition from Zoom to face to face.
To all our teams ‘Well done’ and thank you for taking part to the best of your ability and remembering to do your best.
As always, our programmes have given the Cubs the opportunity to earn badges, including the Challenge badge system.
We are proud to say four members of the Pack were presented with the highest award that can be gained as a Cub - the Silver Chief Scout Award.
Challenge badges that have been presented are World Challenge, Skills Challenge Personal Challenge, Teamwork Challenge and Team Leader Challenge. We also attended St Georges day parade.
Activity and staged Badges that have been presented are disability, fire safety, pioneering, home Safety, entertainers, Collector, international, animal care, hikes away, nights away, Musician stage 1 and Navigator stage 1
We attended Group Winter camp at Guys farm and Summer Camp at Waddecar Many thanks to Becca, Louise, and Ben for their continuous presence and support throughout the year.

Scout Troop Report
The last year has been a busy one for the Scout section. Our average numbers have maintained over the year to 25 but more importantly we regularly achieve attendance figures of over 20 so we have adjusted our patrols to reflect the continuing enthusiasm and commitment from the Scouts.
We are pleased that we have managed to retain a regular core of Cubs coming from the Cub section, who have enjoyed the activities we have organised and hopefully grown and learnt skills that they would never have learned had they not been involved at 2nd Urmston. We have also had many new to scouting young people which we have also managed to retain. Some of the activities undertaken over the last 12 months have included: international evening, ready steady cook, Pioneering climbing and Snowsports.

We have attended Group winter camp at Waddecar, and summer camp at Bibby’s Farm.
We also attended Remembrance Day parade and St Georges day.
We did snowboarding at the Chilfactore and Climbing at North Face
B.R.A.V.O to our county Shooting team Austin, Samuel, Maximillion and Jude.
Who brought home the under 13 team trophy after coming first.
We also want to say a special thank you to the people who are often behind the scenes at 2nd Urmston, the Service Crew. They have helped us a lot over the years with their hard work, support, and dedication with some of our larger activities such camps, these activities would not have been possible
without their help and support.

Explorer Unit Report
The Phoenix Explorer unit has had a busy year. Our average numbers have increased over the year to 14. We are pleased that we have managed to retain a regular core coming from the Scout section, which have enjoyed the activities we have organized and hopefully grown and learnt skills that they would never have learned had they not been involved at Phoenix. Some of the activities undertaken over the last 12 months have included: Summer Camp, Winter camp, Snowboarding, ready steady cook and pioneering
Explorer Scout section have worked extremely hard and gained many badges including their community badge, Science and Technology, chief scout platinum and diamond. We have worked hard at trying to get the unit working as a team over the last 12 months.
At District level we have attended Remembrance Day parade and St Georges day Parade
Thank you to all section for accommodating explorers who are starting the young leaders training scheme. We also want to say a special thank you to the people who are often behind the scenes at 2nd Urmston, the Service Crew. They have helped us a lot over the years with their hard work, support, and dedication with some of our larger activities which would not have been made possible without their help and support.

FINANCIAL REVIEW
The accounts are presented in a Receipts and Payments format recommended the ‘Charity Statement of Recommended Practice (SORP)’, which forms part of The Scout Association Policy, Organization & Rules (POR).
The Group's Income and Expenditure is very small and therefore does not have sufficient funds to invest in longer-term investments such as stocks and shares. The Group has therefore adopted a lowrisk strategy to the investment of its funds. All funds are held in cash using only mainstream banks or building societies.
The Group Executive regularly monitors the levels of bank balances and the interest rates received to ensure the Group obtains maximum value and income from its banking arrangements. Occasionally this may involve using an account that requires a period of notice before funds may be withdrawn, before doing so the Group Executive considers the cash flow requirements.
The Group’s policy on reserves is to hold sufficient resources to continue the charitable activities of the Group Scout Council should income and fund-raising activities fall short. The Group Executive Committee considers that the Group should hold a sum equivalent to 12 months running costs, circa £ 16217.96. The Group held reserves of approximately £36,826.25 against this at year end.
The group exec has ring fenced £15,000 for refurbishment of building.

Independent examiner’s report to the trustees of 2nd Urmston Scout Group Scout Council
I report to the trustees on my examination of the accounts of the 2nd Urmston Scout Group for the year ended 31st March 2022.
Responsibilities and basis of report
As the charity trustees of the 2nd Urmston Scout Group you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (‘the Act’).
I report in respect of my examination of the 2nd Urmston Scout Group accounts carried out under section 145 of the 2011 Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.
Independent examiner’s statement
I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

accounting records were not kept in respect of the 2nd Urmston Scout Group as required by section 130 of the Act; or
-
the accounts do not accord with those records.
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.
